EXPLANATION OF TERMS USED INTHIS GUIDEThe terms, abbreviations <strong>and</strong> legal extractsthat we need to use in this <strong>guide</strong> maysometimes be difficult to underst<strong>and</strong>. Wehope these explanations will help but, if youare unsure about anything please telephonethe School Admissions Team on 0118 937 2550.Admission AuthorityThe Admission Authority of a schooldetermines the admission policy <strong>for</strong> theschool. The admission authority <strong>for</strong> acommunity school is The Local Authority (LA).The admission authority of academies,voluntary-aided <strong>and</strong> foundation schools is thegoverning body of the individual school.Admission Number (AN)Every school has an Admission Number (AN).The AN is normally based on the number ofclassrooms <strong>and</strong> specialist teaching rooms suchas science laboratories (i.e. the physicalcapacity). Each school is measured accordingto Statutory Guidance Assessing the NetCapacity of Schools 2002. The AN representsthe maximum number of places available inthe year group which pupils normally enter onjoining the school. Places must be offered upto this number. The Admission Number <strong>for</strong>each school is given in the in<strong>for</strong>mation onschools later in this <strong>guide</strong>.Any admissions above the AN are onlynormally granted by an Independent AppealPanel or through the ‘Fair Access Protocol’.Categories of schoolsState schools are governed in different waysdepending on the type of school. Thecategory of the school determines theadmission authority. Although the admissionauthority maybe the governing bodyapplications <strong>for</strong> places at these schools mustbe made to the child’s home Local Authority<strong>and</strong> the home Local Authority will make theoffer of places at these schools.Community SchoolsThese schools are maintained fully by the TheLocal Authority (LA). The LA is the AdmissionAuthority <strong>and</strong> is responsible <strong>for</strong> determiningthe admission arrangements <strong>and</strong> allocatingschool places. There are no communitysecondary schools in Reading.Voluntary Aided SchoolsA school set up <strong>and</strong> owned by a voluntarybody, usually a church body. Managementresponsibility is shared with the LA but thechurch or Governing Body play a greater role.The Governing Body is the admissionauthority <strong>and</strong> its admission criteria willnormally be different from those used by theLA. The Governing Body is responsible <strong>for</strong>allocating school places.Foundation SchoolsA type of state school introduced in 1999 bythe School St<strong>and</strong>ards <strong>and</strong> Framework Act1998, which gives the Governing Body morefreedom to manage their school <strong>and</strong> decideon their own admissions policy. The GoverningBody is responsible <strong>for</strong> allocating schoolplaces.AcademiesAcademies are publicly funded independentschools.All academies established by the Secretary ofState enter into a contract – the fundingagreement – with a charitable company, whichis often referred to as the academy trust. Thefunding agreement provides the frameworkwithin which the academy must operate. are included in the Local Authority CoordinatedAdmissions arrangements.ApplicationAlso known as the Common Application Form(CAF).Parents/<strong>carers</strong> must apply <strong>for</strong> a secondaryschool place to their home Local Authority.Applications can be submitted online or on apaper application <strong>for</strong>m. Reading BoroughCouncil residents must apply to ReadingBorough Council either online atwww.reading.gov.uk/schooladmissions/ or ona Reading Borough Council paper application<strong>for</strong>m.Department <strong>for</strong> Education (DfE)Is the central government departmentresponsible <strong>for</strong> children <strong>and</strong> schools. The DfEpublish the School Admission Code. This islegal framework that all Local Authorities <strong>and</strong>schools must follow <strong>for</strong> school admissions.Reading Borough Council’s co-ordinatedadmission scheme <strong>and</strong> the schools’ admissionpolicies comply with the legal requirements ofthis code. The latest version of the SchoolAdmission Code can be obtained from theDfE website. www.education.gov.uk.Designated AreaDesignated area (sometimes known as‘catchment area’) is a geographical area fromwhich children are given priority <strong>for</strong> admissionto a school as part of the oversubscriptioncriteria. If there are more applications thanplaces available children living in thedesignated area of a school will be givenpriority but it does not guarantee admissionto that school. A map of Reading BoroughCouncil area on page 60 shows the designatedof schools that include addresses in theBorough. More detailed in<strong>for</strong>mation on thedesignated areas in Reading is available fromReading Borough Council’s websitewww.reading.gov.uk or from the AdmissionsTeam. Some voluntary aided schools may useparishes or other boundaries. In<strong>for</strong>mationabout designated areas <strong>for</strong> schools in otherLocal Authorities can be obtained from thatauthority.Home AddressThe definition of home address can varydepending on the policy of the admissionauthority. You will need to check <strong>for</strong> yourpreferred schools. The following is thedefinition used <strong>for</strong> Reading schools.Applications <strong>for</strong> schools are processed onthe basis of the child’s single permanenthome address where they live with theirparent(s) or carer(s). Where the home addresshas changed from the address provided bythe primary school be<strong>for</strong>e the 9 September2012 or changes during the applicationprocess, evidence regarding the new address<strong>and</strong> disposal of the previous address througha contract of sale or change of tenancyagreement may be required. Parents/<strong>carers</strong>will be asked to declare that the addressused will be the child’s home address beyond1 September 2013. Any change of addressafter submitting the application must benotified to Reading Borough Council. Theoffer letter sent on 1 March 2013 will be sentto the home address used to allocate theplace at the named school. If the homeaddress has changed <strong>and</strong> the Admission Teamhave not been notified then the placeoffered in the letter may be withdrawn. TheAdmission Team may check the records heldby Reading Borough Council Tax Departmentto confirm the home address supplied. TheAdmission Authority, or Reading BoroughCouncil on their behalf, reserve the right tocarry out investigations <strong>and</strong> seek furtherevidence e.g child benefit, medical cards. If achild spends part of the week with <strong>parents</strong> atdifferent addresses, the home address will bewhere they usually spend the majority of theschool week (Monday to Friday, includingnights) with a parent. Where a family claimsto be resident at more than one address,justification <strong>and</strong> evidence of the family’scircumstances (e.g legal separation) will berequired. Temporary addresses whilstretaining a previous permanent home will notbe accepted. parent or legal carer i.e a single parent familywhere the parent is ill <strong>and</strong> the child lives witha gr<strong>and</strong><strong>parents</strong> <strong>for</strong> the majority of the week.A full explanation will need to be supplied,together with supporting evidence from aprofessional supporting the family/child. TheAdmission Authority has the right to rejectapplications or withdraw a school placebased on fraudulent or intentionallymisleading in<strong>for</strong>mation concerning a child’spermanent home address. There will be aright of appeal to an independent appealpanel should this happen. The AdmissionsTeam occasionally receives in<strong>for</strong>mation frommembers of the public concerning potentialmisleading or fraudulent applications. Signedstatements will be required to support suchallegations together with supportingevidence in order that such allegations canbe investigated. The names of anyonesupplying in<strong>for</strong>mation will be withheld inaccordance with the Council’s WhistleBlowing Policy which can be found on theCouncil’s website www.reading.gov.ukLocal Authority (LA)The Local Authority (LA) is responsible <strong>for</strong> themaintained schools in its area.Your home LA is the LA in which you live. Thismay be different from the LA in which yourchild goes to school. It is the Council to whichyou pay Council Tax. Reading Borough Council(RBC) is a Local Authority.Looked After Children (LAC)These are children who are in the care of alocal authority or provided withaccommodation by that authority; or in anarrangement supported by the LocalAuthority. The Local Authority is thecorporate parent.Medical/socialIt is important that you check whether theadmission authority of your preferredschool(s) uses this category as part of oversubscriptioncriteria <strong>for</strong> admission. It is notused by all admission authorities <strong>and</strong> whenused it is given different levels of priority. Ifyou believe your application meets the criteriayou must check how the admission authorityof your preferred school will consider yourapplication <strong>and</strong> what evidence you mustsupply. It will not be sufficient to tick theboxes online or on the paper <strong>for</strong>m assupporting evidence must be provided by youor the professional supporting your request atthe time of application.National CurriculumThe current National Curriculum provides abroad <strong>and</strong> balanced education <strong>for</strong> all children,<strong>and</strong> is divided into four key stages accordingto age. It includes statutory assessments,consisting of tests <strong>and</strong> teacher assessments, atthe end of key stage 2 <strong>and</strong> teacherassessments at the end of key stages 1 <strong>and</strong> 3.The Key Stages in Secondary School are:Year 711-12 yearsYear 8 Key Stage 3 12-13 yearsYear 913-14 yearsYear 1014-15 yearsYear 11 Key Stage 4 15-16 yearsYear 1216-17 yearsYear 13 Post 16 17-18 yearsNORSt<strong>and</strong>s <strong>for</strong> number on roll <strong>and</strong> means numberof children attending a school.OfstedThis is the abbreviated name of the Office <strong>for</strong>St<strong>and</strong>ards in Education, which is thegovernment department responsible <strong>for</strong>inspecting <strong>and</strong> producing inspection reportson schools. Over-subscribed SchoolsThis means that a school has moreapplications than there are places available.Over-subscription criteriaThese criteria decide which children will begiven priority if a school receives moreapplications than the number of placesavailable (see admission number). The oversubscription criteria <strong>for</strong> each Reading school isgiven in the in<strong>for</strong>mation on the schoolsstarting on page 20.ParentAny person having parental responsibility <strong>for</strong> achild (as defined in the Children Act 1989) orwho has care of a child, including an LA.Section 576 of the Education Act 1996 defines'parent' as all natural <strong>parents</strong>, whether they aremarried or not; any person who, although nota natural parent, has parental responsibility <strong>for</strong>a child or young person; any person who,although not a natural parent, has care of achild or young person (having care of a childor young person means that a person withwhom the child lives <strong>and</strong> who looks after thechild, irrespective of what their relationship iswith the child, is considered to be a parent ineducation lawSelective SchoolsGrammar SchoolsGrammar schools are allowed to select theirpupils on the basis of high academic ability,<strong>and</strong> to leave places unfilled if they haveinsufficient applicants of the requiredst<strong>and</strong>ard. Your child will need to take anentrance test <strong>for</strong> these schools. KendrickSchool <strong>and</strong> Reading School are grammarschools.SENSEN st<strong>and</strong>s <strong>for</strong> special educational needs.SiblingThe definition of sibling can vary but unlessotherwise stated by the admission authorityorthe following definition will be used.Brother or sister, half brother or sister,adopted brother or sister, step brother orsister, or the child of the parent/carer’spartner, <strong>and</strong> in every case, the child should beliving in the same family unit at the sameaddress.Only siblings still attending the school inSeptember 2013 will qualify as siblings <strong>and</strong>children in current Y11 may not qualify. (Youwill need to check the definition of sibling <strong>for</strong>your preferred school(s).)Any younger siblings may have lower priority<strong>for</strong> admission than children living in thedesignated area <strong>and</strong> may not be offered aplace. Please check the admission policy ofyour preferred school.Specialist StatusSecondary schools focus on chosen subjectareas whilst meeting national curriculumrequirements. The specialism of each school isgiven in the in<strong>for</strong>mation about the school.Straight-Line distance – Tie BreakerAn admission authority may use radial orstraight-line distance from the home to schoolas part of the over-subscription criteria. Inmost cases this is used to tell the differencebetween applications when there are moreapplications, than places available, in the samecategory of the over-subscription criteria. Thisis called the tie-breaker. In Reading, mostschools measure the straight-line distancefrom the home to the school using theOrdnance Survey data points of the home <strong>and</strong>the school using computerised software ofReading Borough Council. Every address has aunique data point which is determined by theEasting <strong>and</strong> Northing. This point can beanywhere on the property. The distancecreated using this software is calculated usingPythagoras’ Theorem <strong>and</strong> may not be exactlythe same as that created with a GIS product asthe GIS product may build in a <strong>for</strong>mula toallow <strong>for</strong> the curvature of the earth. <strong>for</strong> each end point then multiply by0.000621317 to convert to miles. To see wherethe data point of your home has beenidentified you can go to Reading BoroughCouncil website www.reading.gov.uk <strong>and</strong> go toMy Reading on the right of the page. Enter thepostcode <strong>and</strong> select the address <strong>and</strong> an arrowwill point to the data point of the address. MyReading will also give a straight-line value usingGIS which may vary slightly from the methodused <strong>for</strong> school admissions as explainedabove.Admission Authorities in other LocalAuthorities may use a different method <strong>for</strong>calculating the straight-line distance. Thedefinition will be given in the Local Authority<strong>guide</strong> <strong>for</strong> <strong>parents</strong>/<strong>carers</strong>.Supplementary FormsSome schools need extra in<strong>for</strong>mation to helpthem rank applications according to theirover-subscription criteria. There<strong>for</strong>e, you mayalso need to complete a supplementary <strong>for</strong>mif you are seeking a place at a faith school i.e.Blessed Hugh Faringdon School or a selectiveschool. Reading School <strong>and</strong> Kendrick Schoolare grammar schools <strong>and</strong> your child must takeselection tests if you want them to beconsidered <strong>for</strong> admission. To register yourchild <strong>for</strong> the tests you must complete theschools’ registration <strong>for</strong>m. The John MadejskiAcademy <strong>and</strong> Prospect School tests applicants<strong>for</strong> sports aptitude. If you want your child tobe considered on the basis of aptitude insport at these schools you must complete theadditional <strong>for</strong>m. WHAT YOU NEED TO CONSIDERBEFORE SUBMITTING AN APPLICATIONThere is a co-ordinated admissions process inEngl<strong>and</strong> with exchange of in<strong>for</strong>mationbetween Local Authorities (LA). This meansthat you must apply to your home LA <strong>for</strong>any state-maintained secondary school inEngl<strong>and</strong>.The main points of Reading BoroughCouncil’s co-ordinated scheme are:• If you live in Reading Borough then youmust apply to Reading Borough Councileither online atwww.reading.gov.uk/schooladmissionsor by completing a paper application<strong>for</strong>m;• You can name up to four preferences• You are advised to put more than onepreference• Preferences should be ranked with yourhighest preferred school first• You must include any state maintainedschool you would like your child toattend including schools in other LocalAuthorities ie. Ox<strong>for</strong>dshire, WestBerkshire, Wokingham. This includesvoluntary aided schools, foundationschools, grammar schools <strong>and</strong>academies;• You may also need a supplementary<strong>for</strong>m <strong>for</strong> some schools;• You must apply by 31 October 2012;• Applications <strong>for</strong> schools named by<strong>parents</strong>/<strong>carers</strong> are considered by theappropriate admission authority <strong>for</strong> theschool without reference to preference• That every parent/carer who has applied<strong>for</strong> a school place by the closing datereceives an offer of only one schoolplace;• The offer of a place by the LA may beon behalf of other admission authorities;• Offer letters will be posted on 1 March2013 <strong>for</strong> on-time applications;• You will be required to accept the placeby the 15 March 2013;• All schools will run waiting lists until atleast the end of December 2013. Somemay hold waiting lists longer.How can I find out more about aschool?It is important that you find out as much aspossible about the schools you areconsidering.You will probably already have an idea ofsome of the things about a school which areimportant to you or your child. You mayhave talked to other <strong>parents</strong>/<strong>carers</strong>, <strong>and</strong>although their ideas may be helpful, youshould always make your own judgement.You should visit the schools, by attendingthe Open Day or Evening or by appointmentwith the school. The Open Evenings/Dayslisted on page 19 are <strong>for</strong> schools serving theReading Borough area. How muchwill it cost? Will you be entitled to anyassistance with travelling expenses? Seepage 66 <strong>for</strong> details on Reading BoroughCouncil’s transport policy. Will thedistance be a problem if your childwants to take part in after-schoolactivities.• Does the school have a sixth <strong>for</strong>m?• Does it give preference to faithdenomination?• How many pupils there are <strong>and</strong> howmany places are available? Was theschool over-subscribed in previousyears? In<strong>for</strong>mation on the individualschools in Reading on pages 20 to 53gives in<strong>for</strong>mation about how manyapplications there have been <strong>for</strong> eachschool <strong>and</strong> how places have beenoffered in the past. Other LAs have thisin<strong>for</strong>mation in their <strong>guide</strong>s <strong>for</strong> <strong>parents</strong><strong>and</strong> <strong>carers</strong>. This in<strong>for</strong>mation is a <strong>guide</strong>only as Admission Authorities cannotanticipate significant changes, <strong>for</strong>example a school not admitting alldesignated area applicants or a schoolhaving to reject applications <strong>for</strong> thefirst time.• Whether your preferred school is thedesignated school <strong>for</strong> your homeaddress. You can check this from ourwebsite <strong>for</strong> Reading Schools;www.reading.gov.uk/education<strong>and</strong>learningor contact the Admissions Team byemail or telephone.If you do not do so, <strong>and</strong> it is not possible tooffer one of your preferred schools, yourdesignated area may not have any placesavailable because they have been allocatedto children whose <strong>parents</strong> have named theschool as a preference. In thesecircumstances you may be offered a place ata school some distance away.When you have decided which school youwould like your child to attend you mustsubmit an application to Reading BoroughCouncil by the 31 October 2012 . You willneed to bear in mind that you do not have aright to choose which school your child willgo to. You only have a right to express apreference <strong>for</strong> a school. HOW OFFERS ARE DECIDEDAfter the closing date Reading BoroughCouncil will pass on the details of yourapplication to the relevant admissionauthority. Reading Borough Council will alsopass on applications received from other LAs<strong>for</strong> schools in Reading. As all applicationsare considered on an equal preferencebasis the schools will not be told wherethe <strong>parents</strong>/<strong>carers</strong> have ranked theapplication because this in<strong>for</strong>mation is notrequired to consider an application.The admission authority <strong>for</strong> each schooldecides whether it can offer a place. If thereare more applicants than places available itdoes so by applying the over subscriptioncriteria. Over-subscription criteria <strong>for</strong>schools in Reading are given in the detailsabout the individual schools on pages 20to 54.If you are applying <strong>for</strong> schools outsideReading you can get in<strong>for</strong>mation on theirover-subscription criteria from theadmission authority. Contact details can befound on page 61.Avoiding multiple offers rulesThe main purpose of the co-ordinatedadmission scheme is that each child will onlybe offered a place at one school.Once each admission authority has decidedwhich children can be offered places, thatin<strong>for</strong>mation is passed to Reading BoroughCouncil’s Admissions Team. Reading BoroughCouncil then looks at the offers that can bemade to each child who lives in Reading. If achild can be offered more than one schoolplace then the <strong>parents</strong>’/<strong>carers</strong>’ order ofpreference is used to decide which school isoffered.The place you are offered will be at theschool that has a place <strong>and</strong> you haveranked highest on your application. If it isnot possible to offer a place at any of yourpreferred schools, a place will normally beoffered at the nearest Reading school witha place available. If a place becomes available <strong>for</strong> your childfrom the waiting list of your higherpreference school(s) Reading BoroughCouncil will send you an offer letter. Thismeans that the place at the school yourchild has been allocated will be withdrawn<strong>and</strong> maybe offered to another child. If atany time after completing your acceptance<strong>for</strong>m you are happy to accept the allocatedschool please in<strong>for</strong>m the Admissions Team<strong>and</strong> your child’s name will be taken off thewaiting list(s).It is important to note that the length oftime on a waiting list is not a decidingfactor when allocating places. Positions onthe waiting list can there<strong>for</strong>e go up ordown. A child who is top of the list one daymay not be the next day because anotherchild who has higher priority according tothe over-subscription criteria of the schoolhas been added to the list i.e. a lateapplication <strong>for</strong> a child new to the area.You should contact the Admissions Teamof the appropriate Local Authority to findout your child’s position on the waiting listof your preferred schools.family. Appeals lodged on time will be heardin the summer term.The number of appeals allowed <strong>for</strong>the same school in the same schoolyearParents/Carers can only appeal once <strong>for</strong> thesame child to the same school in the sameschool year. Ifyou apply online to another LA that will notbe accepted as a valid application.I’m not sure if my child should try <strong>for</strong>a grammar school?The timetable <strong>for</strong> testing children <strong>for</strong> grammarschools has changed <strong>for</strong> admissions in 2013.Parents must register to take the tests with theschools by the dates specified by the schools.The tests will take place <strong>and</strong> results madeavailable to <strong>parents</strong> be<strong>for</strong>e 31 October 2012.Please see dates in the in<strong>for</strong>mation about theschools later in this <strong>guide</strong>. The testingprocedure is not an application <strong>for</strong> the school.The results will not be an offer of a place butwill in<strong>for</strong>m <strong>parents</strong>/<strong>carers</strong> whether their childhas reached the st<strong>and</strong>ard <strong>for</strong> admission to theschool (cut off point) <strong>and</strong> give an indicationwhere the test results would rank the childagainst the admission number. Using thein<strong>for</strong>mation <strong>parents</strong>/<strong>carers</strong> can decide whetherto include the grammar school as one of theirpreferences on the application they submit tothe Local Authority. It is very important that anapplication is submitted naming the school aspreference if you wish to proceed as failure tosubmit an application or not naming theschool as preference will mean that your childwill not be considered <strong>for</strong> admission even ifthey have very high scores <strong>and</strong> they will not beoffered a place. There is no appeal at thisstage so if you are not happy with the resultsyou must submit an application <strong>for</strong> the school<strong>and</strong> you will be able to appeal after the 1March 2013. If you decide to include a grammarschool as a higher preference it will notjeopardise your application <strong>for</strong> another schoolif it is not possible to offer a place asapplications <strong>for</strong> all schools you list will beconsidered equally <strong>and</strong> not take into accountthe ranking of your preference.Do I have a choice of which school Ican send my child to?You do not have a right to choose whichschool your child will go to. You only have aright to express a preference. If your preferredschool has a place available then a place willbe offered. If you are not granted aplace at a preferred school then you have aright of appeal. See page 16 on Appeals.My child has a statement of SpecialEducational Needs. Will I need tocomplete the Application Form?Although you will have discussed your child’ssecondary school placement in their Year 5annual review, you must complete theapplication <strong>for</strong>m in the pack sent to you.Please note that help with transport costs maynot be provided if appropriate provision isavailable at a nearer school.What if I do not apply by the deadlinebecause I was not living in the area?If you move into Reading be<strong>for</strong>e 1 January 2013then your application will be treated as an ontime application. If however, you only wantyour child to be considered <strong>for</strong> Readingschools then an application will be accepted ason time if you move by the 31 January 2013. Ifyou move after these dates then yourapplication will be treated as a late application<strong>and</strong> not processed until after the 15 March2013. If there are places available then a placewill be allocated to your child. If the school isover-subscribed your child’s name will beadded to the waiting list according to the oversubscriptioncriteria. In these circumstances aplace will be offered at an alternative school.Can a place be withdrawn?Yes – a place can be withdrawn <strong>for</strong> thefollowing reasons:a) Any place is offered on the basis that thein<strong>for</strong>mation you give on the application<strong>for</strong>m is correct <strong>and</strong> up to date on the 1March 2013. Admission arrangements <strong>for</strong> 14-16 provision6. (a) The Technical Academy is a regionalfacility <strong>and</strong> there<strong>for</strong>e welcomesstudents from across Berkshire withcatchment areas which includeReading, Wokingham, West Berkshire,South Ox<strong>for</strong>dshire, Basingstoke &Deane, Bracknell Forest, Windsor &Maidenhead, Wycombe <strong>and</strong> Hart.Grouped post code areas have beendefined as the method to ensuregeographical spread. Are free places available atindependent schools, or is there helpwith independent school fees?There are no free places available atindependent schools. Reading BoroughCouncil has no schemes to help<strong>parents</strong>/<strong>carers</strong> wishing to educate children atindependent schools.I am from overseas, is my childentitled to a school place?A child from overseas with a right to live inthe UK has the same right to be admitted toa maintained school as any other child. Thisdoes not apply where children enter thecountry on a visitors visa.When can my child leave school?A new law passed in 2008 raised theeducation leaving age to 17 in 2013 <strong>and</strong> to 18from 2015. SPECIAL EDUCATIONAL NEEDSWhat are special educational needs(SEN)?A child has special educational needs (SEN)if he/she has greater difficulty in learningthan most other children of about the sameage. A child’s SEN may be caused by learningdifficulties, behavioural, emotional <strong>and</strong>social difficulties, speech, language <strong>and</strong>communication needs, visual or hearingimpairment or physical disabilities.Many children have learning difficulties atsome time in their education. These areoften temporary <strong>and</strong> are usually dealt withby the school.How can schools help?The Council delegates money intomainstream schools’ budgets to provideextra help <strong>for</strong> pupils with SEN. If a child isidentified as having special educationalneeds, the school will set up an individuallearning plan (IEP) which will set targets thatare reviewed regularly with you. This mayinclude extra help from a teacher or learningsupport assistant individual or small-groupteaching <strong>for</strong> short periods. The level of helpwill be matched to your child’s needs <strong>and</strong>you will be kept in<strong>for</strong>med at each stage ofthe process. Sometimes, the school will callon the help <strong>and</strong> advice of an educationalpsychologist or another professional.Children with statements of SENIn most cases schools will ensure that yourchild gets all the help he/she needs. A fewchildren will have more significant <strong>and</strong> longtermneeds. These children may require aStatutory Assessment of their needs, whichmay lead to the child having a Statement ofSpecial Educational Needs. This explains howthese needs are to be met. Most childrenwith Statements of SEN attend their localschool <strong>and</strong> receive extra help there.However a child with a statement may needto attend a special school or a mainstreamschool with additional facilities <strong>for</strong> particulardifficulties such as hearing impairment,physical difficulties, autistic spectrumdisorder, specific learning difficulties,emotional <strong>and</strong> behavioural difficulties orspeech <strong>and</strong> language difficulties. If you thinkyour child needs to attend a school with thisspecialist support you cancontact the Council’s Special EducationalNeeds Team to find out which schoolsprovide this support.If you are concerned about your child’sprogress, you should speak to his/herteacher. The school will have a publishedpolicy on identifying <strong>and</strong> supporting pupilswith special educational needs, which youcan ask to see.Transfer to Secondary SchoolIf your child has a current statement ofspecial educational needs <strong>and</strong> attends amainstream primary school or a specialresource in a mainstream primary school, hisor her future placement must be consideredas part of the annual review of thestatement <strong>and</strong> you will be part of thosediscussions.In most cases it should be possible to giveclear recommendations in Year 5 as to thetype of schooling that your child will needat the secondary stage. Very rarely, a child’sneeds may change after the Year 5 review tosuch a great extent that the type of schoolmay need to be reconsidered. The law is that the Local Authority mustagree to your preference <strong>for</strong> a maintained(State) school, unless:The school is unsuitable to the child’s age,ability or aptitude, or his or her specialeducational needs – if you are looking <strong>for</strong> achange from mainstream school to a specialschool or special extra resources this willonly be taken <strong>for</strong>ward if the school issuitable to your child’s ability <strong>and</strong> specialeducational needs.Or the attendance of your child at theschool would prejudice the provision ofefficient education <strong>and</strong> the efficient use ofresources. The governing body would haveto demonstrate that they could not takereasonable steps to resolve these issues.In the majority of cases, it will be possible tomeet the parental preference <strong>for</strong> a namedschool. However if you do not agree withthe school being suggested you will beinvited to meet with someone from theSpecial Educational Needs Team to discussthe matter. The Parent Partnership Service isalso available to offer independent advice<strong>and</strong> support to <strong>parents</strong> of children withspecial educational needs.In cases wherethere is a disagreement about your child’sspecial educational provision you may beoffered <strong>for</strong>mal mediation with anindependent mediation service. If you aresent a final statement with which youdisagree, you then have the opportunity toappeal to the SEN <strong>and</strong> Disability Tribunal inLondon.Mainstream schooling: the majority ofchildren will attend their local mainstreamschool serving their address in cases wherechildren attend a school that is not thedesignated area school <strong>parents</strong>/<strong>carers</strong> willnormally be expected to pay the full cost ofthe transport costs to the school.Specialist provision: if your preference is <strong>for</strong>a place in a resourced unit or special schoolthis in<strong>for</strong>mation is passed to the SpecialEducational Needs Team. A move to aspecial school or to a special educationresource can only be arranged if the schoolhas places available <strong>and</strong> is suitable to yourchild’s age, aptitude, ability <strong>and</strong> their specialeducational needs. Expressing a preference<strong>for</strong> a mainstream place in a school that hostsa resource will not necessarily secure theadmission of your child to either the schoolor the special resource.Schools outside Reading Borough: you areable to express a preference <strong>for</strong> your childto be placed in a mainstream school, aspecial school, or to a special educationresource within a mainstream school outsideReading. The allocation of places in schoolsoutside Reading is arranged with theGoverning Body <strong>and</strong> the appropriate LocalAuthority. The Special Educational NeedsTeam must by law consult the admissionauthority <strong>and</strong> the governors of yourpreferred school. The admission authoritymay be the LA that maintains the school.Expressing a preference <strong>for</strong> a resource placein a mainstream in a school outside Readingwill not necessarily secure the admission ofyour child to either the school or the specialresource.If you live in Reading you will receive asecondary school application pack inSeptember 2012. You should complete theapplication <strong>for</strong>m enclosed <strong>and</strong> return it tothe SEN team.
