As part of the comprehensive political settlement,every assistance will need to be given to Cambodian refugeesand displaced persons as well as to countries of temporaryrefuge and the country of orig<strong>in</strong> <strong>in</strong> order to facilitate thevoluntary return of all Cambodian refugees and displacedpersons <strong>in</strong> a peaceful and orderly manner. It must also beensured that there would be no residual problems for thecountries of temporary refuge. The country of orig<strong>in</strong> withresponsibility towards its own people will accept their returnas conditions become conducive.PART IICONDITIONS CONDUCIVE TO THE RETURN OF REFUGEESAND DISPLACED PERSONS2. The task of rebuild<strong>in</strong>g the Cambodian nation willrequire the harness<strong>in</strong>g of all its human and natural resources.To this end, the return to the place of their choice ofCambodians from their temporary refuge and elsewhere outsidetheir country of orig<strong>in</strong> will make a major contribution.3. Every effort should be made to ensure that theconditions which have led to a large number of Cambodianrefugees and displaced persons seek<strong>in</strong>g refuge <strong>in</strong> othercountries should not recur.
