60 United Nations — Treaty Series • Nations Unies — Recueil des Traités______1992In order to ensure a neutral political environmentconducive to free and fair general elections, administrativeagencies, bodies and offices which could directly influence theoutcome of elections will be placed under direct United Nationssupervision or control. In that context, special attention willbe given to foreign affairs, national defence, finance, publicsecurity and information. To reflect the importance of thesesubjects, UNTAC needs to exercise such control as is necessaryto ensure the strict neutrality of the bodies responsible forthem. The United Nations, in consultation with the SNC, willidentify which agencies, bodies and offices could continue tooperate in order to ensure normal day-to-day life in thecountry.Article 7The relationship between the SNC, UNTAC and existingadministrative structures is set forth in annex 1.Section IVWithdrawal of foreign forcesand its verificationArticle 6Immediately upon entry into force of this Agreement, anyforeign forces, advisers, and military personnel remaining inCambodia, together with their weapons, ammunition, andequipment, shall be withdrawn from Cambodia and not bereturned.
