Can I assume, from a questioning point <strong>of</strong> view, we have alsocovered the CSR and budget questions because there were a number <strong>of</strong> Members that hadquestions on budget that had been submitted, or do we want to talk about budget somemore too? Yes? OK. So on budget. The first question on budget wasJoanne [McCartney]?Joanne McCartney (AM): I was asking what the implications were <strong>of</strong> the CSR onLondon’s policing but I have some supplementaries. I suspect you may have answeredsome <strong>of</strong> them. One <strong>of</strong> which is do we have any indication about the level <strong>of</strong> cut to theMPS? Do we know the MPS allocations yet? We know it is 20%/21%. If we do not,what is the timescale? Is there any indication from the Home Office?My second question was on specific grants. Approximately £1 billion <strong>of</strong> the policebudget is on specific grants. Can I check - perhaps with Anne [McMeel]- how much <strong>of</strong>that is up for review at the moment? For example, I do know the Olympics SecurityGrant is up for review but there must be many others. What is the total package that youknow is now up for review and is at risk?The third question I wanted is the language, Commissioner, that you have used. Youhave talked about operational capability. At the last Full MPA <strong>meeting</strong> you talked aboutdoing everything we can to maintain operational capability and today you have used thephrase you will maintain operational capability as far as I can which, seems to me, anextremely worrying use <strong>of</strong> language. I am wondering whether you are confident you aregoing to maintain operational capability, or is it just me misinterpreting the language?Sir Paul Stephenson (Commissioner, MPS): Right. When? I think I have answeredthat, Joanne [McCartney]. I do not think it is going to be before December 2010.Anne [McMeel] will tell me if I have got <strong>this</strong> terminology right because, quite clearly,question three says I need to get my terminology right and she will tell me if I get itwrong. We have the indication on the general police grant but how that transforms intothe allocation formula from Government we have yet to find out. There are all sorts <strong>of</strong>issues around that that could complicate it, so we will not know until December 2010 atthe earliest. I think that is right, Anne [McMeel]?Anne McMeel (Director <strong>of</strong> Resources, MPS): Yes, broadly, Commissioner. The onlything that I would change --Sir Paul Stephenson (Commissioner, MPS): That means no!Anne McMeel (Director <strong>of</strong> Resources, MPS): The only thing that I would add to thatis that the figures we have got do not split out the general grant and everything else, it is ameshing <strong>of</strong> all the policing grants which would include specific grants.
