of the transactions covered by subsections (1) and (2) shall be liable to forfeit that land to thePresident without any entitlement to any compensation.(4) Notwithstanding that a transaction covered by this section is void, a person occupyingland as a consequence of that transaction shall be and shall always have been obliged tocomply with all the terms and conditions of the transaction as if it had been a valid transactionand shall be liable to all the remedies which may be applied to a person who fails to complywith the terms and conditions of a valid transaction in addition to any penalties which may beapplied under this section.65. Regulations(1) <strong>The</strong> Minister may make regulations generally for the better carrying into effect of thepurposes and provisions of this <strong>Act</strong> and without prejudice to the generality of the foregoing,such regulations may prescribe–(a)(b)(c)(d)(e)the forms to be used in connection with this <strong>Act</strong>;the procedures to be followed by village adjudication committees, village adjudicationadvisers and other officers exercising powers under of Part IVC of this <strong>Act</strong>;procedures to be followed with respect to the making of any claim for compensationand the payment of any compensation under this <strong>Act</strong>;the alteration from time to time of the amount which may be advanced by way of asmall mortgage;the form and scope of joint village land use agreements.(2) A village council may, with the approval of the district council and subject to any generaldirective of the Minister, make by-laws for the better management and administration of landmatters within the jurisdiction of the village land.(3) <strong>The</strong> procedure for making by-laws under subsection (2) shall be as prescribed mutatismutandis, by the provisions of Part VI of the Local Government (District Authorities) <strong>Act</strong> *(54).66. Translation(1) <strong>The</strong> Minister shall as soon as practicable after the enactment of this <strong>Act</strong> cause this <strong>Act</strong> tobe translated into Kiswahili and such translation shall be published in the Gazette and in suchother manner and form as will enable the citizens of Tanzania to gain access to suchtranslation.(2) <strong>The</strong> Minister shall, by order published in the Gazette cause to be incorporated into theKiswahili version of this <strong>Act</strong> and published in the Gazette any amendments made to this <strong>Act</strong>.
