Estates Reservoir Replacement <strong>Draft</strong> <strong>Environmental</strong> <strong>Impact</strong> <strong>Report</strong>Cultural ResourcesObjective 4: To develop databases identifying existing and potential archeological sitesand adopt procedures for protecting significant archeological resources.Policy 4.1: To protect significant archeological resources, the City will take specialmeasures for discretionary projects involving ground disturbances located inarcheologically sensitive areas.Objective 5: To provide and encourage informational and educational programs toenhance public and City staff appreciation of older properties and increase the level oftechnical knowledge.Oakland Planning CodeThe Oakland Planning Code sets forth procedures regarding the preservation of sites andareas of special character or special historical, architectural, or aesthetic interest or value,such as officially designated city landmarks and buildings included within locallydesignated Historic <strong>District</strong>s. The Planning Code created the Landmarks PreservationAdvisory Board to advise the Planning Commission in regulation, recognition, inventory,evaluation, and consultation concerning historic properties. Subdivision (p) of thePlanning Code defines the purpose of this planning section:To prevent the unnecessary destruction or impairment of structures, other physicalfeatures, and areas of special character or special historical, cultural, educational,architectural, aesthetic, or environmental interest or value and to achieve the followingpurposes:The protection, enhancement, perpetuation, and use of structures, other physicalfeatures, sites, and areas that are reminders of past eras, events, and personsimportant in local, state or national history, or which provide significant examplesof architectural styles of the past or are landmarks in the history of architecture, orwhich are unique and irreplaceable assets to the City and its neighborhoods, orwhich provide for this and future generations examples of the physical surroundingsin which past generations lived.The development and maintenance of appropriate settings and environment for suchstructures, and other physical features, on such sites, and in such areas.The enhancement of property values, the stabilization of neighborhoods and areasof the City, the increase of economic and financial benefits to the City and itsinhabitants, and the promotion of tourist trade and interest.The preservation and encouragement of a city of varied architectural styles,reflecting the distinct phases of its cultural, social, economic, political, andarchitectural history.The enrichment of human life in its educational and cultural dimensions in order toserve spiritual as well as material needs, by fostering knowledge of the livingheritage of the past.sb09_001.doc 3-5.18 7/22/2009
