The Futures Plan for Church Street, Paddington Green and Lisson GroveUrban Initiatives developed the Futures Plan for Church Street, Paddington Green and LissonGrove during 2010. The <strong>City</strong> of <strong>Westminster</strong> published the Preferred Option Report inJanuary 2011, following the three main stages of production:Developing and collecting baseline data for the area to inform a set ofindicators which can be developed to help measure change, betweenDecember 2009 and May 2010Testing initial impressions with a Big Ideas event in March 2010 andsubsequent Charter, The Charter sets out the vision for Church Street andPaddington Green over the next 15 to 20 years, with an overarchingobjective to create a great neighbourhood with a strong sense ofcommunity. It was agreed and published in July 2010Developing options for various degrees of redevelopment before consultingon recommendations.The Futures Plan Preferred Option Report for Church Street, Paddington Green, LissonGrove, January 2011, provides the Housing Unit with a framework and action plan fortransformational regeneration that will inform short, medium and long‐term investment inthe area. It identifies opportunity sites for redevelopment as well as seeking to preserve andenhance the parts of the area with strong character.The <strong>Council</strong> recognises that the Futures Plan is a starting point in order to facilitate bothdiscussion, and development of site‐specific schemes. This draft planning brief, along withthe other planning briefs being developed for specific sites within the Church Street area, setout the planning policy parameters for each site and where appropriate provide planningconsiderations on the Futures Plan proposals. The publication of these planning briefs asdraft Supplementary Planning Documents will enable more detailed debate to take place onthe various proposals for the sites.The Futures Plan sets out a series of challenges and opportunities before establishing someurban design principles. It then makes a number of sustainability recommendations,including the development of an energy strategy to ensure the most efficient ways ofpowering and heating the development are delivered. It also recommends the production ofa retail strategy. Both strategies are now being produced.The Futures Plan’s main focus, however is the provision of a range of new high qualityhousing of all tenures, together with refurbishment of 1,478 existing social rented homes.The main outputs of the preferred option, which may change as detailed designs aredeveloped, are:Total New HomesRetail FloorspaceOffice/Enterprise/WorkspaceCommunity uses776 (470 net gain)10,335m 2 (5,570m 2 net gain)7,478m 2 net gain7,875m 2 (1,075m 2 net gain)43
