Welcome and Introductions (<strong>GSA</strong>)Danielle Breaux (<strong>GSA</strong>): Welcomed the group to the meeting.Group: (Participants introduced themselves. Attendance list attached)II. Project UpdatesJim Fortinsky (<strong>GSA</strong>): Work has started on the USCG lobby and the exterior <strong>of</strong> the USCG building iscomplete. The Tunnel fit-out is underway. The perimeter fence at Gate 6 is underway. Clark is starting theAccess Road work and work on Gatehouses 4 and 5 will start in the next few months. Work on Buildings 21,77 and 78 is underway at about 20% renovated and fully remediated. Utility work is done up to the buildings.The Pump House work has started and the existing generator building has been demolished. The adaptivereuse is underway on all buildings inclusive <strong>of</strong> building 49. The DOC fit-out has been awarded and the DOCand Pump House are expected to be complete by the end <strong>of</strong> the year. All on-site roadwork will be complete byApril 6 th .Tammy <strong>St</strong>idham (NPS): Asked about the status <strong>of</strong> the fence along the eagle zone. Jim F. responded thatmost <strong>of</strong> it is completed but has been put on hold until we can get back into that area in June.Nancy Witherell (<strong>GSA</strong>): Building 49 was approved by CFA in April. The Firth <strong>St</strong>erling Intersection wasapproved by NCPC on March 1 st . We have updated the Master Plan Amendment Cultural Resources Impactsand Effects presentation from our last meeting to correct errors. It has been posted to the project website.The Federal Use Parcel Design Guidelines were revised based on comments made at the last meeting. Therevised draft has been sent out to the CP’s and comments are due on March 15 th . The Final Master PlanAmendment will be submitted to NCPC on March 30 th for NCPC’s June 7 th Commission meeting and to CFA onMay 3 rd for CFA’s May 17 th Commission meeting. We will be issuing a consultation initiation letter for theMaster Plan Amendment this week. We are working on two MOA’s – the Master Plan Amendment MOA andthe Shepherd Parkway MOA and have allowed time after the CP meeting presentations today to discuss anycomments to the latest MOA drafts.Danielle Breaux (<strong>GSA</strong>): Provided a brief update on the <strong>West</strong> <strong>Campus</strong> Master Plan Modifications plan. Theplan will be included in the Master Plan Amendment and documents the <strong>West</strong> <strong>Campus</strong> Master Plan inclusive<strong>of</strong> all approved modifications to date. Modifications to the original Master Plan have been vetted throughconsultation, submitted to CFA and/or NCPC and documented in S106 correspondence or MOA Amendmentsas appropriate.II. Site Lighting (P+W)Nancy Witherell (<strong>GSA</strong>): Introduced the presentation noting that the intent is to move toward contemporarylight fixtures throughout the site. <strong>GSA</strong>’s intent is to create a contemporary suite <strong>of</strong> amenities for benches andsignage. Due to budget constraints associated with the overall project, the site amenities have not beendesigned/specified for today’s presentation as these elements will not be consulted on and installed until afuture phase. <strong>GSA</strong> will only install the site lighting for Phase 1 <strong>of</strong> the project at this time and the balance <strong>of</strong> theamenities and lighting will be installed in future phases.Page 1 <strong>of</strong> 10

Tom responded that the height was 26feet where the light is located and the full height <strong>of</strong> the crook is 29’6”.K. Kulis (ACHP): Was the historic lighting for the streets or the paths? Tom responded that he did not havehistoric photos <strong>of</strong> the lighting placement but Patricia O’Donnell did have a road light specified as a pedestrianfixture at 12-14’ height.Tom Mozina (P+W) Continued through the presentation noting that the proposed fixtures will meet LEEDguidelines, will be LED and will be spaced approximately 90’ apart. Tom reviewed the lighting zones (slide 3)and noted the recommended break points, detail views <strong>of</strong> the zones. (slide 10) Noted that the lighting wasspaces approx 90’ and that there are 144 street lights proposed and 20-25 pedestrian zone lights proposed.The lanterns at Gates 1 and 2 will be restored.Tammy <strong>St</strong>idham (NPS): Asked if the campus was lit this heavily originally. Tom responded that no it was not.Tammy commented that since the roadways are for shuttles, would it make sense to have fewer fixtures? Tomresponded that the lighting design intent was to look for an evenness <strong>of</strong> foot-candle on the ground. Hesuggested that the team may be able to look at lowering the light level but noted that folks will still be using theroads for pedestrian access therefore a minimum light level will need to be maintained for pedestrian safety.Sarah Batcheler (CFA): Asked what set the foot-candle level? Tom responded that the design team used thecode minimum that could provide an even level <strong>of</strong> lighting. Sarah asked can there be an even lower light inorder to tone it down slightly? Tom responded he would follow up with HLB. Sarah noted that the CFACommission comments on the Access Road was to lower the light fixture to make it more pedestrian friendly.She suggested the CFA Commission will likely want to see a lower light fixture. Tom responded that the teamcould study the use <strong>of</strong> a lower height fixture.K. Kulis (ACHP): Asked about the fixtures at the guard booths. Tom responded (slide 11) that they areincorporated on the plan. Kirsten read past meeting notes from Patricia O’Donnell’s past recommendationsfrom the LPP for lighting and the use <strong>of</strong> the crooknecks. Nancy Witherell (<strong>GSA</strong>) responded that <strong>GSA</strong> believesthat DOI standard 9 was taken too far in the LPP. Since the historic fixtures no longer exist, the <strong>GSA</strong>recommendation is to move forward with the more contemporary fixture. Tim Dennee (DCSHPO) added thatthere does not necessarily have to have historic lamps and locations.S. Batcheler (CFA): Added that the CFA Commission would like to see the amenities suite or at least acontext <strong>of</strong> what <strong>GSA</strong> intends to select in the future.Jamie Henson (DDOT): Asked if DDOT would be responsible for lights on the Access Road? <strong>GSA</strong>responded no not at this time. He asked what about Firth <strong>St</strong>erling? He added that the Access Road lights arenot DDOT standard and noted that <strong>GSA</strong> would need to sign an agreement to maintain non-DDOT standardfixtures.Page 2 <strong>of</strong> 10

Also anote that the lighting levels are for safety not security would also be good to note in the submission. All <strong>of</strong> theabove would be helpful to provide the understanding and rationale for future strategy associated with thesubmission. Carlton also asked if it would be possible to have a primary and a secondary lighting as he wassurprised there are so few pedestrian lights being proposed and felt that it is odd that there is mostly roadwaylighting for a pedestrian campus.Tom Mozina (P+W) recommended P+W study a lower height fixture for all <strong>of</strong> the lighting – approximately 18feet with smaller spacing and use more pedestrian fixtures at the intersections. Nancy confirmed that thiswould be an 18’ fixture for roadway and 12’ for pedestrian. Sarah Batcheler (CFA) commented that it may bemore helpful to study two options (a) the 18’ and the 12’ height options and (b) an overall lower light level andlower light fixture for all lights to be used universally with a similar look <strong>of</strong> the pedestrian fixture.K. Kulis (ACHP) asked if <strong>GSA</strong> was planning on lighting the buildings. Harry Debes (<strong>GSA</strong>) responded thatonly the security lighting at the buildings. There would be no lighting for dramatic effect.K. Kulis (ACHP) likes the light option 2; Betsy Merritt (HNTP) liked option 2 as she felt it was more ornateand would be more compatible with the historic fixture. K. Kulis (ACHP) asked about transitional lighting indifferent areas <strong>of</strong> the campus.T. <strong>St</strong>idham (NPS) suggested temporary lighting in Phase 1 since there are so many unknowns.Jane Engvall (DHS) commented it would be helpful to know what a foot-candle is. Tom Mozina respondedthat the design team tried to show it on a night plan.N. Witherell (<strong>GSA</strong>) commended the area at the point is not illuminated in order to preserve the views into thetopo bowl.S. Batcheler (CFA) and T. <strong>St</strong>idham (NPS) commented that they favor option 1. Sarah cautioned that Option2 can look fake and Tammy noted option 1 has a cleaner look. T. Dennee (DCSHPO) commented that option2 is ok and noted that it may work at a lower height for the pedestrian but could go either way.Tom Mozina (P+W) added that other elements such as cameras, speakers etc have been descoped at thistime but when done in the future, the plan is to locate them on a plain pole on the opposite side <strong>of</strong> the streetfrom the side with the lighting poles.T. Dennee (DCSHPO) asked how much <strong>of</strong> the lighting plan has been coordinated with the landscape plan.Will the existing trees cut <strong>of</strong>f lights or effect spacing?B. MOA’sDanielle Breaux (<strong>GSA</strong>): Provided the MOA drafting and signature schedule for the Master Plan Amendmentand Shepherd Parkway MOA’s. The group discussed comments on this draft and set a follow-up date <strong>of</strong>March 21 st from 9-12 to review the MOA’s in detail.The following comments were made regarding the Shepherd Parkway MOA: Add a clarification that there are 2 Interchanges: I-295/S. Cap and I-295/Malcolm X NCPC to approve only the architectural portions within NPS property Reporting should be shared with NPS and DDOT DDOT to provide language re undertaking and NCPC approval Request to define design exception DDOT may be able to take the design exception clause out Bolster language that DDOT and FHWA has to approve Add S106 mitigations to the MOA from the Section 4(f) NPS asked what document would have the financial compensation.
