Estates Reservoir Replacement <strong>Draft</strong> <strong>Environmental</strong> <strong>Impact</strong> <strong>Report</strong>Cultural ResourcesClass 3 Landmarks: Properties rated “B” under the Guidelines and which are noton and do not appear eligible for the National Register of Historic Places.Class 1 Preservation <strong>District</strong>s: All Areas of Primary Importance identified by theIntensive Survey plus other areas, which meet the “Guidelines for Determination ofPreservation <strong>District</strong> Eligibility.”Class 2 Preservation <strong>District</strong>s: All Areas of Secondary Importance identified by theIntensive Survey plus other areas, which meet the “Guidelines for Determinationfor Preservation <strong>District</strong> Eligibility.”The methodology of the Intensive Survey will be used to determine whether propertiesappear eligible for the National Register of Historic Places.Objective 3: To establish administrative procedures and criteria to promote preservationof significant older properties as a routine part of City-sponsored or assisted projects,programs, and regulatory activities.Policy 3.1: Avoid or minimize adverse historic preservation impacts related to discretionaryCity actions. The City will make all reasonable efforts to avoid or minimize adverse effectson the Character-Defining Elements of existing or Potential Designated Historic Propertieswhich could result from private or public projects requiring discretionary City actions.Policy 3.6: To the extent consistent with other Oakland General Plan provisions, Citysponsoredor assisted projects involving an existing or Potential Designated HistoricProperty, except small-scale projects, will:Be selected and designed to avoid or minimize adverse effects on these properties andto promote their preservation and enhancement;Incorporate preservation efforts based in part on the importance of each property; andBe considered to have no adverse effects on these properties if they conform withthe Secretary of the Interior’s Standards for the Treatment of Historic Properties.The City will encourage applicants for City-assisted projects to submit proposalsconsistent with this policy.Policy 3.8: For purposes of environmental review under the CEQA, the followingproperties will constitute the City of Oakland’s Local Register of Historical Resources:All Designated Historic Properties, andThose Potential Designated Historic Properties that have an existing rating of “A”or “B” or are located within an Area of Primary Importance.Until complete implementation of Action 2.1.2 (Redesignation), the Local Register ofHistorical Places will also include the following designated properties: OaklandLandmarks, S-7 Preservation Combining Zones properties, and Preservation Study Listproperties.sb09_001.doc 3-5.17 7/22/2009
