It has a total chiller(for air-conditioning) capacityo f a p p r o x i m a t e l y 1 0 , 0 0 0refrigeration tons (RT), butchillers using refrigerant with zero ozone depletion potential(ODP) were specified 1 . For such large chiller application,a water-cooled centrifugal type is the most energy efficient;and there are two kinds of refrigerant commonly used,namely R123 and R134a. I wrote to the Secretary for theEnvironment and recommended that chillers using R123refrigerant should be considered, with my estimate of theopportunity to avoid as much as 1,000 tons of carbonemission every year or a life-cycle emission of 30,000 tons.Unfortunately, my recommendation was not accepted,but the carbon price behind the global warming decision.According to the latest environmental law in Australia,progressing to an Emissions Trading Scheme (ETS) inJuly 2015, the tax will be levied initially at A$23 per tonof CO2-e. HFCs have been exempted from the scheme,but an “Equivalent Carbon Price” (ECP) will be appliedthrough existing legislation, the Ozone Protection andSynthetic Greenhouse Gas Management Act. 2 Forinstance, the ECP of R134a chillers is A$30 per kg, 3or approximately HK$2.4 million for a chiller plant of10,000 RT in the caseof the Tamar project. Inother words, the owner ispaying an additional 8-10%of the chiller cost on topof the 30,000 tons of lifecyclecarbon emissiondue to lower efficiency ascompared to R123 chillers.So was it a good decision?In fact, it has resulted in some customers switching toTrane R123 chillers in Australia!The level of the Australian carbon price is comparableto the HFC tax level in Denmark, where the 2011 taxlevel for R134a is about €28 per kg (N.B. taxation inDenmark: 150 Danish krone €20 per ton of CO2-e).The maximum HFC taxation goes up to €80/kg. The taximposed on HFCs in Norway is even higher, e.g. R134ais about €39 per kg. In Sweden, the HFC tax proposalbeing implemented soon is about €35 per kg of R134a.In the EU, the ETS has been in place since 2002 as ameasure to meet the Climate Change commitment. Itlimits the amount of carbon dioxide emission by firmsin six key industries: energy, steel, cement, glass,brick-making and paper/cardboard production. If a firmfails to surrender sufficient EUAs (one EUA is equal toone ton of carbon dioxide equivalent), there would bea fine of €40 per ton in phase one and €100 per ton inphase two.

Technical Focus 深 入 探 討When will the carbon tax wave be coming toHong Kong?Today, we don’t know. However, we do know that themandatory building energy code (for the Building EnergyEfficiency Ordinance, Chapter 610) has been enacted,the carbon audit guidelines have been launched and thepolluters are to pay for their own pollution... We alsoknow for sure that specifying zero ODP is no longer asustainable solution to protect the environment!At a minimum, the ODP, GWP and energy efficiencyneed to be considered at the same time in the selectionof a chiller or other HVAC equipment using refrigerants.Besides, atmospheric lifetime has become a keyparameter in defining sustainability when researchingideal refrigerants. For substances with lifetimes notsignificantly exceeding 0.5 year, global values based on3D modelling, weighted for multiple emission locations,account for the significant decomposition fraction beforereaching the upper atmosphere. The short atmosphericlifetime of 1.3 years of R123 formed the basis for theexception in its ODP determination using the 3D-modelledrather than the semi-empirical value in the ScientificAssessment of Ozone Depletion: 2010. 4 Recently, inpursuing alternatives for R134a, chemical producers seemto focus on the unsaturated HFC (hydrofluoroalkene orhydrofluoroolefin, HFO) family. HFO-1234yf is perhapsthe first commercialised product of this kind. 5 It hasan atmospheric lifetime of only 10.5 days, GWP 4 andzero ODP, and is known to have system performancecomparable to R134a in Motor Air-conditioning (MAC)applications. 6 The chemical producers also indicatepursuit of HFO-1234ze, HFO-1243zf and other R1234 andR1243 isomers and enantiomers. Some are also pursuingunsaturated HCFCs or HCFOs, e.g. R1233 isomers. 近 來 新 政 府 總 部 大 樓 ( 即 添 馬 艦 工 程 ) 的 負 面 消 息 接踵 而 來 , 尤 其 是 電 費 超 高 , 使 我 回 想 起 在 設 計 大 樓 時選 擇 冷 水 機 組 的 一 些 細 節 。 該 大 樓 的 總 製 冷 量 需 求( 作 空 調 用 途 ) 約 為 10,000 冷 噸 (RT), 但 工 程 指 定 冷1水 機 組 要 採 用 臭 氧 層 消 耗 潛 值 (ODP) 為 零 的 冷 媒 。對 於 如 此 大 型 的 空 調 製 冷 應 用 , 水 冷 離 心 式 冷 水 機 組是 最 具 能 源 效 益 的 ; 而 該 類 機 組 有 兩 種 常 用 冷 媒 , 即R123 及 R134a。 當 時 我 曾 去 信 環 境 局 局 長 , 建 議 選 用配 備 R 1 2 3 冷 媒 的 冷 水 機 組 , 並 提 交 了 我 的 節 能 減 排預 測 , 即 每 年 可 減 少 達 1,000 公 噸 的 碳 排 放 , 相 當 於 生命 周 期 的 總 減 排 30,000 公 噸 。不 幸 的 是 我 的 建 議 並 未 獲 接 納 , 而 是 想 探 討 一 下 近 期 熱門 話 題 「 碳 價 」(carbon price) 的 問 題 , 它 隨 著 全 球暖 化 出 現 。 根 據 澳 洲 最 新 的 環 境 法 例 , 該 國 將 於 2015 年7 月 實 施 碳 排 放 交 易 計 劃 (ETS), 最 初 的 徵 稅 率 定 於 每公 噸 二 氧 化 碳 當 量 ( C O 2- e ) 2 3 澳 元 。 在 該 計 劃 下 ,HFCs( 氫 氟 碳 化 物 ) 獲 得 豁 免 , 但 政 府 將 根 據 現 行 的《 臭 氧 層 保 護 及 人 造 溫 室 氣 體 管 理 法 》 實 施 「 等 值 碳價 」(ECP) 2 。 舉 例 ,R134a 冷 水 機 組 的 ECP 為 每 公 斤30 澳 元 3 , 如 套 用 至 添 馬 艦 工 程 , 整 個 10,000 RT 冷 水 機房 約 須 繳 付 240 萬 港 元 。 換 言 之 , 業 主 須 多 付 冷 水 機 組成 本 的 8-10%, 而 且 此 乃 上 述 生 命 周 期 30,000 公 噸 碳 排放 之 上 中 業 主 要 承 擔 的 環 境 責 任 。 由 此 可 見 , 政 府 在 添馬 艦 工 程 中 究 竟 是 否 作 出 了 明 智 選 擇 ? 事 實 上 , 澳 洲 已有 部 分 客 戶 因 此 轉 軚 買 特 靈 R123 冷 水 機 組 !澳 洲 的 碳 價 水 平 與 丹 麥 的 HFC 徵 稅 率 相 若 ; 在 2011 年 丹麥 對 R134a 機 組 的 徵 稅 率 約 為 每 公 斤 28 歐 元 ( 註 : 丹 麥 的稅 率 是 每 公 噸 CO2-e 徵 稅 丹 麥 克 朗 150 元 , 約 等 於 20 歐元 );HFC 的 稅 率 上 限 為 每 公 斤 80 歐 元 。 挪 威 的 HFC 稅率 就 較 高 昂 , 例 如 有 關 R134a 的 徵 稅 率 是 每 公 斤 約 39 歐元 。 瑞 典 也 快 將 落 實 HFC 徵 稅 建 議 , 有 關 R134a 的 徵 稅率 約 為 每 公 斤 35 歐 元 。歐 盟 早 於 2002 年 起 實 施 ETS, 作 為 承 擔 氣 候 變 化 措 施 。有 關 計 劃 對 六 大 行 業 的 企 業 實 施 二 氧 化 碳 排 放 限 制 , 這包 括 能 源 業 、 鋼 鐵 業 、 水 泥 業 、 玻 璃 業 、 製 磚 業 以 及 紙品 / 紙 板 製 造 業 。 倘 若 企 業 未 能 交 出 足 夠 的 EUAs( 一 個EUA 相 等 於 一 公 噸 二 氧 化 碳 當 量 ), 那 麼 第 一 階 段 的 罰款 是 每 公 噸 40 歐 元 , 第 二 階 段 則 為 每 公 噸 100 歐 元 。碳 稅 的 浪 潮 何 時 席 捲 香 港 ?至 今 為 止 , 這 仍 是 未 知 之 數 。 不 過 , 眾 所 周 知 , 強 制性 建 築 物 能 源 效 益 守 則 ( 即 《 建 築 物 能 源 效 益 條 例 》( 第 610 章 )) 已 經 實 施 , 碳 審 的 相 關 計 指 引 亦 已 推出 , 還 有 污 者 自 付 原 則 …… 此 外 , 今 時 今 日 , 靠 指 定 選用 零 ODP 的 物 質 , 大 家 都 知 道 已 不 是 保 護 環 境 的 可 持 續方 案 了 !至 低 限 度 在 選 擇 冷 水 機 組 或 其 他 含 有 冷 媒 的 暖 通 空 調設 備 時 , 我 們 必 須 同 時 考 慮 ODP、GWP( 全 球 暖 化 潛值 ) 及 能 源 效 益 三 個 因 素 。 此 外 ,「 大 氣 壽 命 」 已 成 為尋 求 理 想 冷 媒 及 可 持 續 性 的 主 要 考 慮 因 素 。 例 如 對 於大 氣 壽 命 未 有 大 幅 超 過 0.5 年 的 物 質 , 根 據 3D 模 擬 推 算( 多 排 放 點 加 權 計 算 ), 證 實 它 們 在 到 達 高 層 大 氣 前 大部 分 已 經 分 解 。 因 此 在 《2010 年 度 臭 氧 層 消 耗 科 學 評估 》 4 報 告 書 中 , 大 氣 壽 命 較 至 1.3 年 的 R123 冷 媒 因 此

Technical Classroom 技 術 學 堂An Essential Tool forTroubleshooting of Power Failure ofChiller Unit - Power Quality Analyzer解 決 冷 水 機 組 電 力 故 障 的 必 要 工 具 - 電 能 質 量 分 析 儀For a chiller compressor motor, there are various starting methods, including Across-The-Line, Star-Delta, Solid StateStarter, Auto-Transformer and Inverter starter, and etc. In order to prevent the compressor motor from damages, chillercontroller is equipped with several protective functions to monitor the power quality and condition of starter.In a day-to-day operation, phase loss, momentary power loss, phase reversal, under voltage, over voltage or harmonicmay occur intermittently to a chiller unit. These diagnostics though affect the daily operations of an air conditioningsystem, in somehow; the compressor motor had been protected by the chiller controller thru tripping the chiller unit.Malfunction of controller contactor, control module, voltage drop of power supply, inrush current, harmonic or protectionsettings are some possible causes of these diagnostics. Thus, service technicians have to determine the root cause withapplication of suitable tools and equipment and then fix the problem to rectify the chiller back to normal operation.With an experienced, together with an effective, accurate and rapid-response power qualityanalyzer (see Figure 1) would run in these cases. Compressor motor starting current,as well as changes of current and voltage during chiller loading and unloading can beclearly recorded and analyzed. For instance, a compressor motor takes less than 12seconds to complete the star-delta transition (Star-Delta starter), where the rapid risein current with time changes (intervals of 10ms) can only be recorded by a powerquality analyzer (see Figure 2).The application of power quality analyzer is increasing nowadays not only for monitoring thepower quality to the chiller, but also applies to other major electrical apparatus as more andmore harmonic is being created by the frequency drive in a system.冷 水 機 組 的 壓 縮 機 馬 達 有 不 同 的 起 動 方 式 , 當 中 包 括 直 接 起 動 、 星 角 起 動 、 固 態 軟 起 動 器 、 自 耦 變 壓 起 動 和 變 頻器 等 。 為 確 保 壓 縮 機 馬 達 免 受 損 壞 , 冷 水 機 組 控 制 器 設 有 安 全 功 能 以 監 察 電 能 質 量 和 起 動 器 狀 況 。在 冷 水 機 組 的 日 常 操 作 裡 , 機 組 會 間 歇 性 地 出 現 缺 相 、 瞬 間 缺 相 、 逆 相 、 高 低 電 壓 不 平 衡 或 受 諧 波 影 響 。 雖 然 此類 故 障 會 使 控 制 器 停 止 機 組 運 作 , 而 影 響 了 空 調 系 統 的 日 常 運 作 , 但 在 某 程 度 上 保 護 了 壓 縮 機 馬 達 。 導 致 此 類 故障 的 成 因 , 可 能 是 由 於 控 制 器 接 觸 器 或 電 子 板 出 現 問 題 、 供 電 系 統 電 力 下 降 、 電 壓 浪 湧 、 諧 波 或 保 護 器 設 定 。 故此 , 技 術 員 須 使 用 合 適 的 工 具 及 儀 器 , 以 確 定 故 障 成 因 , 從 而 修 正 問 題 , 使 冷 水 機 組 回 復 正 常 操 作 。透 過 富 經 驗 的 技 術 員 和 有 效 、 準 確 及 反 應 迅 速 的 電 能 質 量 分 析 儀 ( 見 圖 一 ), 能 清晰 記 錄 和 分 析 壓 縮 機 馬 達 的 起 動 電 流 , 以 及 冷 水 機 組 於 加 載 和 減 載 時 的 電 流 與 電壓 變 化 。 例 如 , 星 角 轉 換 的 過 程 需 時 少 於 12 秒 ( 星 角 起 動 器 ), 只 能 使 用 電 能 質 量分 析 儀 記 錄 如 此 急 速 上 升 的 電 流 與 時 間 的 變 化 ( 間 隔 為 10 毫 秒 ) ( 見 圖 二 )。隨 著 系 統 中 的 變 頻 器 產 生 越 來 越 多 諧 波 , 電 能 質 量 分 析 儀 的 應 用 越 來 越 多 ; 不僅 用 於 監 測 冷 水 機 組 的 電 能 質 量 , 亦 可 用 於 其 他 主 要 電 器 設 備 上 。

Company News 公 司 簡 訊HVAC System Training for Hotel Industry暖 通 空 調 系 統 培 訓 予 酒 店 業Being kindly supported by Asian Institute of Intelligent Buildings (AIIB), the HVAC Systems training for hotelengineers was successfully held on 9 May 2012. The course is of a crucial goal of guiding participants to learnhow to improve and optimize the system efficiency of the HVAC Systems in hotel industry. The seminar was wellpopulatedby members of Hong Kong Hotels Association on the day. At the beginning of the course, Building EnergyCode (BEC) was introduced, followed by sessions about Variable Primary Flow System and TA Hydronics Systems.With the vivid enthusiasm of participants, the event ran smoothly to the second half starting with an update of theGreen Refrigerant. Cooling Tower Application and HVAC products (DCBL fan coil unit) were also deeply discussed.Last but not the least, the seminar has reached its finale with the topic of Advanced Chiller Plant Controls System.The seminar had received active interactions and attentions. Project Highlights 工 程 新 知Lippo Centre力 寶 中 心Lippo Centre, located at Admiralty, Hong Kong was built in 1988, which is composedof two office buildings. Starting from March 2012, Trane has been working on therenewal engineering of the building's air-conditioning system and would gradually bereplacing the air-cooled chillers in two chiller plants by 5 sets of R123 water-cooledcentrifugal chillers and 4 sets of water-cooled screw chillers with a total coolingcapacity of 3,500 tons during the year until July 2013.
