58 United Nations — Treaty Series • Nations Unies — Recueil des Traités______1992Recognizing that Cambodia' e tragic recent historyrequires special measures to assure protection of human rights,and the non-return to the policies and practices of the past,Have agreed as follows :FART IARRANGEMENTS DURING THE TRANSITIONAL PERIODSection ITransitional PeriodArticle lFor the purposes of this Agreement, the transitionalperiod shall commence with the entry into force of thisAgreement and terminate when the constituent assembly electedthrough free and fair elections, organized and certified by theUnited Nations, has approved the constitution and transformeditself into a legislative assembly, and thereafter a newgovernment has been created.Section IIUnited Nations Transitional Authority in CambodiaArticle 2(1) The Signatories invite the United Nations SecurityCouncil to establish a United Nations Transitional Authority inCambodia (hereinafter referred to as "UNTAC") with civilian andmilitary components under the direct responsibility of theSecretary-General of the United Nations. For this purpose theSecretary-General will designate a Special Representative toact on his behalf.Vol. 1663, 1-28613
1992 United Nations — Treaty Series • Nations Unies — Recueil des Traités________59(2) The Signatories further invite the United NationsSecurity Council to provide UNTAC with the mandate set forth inthis Agreement and to keep its implementation under continuingreview through periodic reports submitted by the Secretary-General.Section IIISupreme National CouncilArticle 3The Supreme National Council (hereinafter referred to as"the SNC") is the unique legitimate body and source ofauthority in which, throughout the transitional period, thesovereignty, independence and unity of Cambodia are enshrined.Article 4The members of the SNC shall be committed to the holdingof free and fair elections organized and conducted by theUnited Nations as the basis for forming a new and legitimateGovernment.Article 5The SNC shall, throughout the transitional period,represent Cambodia externally and occupy the seat of Canibodiaat the United Nations, in the United Nations specializedagencies, and in other international institutions andinternational conferences.Article 6The SNC hereby delegates to the United Nations allpowers necessary to ensure the implementation of thisAgreement, as described in annex 1.Vol. 1663, 1-28613
