If required, Tender Commission may request of the bidders the cost inputs and sub-systemcosts according to the feature of the Project in order to analyse correctly the prices27.2. İsteklinin teklifinde aritmetik hatalar bulunması sebebiyle; Proforma Faturada, Teklif EdilenTutar ile Birim Fiyat Teklif Cetveli Toplam Teklif Tutarı’nın uyuşmaması, fazla veya eksik olması halinde;In case of excessive or short amount or conflict between Proposed Value in Proforma Invoicecompared to Total proposed Value on Quotation of Unit Prices Table Due to the arithmetic errors on thebidder’s bid;27.2.1. Teklif,proforma faturada yer alan birim fiyatlar esas olmak üzere Teklif Değerlendirme Komisyonutarafından resen düzeltilecek ve yeni Teklif Bedeli belirlenecektir. Bu durumun, İstekli tarafından da kabuledilmesi gereklidir. Bu durum istekliye hemen yazı ile bildirilir.The bid shall be corrected by the Tender Commission ex officio based on the unit prices inproforma invoice and new bid value shall be determined. This situation should be accepted by theBidder. It is notified to the bidder promptly in writing.27.2.2. İstekli, düzeltilmiş teklifi kabul edip etmediğini tebliğ tarihini izleyen 5 (beş) gün içinde yazılıolarak bildirmek zorundadır. İsteklinin düzeltilmiş teklifi kabul ettiğini süresinde bildirmemesi veya bu süreiçinde herhangi bir cevap vermemesi halinde, teklifi değerlendirme dışı bırakılır.Bidder must declare in written form whether he/she accepts the corrected bid or not within 5 (five)days following the notification date. In case the Bidder notify that he does not accept the respectivecorrection in bid within the authorized time or fail to provide a written response thereabout, his bid shallbe excluded from the assessment27.3. Yapılan değerlendirme sonucundateklif değerlendirme komisyonu tarafından alım, ekonomik açıdan en avantajlı teklifi verenistekli/istekliler üzerinde bırakılır.The Bidders meeting the Administrative Specifications’ requirements are determined. At the endof the evaluations, the procurement shall be awarded by the tender commission for the bidder/s whosubmitted the most economical bid.27.4. Tekliflerin değerlendirilmesi sırasında, İdarenin arzın sürekliliğinin sağlanmasını gerekli görmesihalinde; istekli/isteklilerden taahhüt istenebilir. İstekli malzeme sevkıyatı için ilgili ülkenin yetkilimakamlarından alacağı güvence veya taahhüt belgesini, Apostille kaşeli veya ilgili ülkedeki TürkKonsolosluğunca onaylı veya T.C.Dış İşleri Bakanlığınca onaylı olarak teklif değerlendirme komisyonunaverecektir. İstekli tarafından, güvence verilmemesi halinde, İdare istekliyi değerlendirme dışı bırakmaktaserbest olacaktır.During the evaluation of bids, in case Contracting Entity decides necessary to providecontinuation of supply; commitment may be demanded from bidder/bidders. Bidder shall submit theguarantee or commitment document, which shall be apostille stamped or approved by Turkish Consulatein relevant country or approved by T.R. Ministry of Foreign Affairs, obtained from authorized offices ofrelevant country for the purpose of material’s transportation. If bidder does not deliver this guarantee,Contracting Entity is free to exclude or include, bidder from tender proceedings.27.5. İstekli firmalar tarafından verilen ilk teklifler esastır. İstekli firmalar ilk tekliflerinde belirttikleri StokNumara, Parça Numara, Üretici (MFRC) Kodu hususlarda değişiklik yapamazlar.The first bids submitted by the bidders shall prevail. The bidders cannot make any change onStock number, Part number; Manufacturer Code (MFRC) stated in their first bids during or after the pricenegotiations.27.6. Alım kararının, ihale yetkilisince onaylanmasından önceki herhangi bir safhasında, İsteklininyasaklandığının veya İdare tarafından yasaklama teklifinde bulunulduğunun tespiti halinde İsteklideğerlendirme dışı bırakılacaktır.In case it is discovered that a Bidder is prohibited or a request for his prohibition is made by theContracting Entity at any stage before the tender decision is approved by the tender officer, the Biddershall be excluded from assessment.28. İSTEKLİLERDEN TEKLİFLERİNE AÇIKLIK GETİRİLMESİNİN İSTENİLMESİ:ASKING BİDDERS FOR CLARIFICATION OF THEIR BIDS28.1.
