Ifyou are interested in helping, please call Pat Cowdin at 303-794-9222.Letter from the PresidentDear <strong>Southpark</strong> No. 2 Homeowner,As we approach the end of the calendaryear and our fiscal year, I want to take sometime to tell you about the state of ourHomeowners Association. It has been a relativelygood year for <strong>Southpark</strong> No. 2, despitethe economic struggles that we are all collectivelyand individually experiencing. We willfinish the year financially healthy due to a fiscallyresponsible approach to budgeting, investing andspending. Our reserve balance at year end will be approximately $550,000 (the amountrecommended by our outside reserve study) and we will have completed all capitalimprovements planned for 2009. We had our outside engineering firm revisit our reservestudy this year and update it (as we do every five years) in order to make sure we aremaintaining the reserve at levels necessary for timely capital improvement and maintenanceprojects without special assessments from owners. From an operating standpoint,we will end the year within our 2009 operating budget.As a board, we are always conscious of our responsibilities as stewards of yourmoney. For that reason, we try to anticipate and plan for both large capital expendituresand the incremental increases in our daily operating expenses. In 2010, we anticipatesome incremental increases in expenses. Due to the continuing volatility of oil prices,Waste Management has included a fuel surcharge in its new contract with ourAssociation. In addition, we anticipate some modest increases from Xcel and some of ourother contractors. Utilities continue to make up the largest share of our budget, mostnotably water which makes up about $175,000 or 25% of our annual budget. You can either pay by credit card, e-check (electronicallyfrom your checking account) or set up a monthly recurring payment.Assessment RateChange: $106.00EFFECTIVE JANUARY 1, 2010As reported in the article from LindaLancaster, President of the Board ofDirectors, the monthly assessment (dues)will change from $104.00 per month to$106.00 effective January 1, 2010.Colorado Management & Associates(CMA) has already mailed information andnew payment coupons pertaining to the new2010 assessment rate. Owners who are currentlysigned up on the “Auto Withdrawal”program administered by CMA will notreceive coupons, but will receive the informationfrom the Board of Directors. In 2010, for the first time in seven years, we havenot had to budget a water increase. This is good news.While we recognize that now continues to be a difficult time economically for everyone,even these modest increases must translate into a small increase in our monthlyassessment. Our Association must be fiscally responsible and forecast income to meet theanticipated increases in expenses. It is our fiduciary responsibility as your elected managementboard to make sure the monies to which we are entrusted are budgeted, investedand spent prudently in order to maintain our property values and investment. Therefore,in order to meet rising operating costs, we are increasing our monthly assessment from$104.00 to $106.00. This represents a modest 2% increase and will insure that ourAssociation remains financially stable.On the bright side of this picture, we have one of the most fiscally stable and responsiblecommunities around. Thanks to a wonderful property manager and valued long-termcontractors, we have beautifully maintained grounds and homes that will retain their valueand protect our investments. We continue to put money into our reserves for future needsand improvements. We have a clubhouse, tennis courts and a pool that are in top conditiondue to the major work done in these areas in the past seven years. In fact, our poolwas resurfaced completely in 2009. In short, I am proud to live in a community like<strong>Southpark</strong> No. 2, a community that is stable, friendly, inviting and desirable, and I hopeyou are too. Lancaster, Board PresidentRemoval of Flower PlantersNow that fall has arrived, homeowners are asked to remove and relocate their flowerplanters, pots, hanging baskets, etc., from the common areas around the townhomes(front and rear) to the garage, NOT inside the patio for storage. There is no doubt thatduring the summer months the potted flowers add color, interest and create “pride ofcommunity” to SouthPark. SouthPark has been recognized throughout the metro area asa quality community. The beauty of the planted and potted flowers in front and back ofthe homes gives the community an appearance that tells the visitor that we care.The Covenants for our community states that any flowers or plantings by the homeownercannot be in the common area. However, in the past few years we have realizedthat planting of annuals or seasonal flowers add color and breaks up the brown and greencolors of the shrubs and ground cover in the community. The Board of Directors with thehelp of the Property Manager and grounds keeper have encouraged homeowners to helpbrighten up the common areas around their homes by contributing their time and skillsby planting flowers. However, in the winter, empty pots, dirt filled planters, and deadflowers in containers contribute to a community that looks neglected and not cared for.After November 1st, an inspection of the community will take place to ensure that residentshave removed these containers from the common area and stored them out-of-sightfor the winter. The deadline was September 30, 2009 and two(2) owners did not paint. The Association is in the process ofobtaining compliance.ASPHALT AND CONCRETE REPAIRS: Each year, theasphalt and concrete surfaces are inspected for deterioration. Withan effective preventative maintenance plan in place, theAssociation can save money. The overall condition of the asphaltand concrete is very good. Again this year, sections of concretesidewalks were replaced. Crack sealing of the asphalt with rubberizedcrackfiller throughout the community and patching ofdeteriorated asphalt at several locations was completed. This was done inaccordance with the March 2009 engineering reserve study. Theclubhouse committee is in the process of searching for lightingreplacements in the large open room. Additionally, the wroughtiron fence around the pool was also painted.IRRIGATION SYSTEM UPGRADES: As needed and budgetedper the engineering reserve study, improvements to the irrigationsystem are performed annually. These improvements shouldhelp reduce the amount of water used and improve the quality ofthe turf. This program will continue to be implemented each year.MAIL KIOSK RENOVATION: The US Postal Service(USPS) has agreed to begin annual replacement of the old mailboxeslocated in the mail kiosks at no cost to the Association. Theexisting mailbox units in these kiosks are owned by theAssociation. The new free standing mailbox units are owned andmaintained by USPS. However, to accommodate the new styleunits, the kiosk must be renovated at the expense of theAssociation. The kiosks located at 2811 and 2960 W. Long Dr., and2908 W. Long Cir. were renovated this summer. It is the Board ofDirectors goal to have all of the mailboxes changed in the next 3-4years. However, USPS will dictate the replacement schedule.MULCH BED IMPROVEMENTS: In March, the landscapecompany augmented the mulch beds around forty-two (42) buildingsby installing a layer of fir-fiber mulch. This annual programwill continue as necessary throughout sections of the community,around the buildings that were painted the previous year. In addition,additional funds have been allocated to top-dress otherAdditional top-dressing of mulch beds will be considered on acase-by-case basis annually.PARKING AND PATROL SERVICE: The Board of Directorscontinued the patrol services during the summer to patrol and conducta random walk-through of the community and ticket trucks thatpark within the SouthPark 2 community. The Board of Directors hasagreed to retain C & D through the fall, winter and spring; however,this will be on a more limited basis than the summer.RESERVE STUDY UPDATE: The long-term reserve studywas updated in March 2009. The lastupdate was in 2003, again by Gillan’s Engineering. The updateconducted this year was done by Borne Engineering. Borne waspurchased Gillan’s Engineering several years ago. Fortunately,Borne Engineering had retained the files from Gillan’sEngineering, making the update smooth and without undue costof having to recreate the information. The study will be updatedagain in approximately 5 years to ensure the Association is stayingwithin the cost projections.ROCK RETAINING WALLS: The Board of Directors decidedin 1995 the method of repairing the retaining walls. Annually, therock walls will require some minor restor-ation by filling the voidswith a mixture of sand and mortar cement. This method of repairingis being done each year where needed.SNOW REMOVAL: Again this year, the shoveling of sidewalksand plowing of the drives will be done by Emerald IsleLandscaping.SWEEPING OF ALLEYS: The annual sweeping of thealleys was completed in May. This program will be done eachyear and will help preserve the asphalt. This can be expected inthe early spring of each year.SWIMMING POOL IMPROVEMENTS: There were majorimprovements completed prior to the opening of the pool this year.First, the installation of a Safety Vacuum Release System (SVRS)for the wader pool and anti-entrapment drain covers for both poolswas done in accordance with the Virginia Graeme Baker FederalMandate. Secondly, the filter sand for the main pool was replaced.Finally, the entire swimming pool and wader was completely resurfacedwith an improved material called Diamond Brite. This materialis much improved compared to regular white plaster and thenew material has specks of blue flakes that can be seen on thesurface. This makes the pool look bluer.An emergency repair to the aging 30 year pool boiler wasdone in June. Budgeted for 2010 in the engineering reserve studyis the replacement of this boiler. Based on the age and inadequateefficiency of the existing boiler, a new heating system withimproved efficiency will pay for itself in just a few years with thesaving of natural gas consumption.TRASH REMOVAL & RECYCLING CONTRACTRENEWED: The three year contract with Waste Management wasset to expire on December 31, 2009. After receiving five proposalsfor trash and recycling services, the Board of Directors voted toapprove another three year contract with Waste Management.TREE CIRCLES: At the recommendation of the landscapecompany, the Board of Directors approved the installation of treecircles around all of the trees in the grass areas. During the 2009season, three applications of round-up were applied. The round-upwill kill the grass around the base of the tree and will result in dirtcircles. Planting of apansy mix is scheduled at the clubhouse and community sign atthe West Mineral and Long Ave. entrance. These plants will providea splash of color over the winter.TREE TRIMMING PROGRAM: In April 2009, anothertree condition survey was conducted to determine the health andpruning needs of the 1,100 trees in the community. This surveywas a result of many requests from homeowners to have treestrimmed away from their townhomes and structural damage totrees as a result of early spring and fall snow storms. Some ofthese past storms have cost tens of thousands of dollars just toclean-up, not to mention replacements.The survey revealed a vast majority of the trees required somedegree of trimming. After consideration, the Board of Directorsapproved a four year phased plan to trim trees beginning in 2009.This work has been negotiated and a contract signed with theSwingle Tree Company. The total cost is approximately$74,000.00. The four phases were based upon urgency. Trimmingof deciduous trees for 2009 has been completed; 1/3 of the dormanttype trees (fruit) will be completed by December 31, 2009.The 2010, 2011 and 2012 deciduous tree trimming will take placeat the beginning of each respective year (during the winter). Also,the remaining dormant type trees will be trimmed during thistimeframe (1/3 in 2010 and the remaining 1/3 in 2011).This planned project was budgeted within the engineeringreserve study.TURF REPLACEMENT: Due to extremely dry, warm andwindy 2008/09 winter, there was approximately 1,600 square feetof grass turf that died, and was replaced in June. Most replacedlocations were on hills with southern exposures.WEB SITE: The site is available for current owners, prospectiveowners and residents with information concerning theAssociation.
