Annexure – IIIGuidelines issued to staff engaged in field study:Guidelines were issued to the survey teams to study the following aspects andto submit in their reports after their return. They have submitted their respectivedistrict reports after their survey of the districts. These 20 district reports were alreadysubmitted to PEO Division which covers the following points.In addition to the above, the survey teams also engaged local investigators tocollect the beneficiary level primary data which was compiled and submittedalongwith all-India report.A).Bottlenecks at the institutional level1. technical & administrative hurdles faced by all the officials involved inimplementing the scheme2. grass-roots level difficulties; views/opinions of GP Members, GSmembers3. coverage of beneficiaries : BPL Vs Any rural house-hold4. difficulties in compliance of features of the NREG Act.5.
