I amreplying to <str<strong>on</strong>g>you</str<strong>on</strong>g>r <str<strong>on</strong>g>email</str<strong>on</strong>g> as a Desk Officer in the Comm<strong>on</strong>wealth Team in the Foreignand Comm<strong>on</strong>wealth Office.The British Government believes that the best way to achieve lasting and equitablepeace in Sri Lanka is through an inclusive political soluti<strong>on</strong> that addresses theunderlying causes of the c<strong>on</strong>flict and takes into account the legitimate grievancesand aspirati<strong>on</strong>s of all Sri Lanka’s communities. We have c<strong>on</strong>sistently called <str<strong>on</strong>g>for</str<strong>on</strong>g> anindependent, thorough and credible investigati<strong>on</strong> into allegati<strong>on</strong>s of violati<strong>on</strong>s andabuses of internati<strong>on</strong>al humanitarian and human rights law by both sides in themilitary c<strong>on</strong>flict.We c<strong>on</strong>tinue to have serious c<strong>on</strong>cerns about rec<strong>on</strong>ciliati<strong>on</strong> and accountabilityprocesses, as well as respect <str<strong>on</strong>g>for</str<strong>on</strong>g> human rights in Sri Lanka, including freedom ofexpressi<strong>on</strong> and judicial independence. During <str<strong>on</strong>g>Mr</str<strong>on</strong>g> Burt’s visit to Sri Lanka earlier thisyear, he took our human rights c<strong>on</strong>cerns directly to the Sri Lankan Government, andurged the full implementati<strong>on</strong> of the Less<strong>on</strong>s Learnt and Rec<strong>on</strong>ciliati<strong>on</strong>Commissi<strong>on</strong>’s (LLRC) report recommendati<strong>on</strong>s and wider measures <strong>on</strong>accountability. Both during <str<strong>on</strong>g>Mr</str<strong>on</strong>g> Burt’s visit and since, the British Government hasbeen clear that although some progress has been made, much more work is neededto deliver the path to rec<strong>on</strong>ciliati<strong>on</strong> in Sri Lanka.


In light of our c<strong>on</strong>cerns, the UK co-sp<strong>on</strong>sored the Sri Lanka resoluti<strong>on</strong> which waspassed in the Human Rights Council <strong>on</strong> 21 March, and we welcome its adopti<strong>on</strong> withthe support of a majority of Council members. We urge the Sri Lankan Governmentto implement the recommendati<strong>on</strong>s c<strong>on</strong>tained in the resoluti<strong>on</strong> and comply with theirobligati<strong>on</strong>s under internati<strong>on</strong>al humanitarian and human rights law.The British Government is str<strong>on</strong>gly committed to strengthening our engagement with,and role within, the Comm<strong>on</strong>wealth. It is because of the importance we attach to theorganisati<strong>on</strong> that the Prime Minister and the Foreign Secretary have decided toattend this year’s CHOGM. We believe that CHOGM will either highlight progressand respect <str<strong>on</strong>g>for</str<strong>on</strong>g> Comm<strong>on</strong>wealth values in Sri Lanka, or draw attenti<strong>on</strong> to the absenceof such progress. It is right that the Prime Minister and the Foreign Secretary shouldbe able to deliver str<strong>on</strong>g messages while in Sri Lanka, and take the opportunity topromote human rights and good governance.Prince Charles is representing Her Majesty The Queen at CHOGM in her capacity asHead of the Comm<strong>on</strong>wealth, not in her role as Head of State of the UK and realms.Together with internati<strong>on</strong>al partners, we will c<strong>on</strong>tinue to work to support the SriLankan people in their pursuit of enduring peace and rec<strong>on</strong>ciliati<strong>on</strong>. We will use allopportunities, including CHOGM, to raise human rights c<strong>on</strong>cerns with the Sri LankanGovernment and urge them to uphold Comm<strong>on</strong>wealth values.Yours FaithfullyBen CrossBen Cross
