occupancy or any other document or instrument relating to land; or(ii)(iii)the making of any entry or the endorsement or any matter on any such documentor instrument referred to in subparagraph (1);the cancellation or amendment of any of the aforesaid documents or instrumentsor entries or endorsements;(d)(e)fraudulently alters, adds to, erases, defaces, mutilates or destroys any documents orinstrument relating to land or any entry on or endorsement of any such document orinstrument;suppresses or conceals from the Commissioner, the Registrar, any authorised officeror any officer of a village council exercising powers under this <strong>Act</strong> or assists or joins inso doing, any material document, fact or matter,commits an offence and upon conviction is liable to a fine not exceeding one million shillings orimprisonment for a term not exceeding three years or to both, the fine and imprisonment.(2) Any person who without reasonable excuse, fails to produce any document as requiredunder this <strong>Act</strong> an offence and upon conviction is liable to a fine not exceeding fifty thousandshillings or imprisonment for a term not exceeding three months or to both the fine andimprisonment.(3) Any person who unlawfully occupies land an offence and upon conviction is liable, to afine not exceeding ten thousand shillings, and in the case of a continuing offence to anadditional fine not exceeding five hundred shillings for every day during which the offencecontinues.(4) Any person who wrongfully obstructs or encroaches on a public right of way and whodoes not within the time specified in any notice served on him remove that obstruction orcease that encroachment commits an offence and upon conviction is liable, to a fine notexceeding ten thousand shillings and in the case of a continuing offence, to an additional finenot exceeding two hundred shillings for every day during which the offence continues.(5) Any person who wilfully–(a)(b)(c)(d)(e)delays; orobstructs; orhinders; orintimidates; orassaults,
