This compareswith 9.8% of those who were not registered. The data did however suggest that 87.8% of those inunsuitable housing were not registered.These results suggest that whilst those registered are more likely to have housing problems thanother households there are a significant number of households who are registered but not (under thedefinitions used here) in unsuitable housing and also a significant number in unsuitable housingwho are not registered. This highlights the difficulties in using <strong>Housing</strong> Registers as an indicator ofoverall needs.PAGE 72
