The bids shall be submitted to the Contracting entity till the deadline date and hour of submissionstated in this specification. The following procedure shall be applied by the Tender Commission on thereceipt and opening of the bids;26.2. Değerlendirme komisyonunca bu Şartnamede belirtilen son teklif verme tarih ve saatine kadar kaçteklif verilmiş olduğu bir tutanakla tespit edilerek, hazır bulunanlara duyurulur.The tender commission shall record the number of bids offered till the closing date and time ofbidding and announce this to other Bidders.26.3. Değerlendirme komisyonu teklif zarflarını alınış sırasına göre inceler. Bu incelemede, zarfınüzerinde isteklinin adı, soyadı veya ticaret unvanı, tebligata esas açık adresi, varsa telefonu, varsabelgegeçer numarası, varsa elektronik posta adresi, teklifin hangi işe ait olduğu, alımı yapan idareninaçık adresi ve zarfın yapıştırılan yerinin istekli tarafından imzalanıp, kaşe/mühürlenmesi hususları kontroledilir.The Tender Commission examines the bidding letters according to its order of receiving. Thename&surname and commercial title of the bidder, correspondance address, if any, phone number, faxnumber, e-mail address, the name of the work for bidding, the address of the Contracting Entity and thesigning or seal of the letter by the bidder shall be controlled.26.4. Teklifin hangi işe ait olduğu ve alımı yapan idarenin açık adresi hariç zarfın üzerindeki eksik olanhususlar; isteklinin veya temsilcisinin teklif değerlendirme komisyon toplantısında hazır bulunmasıdurumunda tamamlattırılır ve bu teklif mektupları da değerlendirmeye alınır. İstekli veya yetkili temsilcininhazır bulunmadığı durumlarda ise zarfın üzerine yazılması gereken hususlardan; isteklinin adı, soyadıveya ticaret unvanının yazılı olmaması, teklif zarflarının imzasız, mühürsüz/kaşesiz olması, tebligataesas açık adresinin bulunmaması durumunda, bunların zarfın içerisinden çıkması halinde bu tekliflerdeğerlendirilmeye alınacaktır. Aynı zamanda isteklinin teklif zarfında telefonu, belgegeçer numarası,elektronik posta adresinin bulunmaması halinde bu teklifler değerlendirilme dışı bırakılmayacaktır. Eksikhususlar teklif değerlendirme komisyonu çalışmaları sırasında istekliye tamamlattırılacaktır.The missing information on the letter excluding the name of the work for bidding and the address ofthe Contracting Entity shall be completed if the bidder or its representative participates in the tendercommission meeting and be included in the evaluation process. if the bidder or its representative doesn’tparticipate, although the name&surname or commercial title of the bidder is not written on the letter, thebidding letters are not signed, sealed, the correspondance address is not available and in the event thatthese information are written in the envelope, these bids shall not be excluded from the bidding. Inaddition, in the event that the phone number, fax number, e-mail address are not available on thebidding envelope, these bids shall not be excluded from the evaluation. The missing information shall becompleted by the bidder during the tender commission efforts.26.5. Teklif zarfları, isteklilerle birlikte hazır bulunanlar önünde, alınış sırasına göre açılır. İstekliler veteklif fiyatları, teklif değerlendirme komisyonunda bulunanlara açıklanır ancak yaklaşık maliyetaçıklanmaz ve müteakiben isteklilerle birlikte hazır bulunanlar toplantı salonundan çıkartılır. Bu işlemlereilişkin hazırlanan tutanak teklif değerlendirme komisyonunca imzalanır.The bidding envelopes shall be opened in the presence of the bidders and the audience accordingto its order of receiving. The Bidders and bid prices shall be explained for the tender commissionmembers however, the estimated price shall not be explained and subsequently the bidders and theaudience shall be taken out the meeting room. The report related to these procedures shall be signed bythe Tender Commission.26.6. Bu aşamada; hiçbir teklifin reddine veya kabulüne karar verilmez. Teklifler teklif değerlendirmekomisyonunca hemen değerlendirilmek üzere oturum kapatılır.A decision with regard to the rejection or acceptance of the bid shall is made at this stage. Thesession is closed for the tender commission in order to evaluate the tenders immediately.27. TEKLİFLERİN DEĞERLENDİRİLMESİEVALUATION OF THE BIDS27.1. Tekliflerin değerlendirilmesinde / In the evaluation of bids;27.1.1 Teklif değerlendirmeye başlamadan önce İsteklinin yasaklı olup olmadığı, (Kamu İhaleKanununun 58’inci maddesi ve Millî Savunma Bakanlığının (ilgili ve bağlıları dahil) 4734 Sayılı Kanunun3’üncü maddesine göre yaptığı ihale ve alımlardaki yasaklamalar dahil) İhale komisyonu tarafındanincelenecektir.
