235ON. JAMES G.STEVENS,Q. C.,St. Stephen, N.B.,judge of the County Courtsof the counties of Charlotte,Carleton, Victoria and Madawaska,was born in Edinburgh,Scotland, February25th, 1822. He is a son ofAndrew Stevens, Esq., andGrace Buchanan Campbell,daughter of Sir Colin Campbell,of Auchinbreck, Argyleshire.Although descendeddirectly from thenobility of Scotland, JudgeStevens thinks more of thenobility of intellect whichhe inherited from his parents.He came to NewBrunswick in 1840, andlocated at St. Stephen,where he began the studyof law with Judge Alex.Campbell, and finished withD. S. Kerr, then practicingat Fredericton. He wasadmitted to practice, in 1845,called to the Bar in 1847,created a Q.C. in 1867, andpracticed in St. Stephen untilappointed to his presentposition, June loth, 1867. Judge Stevenssat for the County of Charlottein the New Brunswick Assembly, from1861 to 1865, when he was defeatedon the question of Confederation, andagain from 1866, until he received hisJudgeship. He succeeded in gettingan Act passed, relieving the Port ofSt. Stephen from payment of exportduties, and has left a record ofable speeches in the Legislature. Hewas a successful legislator, as severalof his Acts on the Statute bookwill show. He is the author of " AnAnalytical Digest of the Decisions ofthe Supreme Courts of New Brunswick,from 1825, to Easter Term, 1886, inclusive,"u Index to the Statutes, Rules,Orders, Regulations, Treatises andProclamations of the Dominion of Canada,"and " Indictable Offenses andSummary Convictions," which have hada large sale. He is greatly interestedin education, and also tries to encouragethe manufacturers to locate inhis town. He is a prominent Presbytarian,and president of the St. StephenBranch of the Bible Society. JudgeStevens was married in December, 1845,to Elizabeth Helen, daughter of JohnMarks of Loyalist descent. His familyconsists of thirteen children, living.
