provision of one car space per residential unit of two bedrooms or less, and 1.5 spacesfor three or more bedrooms.6.9. A development providing no off‐street parking spaces for residents is unlikely to beacceptable given the probable consequential increased pressure on on‐street carparking. It may be possible to use this sites high PTAL rating and level of publictransport availability to demonstrate that lower levels of off‐street parking arerequired to ensure no increased demand for on‐street residential parking permits. The provision of off‐street parking on another site may be a further appropriate wayto provide for the needs of residents on this site. On‐site car club spaces, or carsharing or leasing schemes could also be a consideration to take the pressure off carparking requirements on this site.6.10. The council is currently reviewing its Strategic Parking Policies and its developmentmanagement parking standards. The existing parking standards of the current UDPwill be thoroughly reviewed in the light of revised Council strategic planning policies, including the cost of second, third and subsequent on‐street parking permits. It willalso take fuller account of the need to incorporate off‐street and on‐street facilitiesfor alternative transport solutions to the car such as Car Club, Electric Vehicle, BarclaysCycle Hire and the increasing need to improve access to the London Bus, Undergroundand surface rail networks. The City Management Plan will develop these issuesfurther.6.11. In accordance with Policy CS40 the site should encourage sustainable transportmethods. A contribution to this can be made through the provision of cycling facilitiesand vehicle charging points in the development. UDP Policy TRANS10 Appendix 4.2sets the City Council’s requirements for cycle parking.6.12. UDP Policy TRANS 20 sets out requirements for off‐street servicing. The policy statesthat convenient access for service vehicles, including emergency vehicles, to meet thedemand of the development should be accommodated on site. It would be preferablefor the site to have a single vehicular access point to minimise risk to pedestrians, andpotential adverse amenity implications, and therefore for the site to be serviced fromthe parking access point. In order to ensure the open space to the rear of theproperties is as attractive as possible, it may be appropriate to provide access to thebasement parking and servicing area from Lilestone Street.6.13. The scheme should look at the strategic neighbourhood delivery of projects such carclubs, electric vehicles, deliveries to the community, pedestrian movement and cyclingacross the Church Street area, how these link into the existing public transportservices, and how the site can enhance the sustainable transport network.31
