For this <strong>to</strong>work, a substantial amount of funds shouldcome from non-public sources, and thegovernment cannot micromanage the fundsin terms of investment location and types ofinvestment. It is important <strong>to</strong> allow fundmanagers <strong>to</strong> develop strong linkages <strong>to</strong>global experts, markets and businesses.Additional support for the industry has<strong>to</strong> be paced in recognition of limits onthe supply of talented and experiencedmanagers as well as on the supply ofhigh-quality firms needing financing.While there is a minimum scale ofintervention required for effectiveness, careshould be exercised not <strong>to</strong> exceed thecapacity of the industry <strong>to</strong> successfullymanage the additional funds. As for otherprograms, the capacity <strong>to</strong> evaluate outcomesshould be built in and the government shouldbe prepared <strong>to</strong> make adjustments <strong>to</strong> improveperformance, while at the same time avoidingrules that cause fund managers <strong>to</strong> focusexcessively on short-term results.7-18
