The primary objective of the reconstruction of Cambodiashould be the advancement of the Cambodian nation and people,without discrim<strong>in</strong>ation or prejudice, and with full respect forhuman rights and fundamental freedom for all. The achievementof this objective requires the full implementation of thecomprehensive political settlement.2. The ma<strong>in</strong> responsibility for decid<strong>in</strong>g Cambodia'sreconstruction needs and plans should rest with the Cambodianpeople and the government formed after free and fair elections.No attempt should be made to impose a development strategy onCambodia from any outside source or deter potential donors fromcontribut<strong>in</strong>g to the reconstruction of Cambodia.3. International, regional and bilateral assistance to Cambodiashould be co-ord<strong>in</strong>ated as much as possible, complement andsupplement local resources and be made available impartiallywith full regard for Cambodia's sovereignty, priorities,<strong>in</strong>stitutional means and absorptive capacity.4. In the context of the reconstruction effort, economic aidshould benefit all areas of Cambodia, especially the moredisadvantaged, and reach all levels of society.5. The implementation of an <strong>in</strong>ternational aid effort would haveto be phased <strong>in</strong> over a period that realistically acknowledgesboth political and technical imperatives.
