IfMembers of the Panel on Home Affairs, the Panel on Health Services or the Panel onPublic Service would like to discuss the Project, we would make arrangement withthe Secretari<strong>at</strong> for it to be discussed <strong>at</strong> the relevant Panel meeting before it issubmitted to PWSC.Proposal2. We propose to develop a joint-<strong>user</strong> complex <strong>at</strong> <strong>Bailey</strong> <strong>Street</strong>, <strong>To</strong> <strong>Kwa</strong> <strong>Wan</strong>Reclam<strong>at</strong>ion. The site area of the project is about 2 200 square metres (m 2 ). Thesite plan is <strong>at</strong> the Enclosure.3. The proposed scope of the Project includes –Under the Home Affairs Department(a)Community Hall(i)(ii)a multi-purpose hall (with a se<strong>at</strong>ing capacity of 450) with stage;a stage store room;(iii) a stage meeting room;(iv) male and female dressing rooms;(v)three multi-purpose rooms;(vi) a conference room; and


- 2 -(vii) ancillary facilities including a management office, a store room foroffice, a baby care room, toilets, etc.(b)Office accommod<strong>at</strong>ion of Kowloon City District Office (KCDO),including its Main Office and four sub-offices.Under the Department of He<strong>at</strong>h (DH)(c)Hung Hom M<strong>at</strong>ernal and Child Health Centre(i)(ii)three consult<strong>at</strong>ion rooms;two family planning interview rooms;(iii) a community paedi<strong>at</strong>rician room, a parent resource corner cum childplay area, a counselling room, a cervical screening room, <strong>at</strong>re<strong>at</strong>ment room, a babies b<strong>at</strong>hing & weighing room, a breast feedingroom, a health educ<strong>at</strong>ion room, a vision test room, a hearing testroom; and(iv) others including a registr<strong>at</strong>ion office, 11 nurse interview rooms,three physical examin<strong>at</strong>ion rooms, a records storage office, awaiting area, etc.(d)Kowloon Families Clinic(i)(ii)ten consult<strong>at</strong>ion rooms;a dietitian office;(iii) two tre<strong>at</strong>ment rooms and two interview rooms;(iv) a central dispensary for the DH medical facilities in the complex;and(v)others including a registr<strong>at</strong>ion office, a record storage office and awaiting area.(e)Government Dental Clinic(i)14 dental surgeries;(ii) ancillary facilities including two X-ray rooms, two dark rooms, acentral steriliz<strong>at</strong>ion room, a recovery room and a plaster room; and(iii) others including a registr<strong>at</strong>ion office, a record storage office, awaiting area, a supplies store and multi-purpose room, etc.


- 3 -Justific<strong>at</strong>ionsCommunity Hall4. Kowloon City district does not have any government-run communitycentre (CCs) / community halls (CHs). The proposed CH will serve the popul<strong>at</strong>ionof around 356 600 comprising residents in Lung <strong>To</strong>ng, <strong>To</strong> <strong>Kwa</strong> <strong>Wan</strong>, Ho Man Tin andHung Hom. There is a pressing need for the construction of a CH in the district.The proposed CH will provide the much-needed facilities and venue for organisingvarious community activities. It is expected th<strong>at</strong> about 291 Mutual Aid Committeesestablished by residents of public housing est<strong>at</strong>es and priv<strong>at</strong>e residential buildingstogether with 952 Owners’ Committees / Corpor<strong>at</strong>ions of priv<strong>at</strong>e residential buildingsas well as 138 local organis<strong>at</strong>ions and 57 non-governmental organiz<strong>at</strong>ions in thedistrict can make use of the proposed CH. Apart from providing a venue forcommunity building activities, the proposed CH will also serve as a temporary / cold/ he<strong>at</strong> shelter when the need arises. At present, we rely on the goodwill of a KaifongWelfare Associ<strong>at</strong>ion for setting up typhoon / he<strong>at</strong> / cold / emergency shelters to meetthe need of the community during n<strong>at</strong>ural disasters or other untoward circumstances.Office Accommod<strong>at</strong>ion of KCDO5. Currently, the KCDO Main Office and its four sub-offices are sc<strong>at</strong>tered indifferent loc<strong>at</strong>ions. We propose to merge these offices and co-loc<strong>at</strong>e them withother rel<strong>at</strong>ed facilities, including the CH. The proposed merging will help enhanceoper<strong>at</strong>ional efficiency and facilit<strong>at</strong>e the provision of better services to the public. Itwill also help achieve savings in oper<strong>at</strong>ion costs.Hung Hom M<strong>at</strong>ernal and Child Health Centre6. The proposal will re-provision and expand the existing M<strong>at</strong>ernal and ChildHealth Centre (MCHC) loc<strong>at</strong>ed in Hung Hom Clinic. The existing MCHC providesa comprehensive range of health promotion and disease prevention services forbabies and young children under the age of six. Anten<strong>at</strong>al and postn<strong>at</strong>al services,family planning services and cervical cancer screenings for women are also provided.It is the only MCHC in the Kowloon City District. The limited space of the existingclinic with only two consult<strong>at</strong>ion rooms can no longer cope with the current demandfor increasingly diversified services, which include, among others, the Integr<strong>at</strong>edChild Health and Development Programme and Comprehensive Child DevelopmentService. Besides, the existing clinic set-up (loc<strong>at</strong>ing on two separ<strong>at</strong>e floors with nolift facilities) is not convenient for the public, in particular for pregnant women.Due to the limited space and other physical constraints of the existing clinic buildingwhich was built in 1959, re-provisioning the clinic to the proposed complex <strong>at</strong> <strong>Bailey</strong><strong>Street</strong> will facilit<strong>at</strong>e service expansion and improvement to the clinic environment.


- 4 -Kowloon Families Clinic7. The proposal is to re-provision (six existing consult<strong>at</strong>ion rooms) andexpand (by adding four consult<strong>at</strong>ion rooms) the Kowloon Families Clinic, which iscurrently loc<strong>at</strong>ed in the Yau Ma Tei Jockey Club Polyclinic. The existing KowloonFamilies Clinic provides primary healthcare services to civil service eligible persons(i.e. persons eligible for civil service medical and dental benefits). Additional spaceis required for planned service improvements, including provision of dietitianservices, implement<strong>at</strong>ion of more preventive healthcare programmes and theinstall<strong>at</strong>ion of new electronic hardware which will enable the clinic to network withother healthcare provider partners. Due to space limit<strong>at</strong>ion in the existing premises,re-provisioning of the Clinic to the complex <strong>at</strong> <strong>Bailey</strong> <strong>Street</strong> is proposed.Government Dental Clinic8. The proposal aims to re-provision, merge and expand the servicescurrently provided in three existing dental clinics, namely the Argyle <strong>Street</strong>Government Dental Clinic and Lee Kee Government Dental Clinic loc<strong>at</strong>ed inKowloon City, and the Li Po Chun Dental Clinic loc<strong>at</strong>ed in Tai Kok Tsui. Theexisting clinics are small and housed in very old buildings. We propose to mergethem for better management and efficiency. We also propose to provide twoadditional dental surgeries in the new combined clinic to meet additional demand.The proposed re-provisioning of the clinics to new premises would also providesufficient space for record-keeping, storage and ancillary facilities such asbarrier-free facilities for the disabled.Project Estim<strong>at</strong>e and Implement<strong>at</strong>ion Plan9. The estim<strong>at</strong>ed cost of the Project is about $448.1 million in September2009 prices.10. Subject to funding approval of the Finance Committee, construction isexpected to commence in July 2010 for completion in February 2013.Public Consult<strong>at</strong>ion11. We consulted the Leisure and District Facilities Management Committeeof the Kowloon City District Council (DC) on the scope and the preliminary designof the Project on 15 January 2009 and 2 April 2009 respectively. Memberssupported the Project and urged for its early implement<strong>at</strong>ion.12. Further public consult<strong>at</strong>ion was conducted in November 2009 with thecommunity in the vicinity of the Project site, covering DC members of the relevantconstituencies, Area Committees, Incorpor<strong>at</strong>ed Owners and Mutual Aid Committeesand the adjacent secondary schools, commercial buildings and shops. The feedbackdrawn from the consult<strong>at</strong>ion was positive.


- 5 -Way Forward13. We intend to submit the Project to the PWSC of the Finance Committeefor consider<strong>at</strong>ion <strong>at</strong> its meeting on 20 January 2010.Advice Sought14.
