The ma<strong>in</strong> focusis on research and development (R&D) and <strong>in</strong>novation.<strong>Cohesion</strong> <strong>Policy</strong> 2007-13■ Competitiveness and employment objectiveThe fund<strong>in</strong>g wave 2000-2006 went towards the R&D sector, but also towards improv<strong>in</strong>g liv<strong>in</strong>g conditions <strong>in</strong> the cities,with new water treatment systems, and to encourage rail travel by cross-border workers.2007-2013 priorities> Some <strong>EU</strong>R 19 million – represent<strong>in</strong>g 38 % of total fund<strong>in</strong>g – is go<strong>in</strong>g towards promot<strong>in</strong>g R&D and <strong>in</strong>novation.The aim is for R&D <strong>in</strong>vestment to reach 3 % of GDP by 2010, notably by <strong>in</strong>creas<strong>in</strong>g public <strong>in</strong>vestment.> <strong>EU</strong>R 2.2 million is aimed at combat<strong>in</strong>g climate change.> Investment on <strong>in</strong>creas<strong>in</strong>g access to the labour market and promot<strong>in</strong>g social <strong>in</strong>clusion among young peopleand marg<strong>in</strong>alised groups.<strong>EU</strong> Regional <strong>Policy</strong> on the groundFoetz, <strong>Luxembourg</strong> (<strong>EU</strong> contribution: <strong>EU</strong>R 1.5 million)<strong>Luxembourg</strong>’s hilly hik<strong>in</strong>g country is hav<strong>in</strong>g a hard time attract<strong>in</strong>g <strong>in</strong>vestment. Ecostart, a project launched <strong>in</strong>2002 by the m<strong>in</strong>istry for economic affairs, is a step towards chang<strong>in</strong>g that. After convert<strong>in</strong>g the former Thomas & Betts site <strong>in</strong> the small town of Foetz, Ecostart has launched 16 start-ups andhelped create 132 jobs. S<strong>in</strong>ce the end of the restoration work <strong>in</strong> 2007, young graduates, researchers and managershave been sett<strong>in</strong>g up <strong>in</strong>novative new companies here, alongside small hi-tech firms from abroad want<strong>in</strong>g to move<strong>in</strong>to <strong>Luxembourg</strong>.A bus<strong>in</strong>ess <strong>in</strong>cubator with tailor-made services provided by Lux<strong>in</strong>novation, the country’s agency for <strong>in</strong>novationand research, Ecostart is also a relay centre for companies mov<strong>in</strong>g out of the early development phase.
