<strong>Innovation</strong> <strong>Canada</strong>: A <strong>Call</strong> <strong>to</strong> <strong>Action</strong>while those with core public policy mandateswould be transferred <strong>to</strong> the most relevantfederal department or agency.Public Sec<strong>to</strong>r ProcurementThe government should make better use of itssubstantial purchasing power <strong>to</strong> createopportunity and demand for leading-edgegoods, services and technologies from Canadiansuppliers. This will foster the development ofinnovative and globally competitive Canadiancompanies connected <strong>to</strong> global supply chains,while also stimulating innovation and greaterproductivity in the delivery of public goods andservices. We therefore recommend thatencouragement of innovation in the Canadianeconomy should become a stated objective ofprocurement policies and programs. Further <strong>to</strong>this end, we recommend, among othermeasures, that the current pilot phase of theCanadian <strong>Innovation</strong> CommercializationProgram (CICP) evolve in<strong>to</strong> a permanent, largerand effective program that provides incentivesfor solving operational problems identified byfederal departments.Whole-of-Government LeadershipThe responsibility <strong>to</strong> foster innovation cutsacross many functions of government andrequires a system-wide perspective. For thisreason, the government needs <strong>to</strong> establishbusiness innovation as a whole-of-governmentpriority. This will require the designation of aminister as the voice for innovation, with astated mandate <strong>to</strong> put innovation at the centreof the government’s economic strategy and <strong>to</strong>engage the provinces in a dialogue oninnovation <strong>to</strong> improve coordination and impact.Effective implementation of our action plan willdepend on an oversight structure that ensuresthe timely achievement of desired outcomes.We recommend that the government’s main<strong>to</strong>ol in that regard should be an external<strong>Innovation</strong> Advisory Committee (IAC) — a bodywith a whole-of-government focus that wouldoversee the realization of our proposed actionplan, as well as serve as a permanentmechanism <strong>to</strong> promote the refinement andimprovement of the government’s businessinnovation programs going forward.E-4
