General Information 5GENERAL INFORMATIONEffective Dates of This <strong>Catalog</strong>Revisions in degree requirements and academic regulations take effect on the first day of the fall semester of the year designatedin the catalog. Students at WSC will normally follow the degree requirements and academic regulations of the catalogin force at the time of their admission. However, a student who changes majors or fails to earn at least 12 semester credit hoursin every two academic years will be governed by the current catalog. The student may exercise the option of changing to a latercatalog, but in such a case the student must fulfill all of the degree requirements and academic regulations.Nebraska <strong>State</strong> Department of Education regulations may change and affect teacher education requirements immediately,without first appearing in a WSC general & graduate catalog.Student’s ResponsibilityStudents are expected to read the regulations of the <strong>College</strong> and to conform to them. The student, not the <strong>College</strong> or a memberof the faculty, is primarily responsible for meeting requirements for a degree.Registration and payment of fees imply an agreement by the student to conform to regulations of the <strong>College</strong>. Students failingto meet current obligations to the <strong>College</strong>, financial or otherwise, may be denied a degree or transcript.The Student Handbook contains conduct regulations and disciplinary procedures. The Handbook also gives useful informationabout campus living, policies, services, and activities. Handbooks are available in the Student Center for off campus students.Family Educational Rights and Privacy Act of 1974It is the policy of <strong>Wayne</strong> <strong>State</strong> <strong>College</strong> to provide students the right to inspect and review official records as provided in theFamily Education Rights and Privacy Act of 1974 as amended by Public Law 93-568, also known as the Buckley Amendment.The Family Education Rights and Privacy Act allows the <strong>College</strong> to release designated information without prior consent ofa student unless the student has notified the Office of Records and Registration that he/she desires this information be restrictedfrom release without consent. Any student wishing to have directory information withheld from reporting must provide a notarizedrequest (available in the Office of Records and Registration) to the Office of Records and Registration.Directory information at WSC includes: student name, local address and telephone listing, permanent address and telephonelisting, e-mail addresses, date and place of birth, enrollment status (full/part time), major field of study, dates of attendance, yearin college, degrees and awards received and dates, most recent previous educational agency or institution attended, participation inofficially recognized activities and sports, and weight and height of athletic team members.The <strong>College</strong>History of <strong>Wayne</strong> <strong>State</strong> <strong>College</strong><strong>Wayne</strong> <strong>State</strong> <strong>College</strong> is located in <strong>Wayne</strong>, Nebraska, a city of about 5,500 in northeastern Nebraska. Omaha, Lincoln andSioux City, Iowa, are within easy driving distance of <strong>Wayne</strong>. These three cities and Norfolk, Nebraska, 30 miles from <strong>Wayne</strong>, areserved by scheduled airlines.The <strong>College</strong> was established as the Nebraska Normal <strong>College</strong> at <strong>Wayne</strong> in 1891, and was founded and operated by ProfessorJames M. Pile until his death in 1909. In that year, the Nebraska <strong>State</strong> Legislature authorized the purchase of the property,buildings and equipment of the Nebraska Normal <strong>College</strong> and renamed it the <strong>State</strong> Normal <strong>College</strong>. It opened under that name inSeptember 1910, with Dr. U.S. Conn as president.In 1921, by act of the <strong>State</strong> Legislature, the school became a <strong>State</strong> Normal School and Teachers <strong>College</strong> with legal authorityto grant baccalaureate degrees in education. In 1949, the Legislature changed the name of the institution to Nebraska <strong>State</strong>Teachers <strong>College</strong> at <strong>Wayne</strong> and granted authority to confer the baccalaureate degree for study in liberal arts. The graduateprogram leading to a master’s degree was authorized in 1955, and in 1963 the Legislature changed the name of the college to<strong>Wayne</strong> <strong>State</strong> <strong>College</strong>.WSC has an average enrollment of about 3,500 students during the regular session. Summer enrollment totals about 2,200 inthe May, June, and July sessions.Overview of the Current Role and MissionWSC is a regional public college and is a part of a three-school state college system geographically positioned to serve ruralNebraska.The <strong>College</strong>’s basic mission is twofold: it strives to develop students of a wide range of academic abilities through qualityteaching and support, and it strives to assist with the development of its service region through the delivery of public serviceprograms and activities.The <strong>College</strong> is primarily an undergraduate institution offering a comprehensive curriculum with equal emphasis on the artsand sciences, business and teacher education. Graduate programs are offered at the master’s level in Business Administration,Education and Organizational Management and at the Education Specialist level in Education. Additional master’s level programswill be developed in other fields as regional demand requires and as authorization is provided.The <strong>College</strong> has built upon its rich tradition as a teachers college by emphasizing strong teaching and helpful out-of-class
