The deadline was September 30, 2009 and two(2) owners did not paint. The Association is in the process ofobtaining compliance.ASPHALT AND CONCRETE REPAIRS: Each year, theasphalt and concrete surfaces are inspected for deterioration. Withan effective preventative maintenance plan in place, theAssociation can save money. The overall condition of the asphaltand concrete is very good. Again this year, sections of concretesidewalks were replaced. Crack sealing of the asphalt with rubberizedcrackfiller throughout the community and patching ofdeteriorated asphalt at several locations was completed. This was done inaccordance with the March 2009 engineering reserve study. Theclubhouse committee is in the process of searching for lightingreplacements in the large open room. Additionally, the wroughtiron fence around the pool was also painted.IRRIGATION SYSTEM UPGRADES: As needed and budgetedper the engineering reserve study, improvements to the irrigationsystem are performed annually. These improvements shouldhelp reduce the amount of water used and improve the quality ofthe turf. This program will continue to be implemented each year.MAIL KIOSK RENOVATION: The US Postal Service(USPS) has agreed to begin annual replacement of the old mailboxeslocated in the mail kiosks at no cost to the Association. Theexisting mailbox units in these kiosks are owned by theAssociation. The new free standing mailbox units are owned andmaintained by USPS. However, to accommodate the new styleunits, the kiosk must be renovated at the expense of theAssociation. The kiosks located at 2811 and 2960 W. Long Dr., and2908 W. Long Cir. were renovated this summer. It is the Board ofDirectors goal to have all of the mailboxes changed in the next 3-4years. However, USPS will dictate the replacement schedule.MULCH BED IMPROVEMENTS: In March, the landscapecompany augmented the mulch beds around forty-two (42) buildingsby installing a layer of fir-fiber mulch. This annual programwill continue as necessary throughout sections of the community,around the buildings that were painted the previous year. In addition,additional funds have been allocated to top-dress otherAdditional top-dressing of mulch beds will be considered on acase-by-case basis annually.PARKING AND PATROL SERVICE: The Board of Directorscontinued the patrol services during the summer to patrol and conducta random walk-through of the community and ticket trucks thatpark within the SouthPark 2 community. The Board of Directors hasagreed to retain C & D through the fall, winter and spring; however,this will be on a more limited basis than the summer.RESERVE STUDY UPDATE: The long-term reserve studywas updated in March 2009. The lastupdate was in 2003, again by Gillan’s Engineering. The updateconducted this year was done by Borne Engineering. Borne waspurchased Gillan’s Engineering several years ago. Fortunately,Borne Engineering had retained the files from Gillan’sEngineering, making the update smooth and without undue costof having to recreate the information. The study will be updatedagain in approximately 5 years to ensure the Association is stayingwithin the cost projections.ROCK RETAINING WALLS: The Board of Directors decidedin 1995 the method of repairing the retaining walls. Annually, therock walls will require some minor restor-ation by filling the voidswith a mixture of sand and mortar cement. This method of repairingis being done each year where needed.SNOW REMOVAL: Again this year, the shoveling of sidewalksand plowing of the drives will be done by Emerald IsleLandscaping.SWEEPING OF ALLEYS: The annual sweeping of thealleys was completed in May. This program will be done eachyear and will help preserve the asphalt. This can be expected inthe early spring of each year.SWIMMING POOL IMPROVEMENTS: There were majorimprovements completed prior to the opening of the pool this year.First, the installation of a Safety Vacuum Release System (SVRS)for the wader pool and anti-entrapment drain covers for both poolswas done in accordance with the Virginia Graeme Baker FederalMandate. Secondly, the filter sand for the main pool was replaced.Finally, the entire swimming pool and wader was completely resurfacedwith an improved material called Diamond Brite. This materialis much improved compared to regular white plaster and thenew material has specks of blue flakes that can be seen on thesurface. This makes the pool look bluer.An emergency repair to the aging 30 year pool boiler wasdone in June. Budgeted for 2010 in the engineering reserve studyis the replacement of this boiler. Based on the age and inadequateefficiency of the existing boiler, a new heating system withimproved efficiency will pay for itself in just a few years with thesaving of natural gas consumption.TRASH REMOVAL & RECYCLING CONTRACTRENEWED: The three year contract with Waste Management wasset to expire on December 31, 2009. After receiving five proposalsfor trash and recycling services, the Board of Directors voted toapprove another three year contract with Waste Management.TREE CIRCLES: At the recommendation of the landscapecompany, the Board of Directors approved the installation of treecircles around all of the trees in the grass areas. During the 2009season, three applications of round-up were applied. The round-upwill kill the grass around the base of the tree and will result in dirtcircles.
