His international experienceincludes advisory work on tax reform in Malawifor the International Monetary Fund, in Thailandfor the Thailand Development Research Institutein Bangkok, and in Brazil for the World Bank. InMay 2010, Dr. Dahlby was awarded the DougPurvis Memorial Prize by the CanadianEconomics Association for a work of excellencerelating to Canadian economic policy.Dr. Dahlby has a B.A. from the University ofSaskatchewan, an M.A. from Queen’s Universityand a Ph.D. from the London School ofEconomics. He joined the Department ofEconomics at the University of Alberta in 1978after completing his Ph.D.Arvind GuptaDr. Arvind Gupta is a professor of computingscience at the University of British Columbia,and is chief executive officer and scientificdirector of the Mathematics of InformationTechnology & Complex Systems group(MITACS), a national research network thatconnects academia, industry and the publicsector to develop tools for Canada’s knowledgebasedeconomy. He also chairs the MITACSResearch Management Committee and is amember of the MITACS Board of Directors andExecutive Committee.Prior to joining MITACS, Dr. Gupta helped foundthe Pacific Institute for the MathematicalSciences and the Banff International ResearchStation for Mathematical Innovation andDiscovery.Dr. Gupta is a member of a number of researchorganizations, including the Association ofComputing Machinery, the EuropeanAssociation of Theoretical Computer Science,the Institute of Electrical and ElectronicsEngineers, and a fellow of the AdvancedSystems Institute. He is also a member of theNatural Sciences and Engineering ResearchCouncil of Canada’s International StrategyAdvisory Committee, the British ColumbiaNatural Resource and Applied ScienceEndowment Fund Advisory Committee, and theBanff International Research Station.Dr. Gupta is the editor of two book series onindustrial mathematics and is currently thePresident of the 2011 International Congress onIndustrial and Applied Mathematics. Dr. Guptahas a B.Sc. from McMaster University, an M.Sc.from the University of Toronto and a Ph.D. fromthe University of Toronto.Monique F. LerouxSince 2008, Monique F. Leroux, FCA, FCMA, hasbeen chair of the board, president and chiefexecutive officer of Desjardins Group. As electedpresident, she represents all Desjardins caissesand leads the largest cooperative financialgroup in Canada and the sixth largest in theworld, with assets of more than $175 billion.From 2001 to 2008, Ms. Leroux held variouspositions within Desjardins Group, includingchief financial officer of Desjardins Group, andpresident of Desjardins Financial Corporationand chief executive officer of its subsidiaries.Prior to joining Desjardins Group, Ms. Lerouxwas senior executive vice president and chiefoperating officer at Quebecor Inc., senior vicepresident, Quebec Division, at RBC Royal Bank,and senior vice president, finance, at the headoffice of the Royal Bank Financial Group. Ms.Leroux began her career at Ernst & Young,ultimately becoming managing partner ofservices to the Quebec financial industry, andmanaging partner in charge of auditing andconsulting for national and internationalcompanies.Ms. Leroux has been active on a number ofcorporate boards as well as a member of severalnational and international organizations andA-10

She is currently a vice president anda member of the board of directors of theInternational Confederation of Popular Banks, amember of the board of directors of theConference Board of Canada and of theEuropean Association of Co-operative Banks,while also sitting on the executive committee ofthis last organization. In addition, she is amember of the Global Agenda Council of theWorld Economic Forum, the HEC Montréalcouncil of governors, and the governing boardof Montréal International. Ms. Leroux has beenpresident of the Ordre des comptables agréésdu Québec and governor of the CanadianInstitute of Chartered Accountants.Her expertise and accomplishments in the areasof management, finance, accounting andgovernance have been widely acknowledged,including honorary doctorates from Universitédu Québec à Chicoutimi, Concordia Universityand Bishop’s University. Ms. Leroux has alsoreceived numerous leadership awards, such asher recent selection as one of 25transformational Canadians by the Globe andMail and as one of the 2011 honourees of thePublic Policy Forum. In addition, she generouslylends her time as a host of charitableorganizations. She is, for example, acting aspresident of the Canada Summer Games to beheld in Sherbrooke in 2013.David NaylorDr. David Naylor was appointed the 15thpresident of the University of Toronto in 2005.He holds an MD from the University of Torontoand earned his D.Phil. in the Faculty of Socialand Administrative Studies at Oxford Universityin 1983, where he studied as a Rhodes scholar.A fellow of the Royal College of Physicians andSurgeons (Internal Medicine), Dr. Naylor joinedthe Department of Medicine of the University ofToronto in 1988, where he was promoted to fullprofessor by 1996. He was founding chiefexecutive officer of the Institute for ClinicalEvaluative Sciences (1991–1998), beforebecoming dean of medicine and vice provostfor relations with health care institutions of theUniversity of Toronto (1999–2005).Dr. Naylor is the co-author of approximately 300scholarly publications, spanning social history,public policy, epidemiology and biostatistics, andhealth economics, as well as clinical and healthservices research in most fields of medicine. Hehas advised governments in Canada and abroadon policy issues over the course of more than20 years, and was chair of the National AdvisoryCommittee on SARS and Public Health in 2003.David Naylor is a fellow of the Royal Society ofCanada and the Canadian Academy of HealthSciences, a foreign associate fellow of the USInstitute of Medicine, and an Officer of theOrder of Canada. He is also the recipient ofvarious national and international awards forresearch and leadership in medicine, health careand education.Nobina RobinsonSince May 2009, Mrs. Nobina Robinson has heldthe position of chief executive officer ofPolytechnics Canada, a national alliance of theleading research-intensive, publicly fundedcolleges and institutes of technology. She hasheld progressive appointments in the federalgovernment and non-profit sectors since 1990.Mrs. Robinson began her public service career in1990, when she joined the Treasury BoardSecretariat as a management trainee. Two yearslater, she became a foreign service officer andwas posted as a political officer to the CanadianEmbassy in Havana from 1994 to 1997.In 1998, Mrs. Robinson joined the CanadianFoundation for the Americas (FOCAL), anindependent, non-partisan think tank dedicatedto strengthening Canadian relations with LatinAmerica and the Caribbean.
