We have institutions thatsafeguard the rights of individuals andencourage initiative. Yet, despite thesenotable strengths, challenges remain.Studies have repeatedly documented thatbusiness innovation in <strong>Canada</strong> lags behindother highly developed countries. This gapis of vital concern because innovation isthe ultimate source of the long-termcompetitiveness of businesses and thequality of life of Canadians. The ability <strong>to</strong>conjure up new products and services, <strong>to</strong>find novel uses for existing products and <strong>to</strong>develop new markets — these fruits ofinnovation are the <strong>to</strong>ols that will ensure<strong>Canada</strong>’s success in the twenty-first century.Recognizing that innovation is paramount<strong>to</strong> continued prosperity, Budget 2010,Leading the Way on Jobs and Growth,announced a comprehensive review ofsupport for research and development(R&D) in order <strong>to</strong> optimize the contributionsof the Government of <strong>Canada</strong> <strong>to</strong> innovationand related economic opportunities forbusiness. Our Panel was appointed inOc<strong>to</strong>ber 2010 and was mandated by theMinister of State (Science and Technology)The Panel’s Advice in aNutshellCreate an Industrial Research and <strong>Innovation</strong>Council (IRIC), with a clear business innovationmandate (including delivery of business-facinginnovation programs, development of abusiness innovation talent strategy, and otherduties over time), and enhance the impact ofprograms through consolidation and improvedwhole-of-government evaluation.Simplify the Scientific Research andExperimental Development (SR&ED) program bybasing the tax credit for small and mediumsizedenterprises (SMEs) on labour-related costs.Redeploy funds from the tax credit <strong>to</strong> a morecomplete set of direct support initiatives <strong>to</strong> helpSMEs grow in<strong>to</strong> larger, competitive firms.Make business innovation one of the coreobjectives of procurement, with the supportinginitiatives <strong>to</strong> achieve this objective.Transform the institutes of the NationalResearch Council (NRC) in<strong>to</strong> a constellation oflarge-scale, sec<strong>to</strong>ral collaborative R&D centresinvolving business, the university sec<strong>to</strong>r and theprovinces, while transferring NRC public policyrelatedresearch activity <strong>to</strong> the appropriatefederal agencies.Help high-growth innovative firms access therisk capital they need through theestablishment of new funds where gaps exist.Establish a clear federal voice for innovation,and engage in a dialogue with the provinces <strong>to</strong>improve coordination and impact.E-1
