On July 10, 2011 at about 10:50 PM in Sitio Tugas, Brgy Piapi, DumagueteCity, Negros Oriental joint elements <strong>of</strong> NOR CIDT led by PSI RICKY P NERON, PDEA<strong>and</strong> Dumaguete City PS conducted buy-bust operation against RAUL VILIRAN, <strong>the</strong> new<strong>and</strong> most active member <strong>of</strong> <strong>the</strong> OZAMIS Group under CG target list <strong>of</strong> <strong>CIDG</strong> involved inillegal drugs. The operation resulted in <strong>the</strong> arrest <strong>of</strong> RAUL VILIRAN y DEMINTA, ADRIANPETE y RUBIO, FARREL CATAN y AMBAYEC, JASON LOUI BANDOY y DELA TORRE,MC DANIEL VILLARANDA y ONO-ON & ANGEL ENRIQUE DELA PEÑA y ALFON <strong>and</strong>seizure <strong>of</strong> MOL 0.40 grams <strong>of</strong> shabu worth Php4,000.00. Cases for Violation <strong>of</strong> Sections5, 6, 7, 12, & 15 Art II <strong>of</strong> RA 9165 were filed against <strong>the</strong>m before <strong>the</strong> Dumaguete CityProsecutors Office under Inquest proceedings docketed under I.S. # G-0019, G-00201, G-00200, G-00201 <strong>and</strong> G-00203, respectively.2. The neutralization <strong>of</strong> <strong>the</strong> newly formed “AGUIMAT Gang” on July 26, 2011 atabout 8:30 AM in Brgy Isugan, Bacong, Negros Oriental by joint elements <strong>of</strong> NOR CIDTled by PSI RICKY P. NERON, PDEA-Negros Oriental/Siquijor <strong>and</strong> Bacong Municipal PS-(NOPPO). The operation resulted in <strong>the</strong> arrest <strong>of</strong> MYRA GORRE y SABANAL, 34 yoa,married <strong>and</strong> temporarily residing in Zone 4, Brgy Looc, Dumaguete City, Negros Oriental<strong>and</strong> <strong>the</strong> identified leader <strong>of</strong> <strong>the</strong> newly formed “AGUIMAT Gang” whose o<strong>the</strong>r memberswere identified as Otik Managuil, Peter Allhos, Wewe Tan <strong>and</strong> a certain AL, <strong>the</strong>y wereassociated with <strong>the</strong> “Ozamis Group” under CG target list <strong>of</strong> <strong>CIDG</strong>. GORRE was arrestedduring <strong>the</strong> buy-bust operation conducted by <strong>the</strong> above-joint teams <strong>and</strong> <strong>the</strong> recovery <strong>of</strong>more or less 0.10 grams <strong>of</strong> shabu worth Php1,000.00, recovery <strong>of</strong> <strong>the</strong> Php500.00 buy-bustmoney <strong>and</strong> Php2,000.00 cash proceeds. A case for Violation <strong>of</strong> Section 5, Art II <strong>of</strong> RA9165 was filed against her docketed under NPS # INQ-11G-00118.


3. The arrest <strong>of</strong> JOEL VIVA on July 29, 2011 at about 8:30 PM by elements <strong>of</strong>BOHOL CIDT led by PI ARSENIO L MAGLENTE in Dagohoy Public Market, Dagohoy,Bohol. Subject is <strong>the</strong> identified member <strong>of</strong> “ZARAGOZA Gang”, whose o<strong>the</strong>r memberswere identified as Toto Pamor, Reynier Magat, Alexis Romar <strong>and</strong> Alias Mar, <strong>the</strong>y wereinvolved in Gun-for-Hire <strong>and</strong> Robbery Hold-up operating in <strong>the</strong> Province <strong>of</strong> Bohol coveredby 7RCIDU COPLAN “OVERLAND” previously neutralized by BOHOL CIDT. Subject waslisted as <strong>the</strong> No. 1 MPW in Bohol Provincial Police Office. The operation was conductedby virtue <strong>of</strong> Warrant <strong>of</strong> Arrest in CC # 14753 for MURDER <strong>and</strong> CC # 14752 for Robberywith Violence Against or Intimidation <strong>of</strong> Person, both issued by Honorable Judge SUCESOS ARCAMO, Presiding Judge <strong>of</strong> RTC Branch-47, Tagbilaran City, Bohol with NO BAILrecommended <strong>and</strong> Php100,000.00 Bailbond recommended, respectively.4. The neutralization <strong>of</strong> <strong>the</strong> “Dumaguete Red Tag Gang”, a CG engaged incellphone snatching <strong>and</strong> robbery. Said Gang was affiliated with <strong>the</strong> “Bloods Gang” CGinvolved in killing with <strong>the</strong> rival Crips Gang. On August 9, 2011 at about 5:20 PM in PurokMahinabangon, Brgy. Camanjac, Dumaguete City, Negros Oriental one (1) ROBERTABUDA y HUMAG @ “BERT”, leader <strong>of</strong> <strong>the</strong> said Gang whose o<strong>the</strong>r members wereidentified as Bert Tenasia, Lard Maro, Kier Damate & John Busato. ABUDA was arrestedby joint elements <strong>of</strong> NOR CIDT led by PSI RICKY P. NERON <strong>and</strong> Dumaguete City PS byvirtue <strong>of</strong> Warrant <strong>of</strong> Arrest docketed under Criminal Case Number 2011-20589 forRobbery with Violence Against or Intimidation <strong>of</strong> Persons issued by HonorableNECIFORO C. ENOT, Presiding Judge <strong>of</strong> RTC Branch 44, Dumaguete City dated July 22,2011 with bail bond recommended amounting to one hundred thous<strong>and</strong> pesos (Php100,000.00) for his temporary liberty.5. The neutralization <strong>of</strong> “EGAY Gang”, a CG involved in thievery <strong>and</strong>swindling activities operating in San Juan, Sou<strong>the</strong>rn Leyte. On August 10, 2011 at about9:30 PM in Unsuan Subd., Brgy Quiot, Cebu City one (1) EDGARLITO GUIRITANARCAMO, leader <strong>of</strong> <strong>the</strong> said Group was arrested by joint elements <strong>of</strong> Metro CEBU CIDT<strong>and</strong> 8RCIDU led by PI DELFIN H BONTUYAN by virtue <strong>of</strong> WOA for Qualified Theftdocketed under CC # 149136 to 14959 (23 counts) all issued by Honorable ALTONE MMIRALLES, Presiding Judge <strong>of</strong> RTC Branch 26, San Jun, Sou<strong>the</strong>rn Leyte dated May 2,2011 with a total bail bond recommended amounting to five hundred fifty-six thous<strong>and</strong>pesos (Php 556,000.00) for his temporary liberty.6. The neutralization <strong>of</strong> <strong>the</strong> newly formed “TOTOGang”, a CG engaged in illegal Drug distribution inDumaguete City. Said Gang is affiliated with <strong>the</strong> “OZAMIZGROUP” CG under <strong>CIDG</strong> target list involved in Illegal Drugs.On August 12, 2011 at about 8:50 PM in Zone 4 Brgy Looc,Dumaguete City, Negros Oriental one (1) JULITO RUBIO yLIBRADILLA, leader <strong>of</strong> <strong>the</strong> said Group was arrested by jointelements <strong>of</strong> NOR CIDT led by PSI RICKY P. NERON <strong>and</strong> PDEA Negros Oriental during<strong>the</strong> conduct <strong>of</strong> buy-bust operation which resulted in <strong>the</strong> confiscation <strong>of</strong> more or less 0.80grams <strong>of</strong> shabu worth Php 2,000.00 <strong>and</strong> <strong>the</strong> recovery <strong>of</strong> Php500.00 buy-bust money. Acase for Violation <strong>of</strong> Sections 5 & 11, Art II <strong>of</strong> RA 9165 was filed against Julito Rubio yLibradilla in Dumaguete City Prosecutors Office docketed under NPS Nos. VII-11-INQ-11H-00236 <strong>and</strong> VII-11-INQ-11H-00237, respectively thru Inquest proceedings.7 The neutralization <strong>of</strong> <strong>the</strong> “TATA Gang”, a CGinvolved in Gun-for-Hire <strong>and</strong> Robbery Hold-up operating in<strong>the</strong> province <strong>of</strong> Negros Oriental. On August 17, 2011 atabout 3:15 PM in Brgy Poblacion, Bayawan City, NegrosOriental one (1) JOSELITO DAIRO y CONCEPTION,leader <strong>of</strong> <strong>the</strong> said Group was arrested by joint elements <strong>of</strong>NOR CIDT led by PSI RICKY P. NERON <strong>and</strong> DumagueteCity Police Station led by PSUPT CRISALEO R.TOLENTINO (COP Dumaguete City PS) <strong>and</strong> Bayawan CityPS by virtue <strong>of</strong> Warrant <strong>of</strong> Arrest for MURDER docketed


under Criminal Case Number 2010-20032 issued by Honorable MA. MERCEDITA U.SARSABA, Presiding Judge <strong>of</strong> RTC Branch 31, Dumaguete City dated July 16, 2010 withno bail recommended for his temporary liberty. DAIRO is believed to be one <strong>of</strong> <strong>the</strong>suspects in <strong>the</strong> spate killings <strong>of</strong> high pr<strong>of</strong>ile personalities in Negros Oriental, such as <strong>the</strong>killings <strong>of</strong> 25 years old Ann Rose Bernadeth Neri, Miss Dumaguete City 2007 <strong>and</strong> Atty.Archer Baldwin R. Martinez on August 5, 2011 at about 10:15 a.m. in Liq Tak Bldg. atcorner Ma. Cristina St. <strong>and</strong> San Jose St., Dumaguete City. Arrested person is temporarilydetained at Dumaguete City Police Station Detention Cell prior turned over to <strong>the</strong> issuingcourt.8. The neutralization <strong>of</strong> <strong>the</strong> newly formed “LOPERA Gang”, a CG engaged inillegal Drug distribution in Toledo City. Said Group is affiliated with <strong>the</strong> “SANCHEZGROUP” CG under <strong>CIDG</strong> target list involved in Illegal Drugs. On August 25, 2011 at about5:40 PM in Brgy Matab-ang, Toledo City one (1) JOEL LOPERA y MAHILUM, leader <strong>of</strong><strong>the</strong> said Group was arrested by joint elements <strong>of</strong> CEBU CIDT led by PCI GERMANO PMALLARI, Metro CEBU CIDT <strong>and</strong> Toledo City PS in coordination with PDEA7 during <strong>the</strong>conduct <strong>of</strong> buy-bust operation which resulted in <strong>the</strong> confiscation <strong>of</strong> more or less 3.50grams <strong>of</strong> shabu worth Php 17,500.00. A case for violations <strong>of</strong> Sec. 5 & 11, Art II <strong>of</strong> RA9165 was filed against JOEL LOPERA y MAHILUM (Detained) docketed under NPS # VII-17-INQ-11H-00114 & VII-17-INQ-11H-000115.9. The neutralization <strong>of</strong> <strong>the</strong> newly monitored “NESTO Gang”, a CG involved inGun-for-hire, Robbery Hold-up <strong>and</strong> illegal Drug distribution operating in Dumaguete City<strong>and</strong> adjacent Municipalities in Negros Oriental. On August 29, 2011 at about 5:50 PM inPerdices corner Sta. Rosa Sts., Dumaguete City, Negros Oriental joint elements <strong>of</strong> NORCIDT led by PSI RICKY P. NERON <strong>and</strong> Dumaguete City PS led by PSUPT CRISALEO R.TOLENTINO arrested one (1) LEONESTO CORDOVA y MORENO, <strong>the</strong> identified leader <strong>of</strong>“NESTO GROUP” <strong>and</strong> his live-in partner RHAVA HOYOHOY y DEGUMA during <strong>the</strong>conduct <strong>of</strong> buy-bust operation which resulted in <strong>the</strong> confiscation <strong>of</strong> more or less 1.20 grams<strong>of</strong> shabu worth Php 4,800.00. Likewise, incidental to <strong>the</strong>ir lawful arrest one (1) Caliber .45Colt Pistol with Serial Number 102377 <strong>and</strong> eight (8) rounds <strong>of</strong> live immunizations wasconfiscated in <strong>the</strong> possession <strong>of</strong> CORDOVA. A case for violation <strong>of</strong> Sec. 5 in relation toSec. 26 (Conspiracy) <strong>and</strong> Sec. 11, Art. II <strong>of</strong> RA 9165 <strong>and</strong> violation <strong>of</strong> PD 1866 as amendedby RA 8294 were charge against Leonesto Cordova docketed under NPS No. VII-11-INQ-11H-00258, INQ-11H-00259 <strong>and</strong> INQ-11H-00260, respectively. Likewise, violation for Sec.5 in relation to Sec. 26 (Conspiracy), Art. II <strong>of</strong> RA 9165 was filed against Rheva Hoyohoyunder NPS No. VII-11-INQ-11H-00258.10. The neutralization <strong>of</strong> <strong>the</strong> newly monitored “SALERA Gang”, a CG involvedin illegal gambling activities particularly “swertres/lotting” operating in Clarin <strong>and</strong> adjacentMunicipalities in Bohol Province. On August 31, 2011 at about 7:35 PM in Sitio Ilaya, BrgyC<strong>and</strong>ajac, Clarin, Bohol joint elements <strong>of</strong> BOHOL CIDT led by PCI RENE S. KYAMKO<strong>and</strong> Clarin Municipal PS arrested DENNIS SALERA y PIESAS, <strong>the</strong> identified leader <strong>of</strong>“SALERA Gang” <strong>and</strong> his bro<strong>the</strong>r NOEL SALERA y PIESAS <strong>and</strong> <strong>the</strong> confiscation <strong>of</strong> severalgambling paraphernalia’s, Honda XRM motorcycle <strong>and</strong> Php2,415.00 cash bets. A case forViolation <strong>of</strong> RA 9287 was filed against <strong>the</strong> above-named suspects docketed under NPSNo. VII-02-INQ-11I-00737.11. The Neutralization <strong>of</strong> <strong>the</strong> newly monitored “DE VERA Gang”, a CG engaged inIllegal Recruitment activities operating in <strong>the</strong> Cities <strong>of</strong> Cebu, M<strong>and</strong>aue <strong>and</strong> Lapu-Lapu. OnSeptember 8, 2011 at Banilad Town Center, Brgy Banilad, Cebu City elements <strong>of</strong> MetroCEBU CIDT led by PCI FERMIN D ARMENDAREZ III conducted entrapment operationagainst <strong>the</strong> said group which resulted in <strong>the</strong> arrest <strong>of</strong> CHRISTIAN DE VERA NEMENZO,<strong>the</strong> identified leader <strong>of</strong> “DE VERA Group”. Said suspect was arrested after receivingentrapment (Bodol) money dusted with Ultra Violet Fluorescent Powder, <strong>the</strong> arrest wasstemmed from <strong>the</strong> complaint <strong>of</strong> Jaisy Baya Taruc, 27 yo, single <strong>and</strong> a resident <strong>of</strong> Sto NiñoVillage, Brgy Banilad, Cebu City; <strong>and</strong> Cherry Edaño Revalde, 29 yo, married <strong>and</strong> aresident <strong>of</strong> Brgy Tipolo, M<strong>and</strong>aue City for Illegal Recruitment, allegedly both victims were


enticed by <strong>the</strong> suspect to work abroad. Suspect dem<strong>and</strong>ed six thous<strong>and</strong> five hundred(Php6,500.00) as processing fee which both victim paid on cash on September 7, 2011without being given a corresponding receipt as pro<strong>of</strong> <strong>of</strong> <strong>the</strong>ir payment, on ano<strong>the</strong>roccasion said suspect again ask for ano<strong>the</strong>r payment supposedly for <strong>the</strong> visa processing.At this juncture, both victims doubted if said recruiter was indeed a legitimate one, <strong>the</strong>yverified with <strong>the</strong> Philippine Overseas Employment Administration (POEA) <strong>and</strong> found outthat Christian De Vera Nemenzo is not in <strong>the</strong> list <strong>of</strong> authorized person/agency to recruitapplicants’ abroad which prompted <strong>the</strong>m to report <strong>the</strong> matter to 7RCIDU for appropriatelaw enforcement action. The arrested suspect was immediately brought to Metro CebuCIDT <strong>of</strong>fice for proper disposition while documents are being prepared for <strong>the</strong> filing <strong>of</strong> <strong>the</strong>case in court, additional victims show up to lodge ano<strong>the</strong>r complaint against him. However,during <strong>the</strong> date <strong>of</strong> filing <strong>of</strong> <strong>the</strong> instant case, all <strong>the</strong> victims decided not to pursue <strong>the</strong> caseafter <strong>the</strong> suspect amicably settled his obligations to all <strong>the</strong> victims.12. The neutralization <strong>of</strong> <strong>the</strong> newly monitored “PULGO Gang” a CG engaged inCarnapping <strong>and</strong> Motorcycle <strong>the</strong>ft operating in Brgy Lahug <strong>and</strong> Apas, Cebu City. OnSeptember 13, 2011 at about 4:30 a.m., joint elements <strong>of</strong> Metro CEBU CIDT led by PCIFERMIN D ARMENDAREZ III <strong>and</strong> RHPU 7 led by PO1 Rubelio Y. Oriesga <strong>of</strong> Mobile 701while on intensified operations against carnapping within Cebu City along IT Park,Barangay Apas, Cebu City arrested one (1) ALBERT PULGO y BORRES, 24 years old, <strong>of</strong>Nr. 569 Saint Peter Street, Barangay Poblacion, Talisay City. The suspect was arrested inpossession <strong>of</strong> a Motorcycle while just stolen from Purok 6, San Miguel, Barangay Apas,Cebu City, owned by Crispin A. Briones <strong>of</strong> Sitio San Miguel, Brgy. Apas, Cebu City.Arrested suspect <strong>and</strong> <strong>the</strong> recovered motorcycle were immediately brought to RHPU7<strong>of</strong>fice for proper disposition while a case for Violation <strong>of</strong> RA 6539 (Anti-Carnapping Act <strong>of</strong>1972) was filed against PULGO in Cebu City Prosecutors Office under Inquestproceedings docketed under CC # CBU-937-69.13. The neutralization <strong>of</strong> newly formed “Sweet Angels Gang”, CG engaged inprostitution <strong>and</strong> white slave trade operating in Sibulan, Negros Oriental. On September 21,2011 at about 10:00 o’clock in <strong>the</strong> evening at <strong>National</strong> Highway, Brgy. Boloc-Boloc,Sibulan, Negros Oriental joint elements <strong>of</strong> NOR CIDT led by PSI RICKY P. NERON,Provincial Intelligence Branch-Negros Oriental PPO <strong>and</strong> Sibulan Police Station conductedpolice operations in relation to violation <strong>of</strong> section 4, paragraph (a) <strong>of</strong> RA 9208 or Anti-Trafficking in Person Act <strong>of</strong> 2003 which resulted in <strong>the</strong> arrest <strong>of</strong> its leader named MichellePardillo y Maranga known as “Sweet Angels Group” after <strong>the</strong> latter received positively <strong>the</strong>two thous<strong>and</strong> pesos (Php 2,000.00) as bar fine <strong>and</strong> arrest <strong>of</strong> her cohort Ellen Bocaling<strong>and</strong> eventual rescue <strong>of</strong> six (6) female dancers/performers, to wit: Rorelie Love Arong, 28yoa, single, resident Balangcasan, Pagadian City; Edna Villamor Bering, 19 yoa, single,resident <strong>of</strong> Ipil-Ipil, Alaska Mambaling, Cebu City; Rowena Casido Paulino, 29 yoa, single,resident <strong>of</strong> Crossing Tayak, Siaton, Negros Oriental; Alona Salimbagat Jaro, 29 yoa <strong>and</strong>Maricel Casido Paulino, 28 yoa, both singles <strong>and</strong> residents <strong>of</strong> Boloc-Boloc, Sibulan,Negros Oriental. The arrested persons, six (6) rescued female dancers <strong>and</strong> including <strong>the</strong>entrapment money used as bar fine were brought to NOR CIDT <strong>of</strong>fice for properdisposition while appropriate charges for Violation <strong>of</strong> RA 9208 or Anti-Trafficking in PersonAct <strong>of</strong> 2003 was filed thru Inquest proceedings before <strong>the</strong> Office <strong>of</strong> <strong>the</strong> ProvincialProsecutor’s, Hall <strong>of</strong> Justice, Dumaguete City on September 23, 2011 at about 9:00o’clock AM against MICHELLE PARDILLO y MARANGA <strong>and</strong> ELLEN BOCALING, bothresidents <strong>of</strong> Bgy. Boloboloc, Sibulan, Negros Oriental before <strong>the</strong> Office <strong>of</strong> ProvincialProsecutor GLORIA CYNTHIA P ICAO at <strong>the</strong> Provincial Prosecutor’s Office, Hall <strong>of</strong>Justice, Bgry. Piapi, Dumaguete City docketed under NPS No.VII-04-INQ-11I-0015614. The neutralization <strong>of</strong> newly monitored “ANO GANG”, CG engaged in illegaldrug distribution in Dauis <strong>and</strong> adjacent Municipalities <strong>of</strong> Bohol. 3. On September 23, 2011 at about 10:00 AM complainants Marianito CMeralles, Carolina G Rodrigo, Ma. Vicenta M Agravio <strong>and</strong> Sarah Blance M Tarnate wererecruited <strong>and</strong> enticed to work in London as Nurses <strong>and</strong> Care Giver by suspects IVY C. DEDIOS, EVE C. LAGUNA <strong>and</strong> EMMA D. CONDEVILLAMAR. All <strong>the</strong> victims were able topay Php70,000.00 for Visa processing, Php560.00 for Medical Examination <strong>and</strong>Php10,000.00 for Plane ticket, accommodation <strong>and</strong> Orientation in Manila each in anuptown Mall, in Cebu City. Upon verification with POEA 7, all <strong>the</strong> above-named suspectare not in <strong>the</strong> list <strong>of</strong> Authorized or has granted permit to recruit/hire, collect money from <strong>the</strong>applicants for employment abroad.
