1992 United Nations — Treaty Series • Nations Unies — Recueil des Traités________81<strong>in</strong> the cantonments, with a view to determ<strong>in</strong><strong>in</strong>g which of thefollow<strong>in</strong>g shall apply :(a) If the Parties agree to proceed with thedemobilization of all or some of the forces rema<strong>in</strong><strong>in</strong>g <strong>in</strong> thecantonments, preferably prior to or otherwise shortly after theelections, the Special Representative shall prepare a timetable for so do<strong>in</strong>g, <strong>in</strong> consultation with them.(b) Should total demobilization of all of the residualforces before or shortly after the elections not be possible,the Parties hereby undertake to make available all of theirforces rema<strong>in</strong><strong>in</strong>g <strong>in</strong> cantonments to the newly elected governmentthat emerges <strong>in</strong> accordance with Article 12 of this Agreement,for consideration for <strong>in</strong>corporation <strong>in</strong>to a new national army.They further agree that any such forces which are not<strong>in</strong>corporated <strong>in</strong>to the new national army will be demobilizedforthwith accord<strong>in</strong>g to a plan to be prepared by the SpecialRepresentative. With regard to the ultimate disposition of therema<strong>in</strong><strong>in</strong>g forces and all the arms, ammunition and equipment,UNTAC, as its withdraws from Cambodia, shall reta<strong>in</strong> suchauthority as is necessary to ensure an orderly transfer to thenewly elected government of those responsibilities it hasexercised dur<strong>in</strong>g the transitional period.3. UNTAC will assist, as required, with the r <strong>in</strong>t gration <strong>in</strong>tocivilian life of the forces demobilized prior to the elections.4. (a) UNTAC will control and guard all the arms, ammunitionand equipment of the Parties throughout the transitionalperiod;(b) As the cantoned forces are demobilized <strong>in</strong> accordancewith paragraph 1 above, there will be a parallel reduction byUNTAC of the arms, ammunition and equipment stored on site <strong>in</strong>the cantonment areas. For the forces rema<strong>in</strong><strong>in</strong>g <strong>in</strong> thecantonment areas, access to their arms, ammunition andequipment shall only be on the basis of the explicitVol. 1663, 1-28613
