The proposed Projectwould provide funding for a reconstruction and construction of the section between<strong>Beljakovce</strong> and <strong>Kriva</strong> Palanaka. It is a section on the Eastern part of Trans-European<strong>Rail</strong>way <strong>Corridor</strong> <strong>VIII</strong> in the country. The Project is expected to be co-financed by theEuropean Investment Bank (EIB) .An experienced international consultant is now required to support Public Enterprisefor <strong>Rail</strong>way Infrastructure (the Client) with preparation of the detailed design and thetender documents for the Project, as per the specifications and completion schedule.The consultant is expected to provide designs for twelve new bridges and four newtunnels, construction of 33 km main track and 7.5 km station track. In addition theconsultant will check status and prepare updated design for further 25 bridges and 10existing/partly constructed tunnels. The Consultant will carry out the following tasks:• Provide detailed engineering design services for the reconstruction andconstruction of the section <strong>Beljakovce</strong> – <strong>Kriva</strong> <strong>Palanka</strong> (from km 30+836 tillkm 66+050) part of <strong>Rail</strong>way <strong>Corridor</strong> <strong>VIII</strong>;• Assist the Client with preparation of tender documents for works and servicesensuring compliance with EBRD’s Procurement Policies and Rules andEBRD Environmental & Social Policy;• Support the Client during the entire tender process for selecting a contractorto construct the section of railway including an assistance at the contract’s preawardstage and clarification meetings and evaluation of bids;• Training of the Project Implementation Unit;


Assignment Start Date and Duration: It is envisaged that the assignment willcommence in February 2013 with an approximate duration of 24 months.Cost Estimate: EUR 2,700,000; Exclusive of VAT.Client Contracting: The Consultant must determine whether any indirect taxes/VATare chargeable on the proposed services and state the basis for such. If any indirecttaxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to theservices directly to the Consultant unless otherwise agreed.Funding Source: It is anticipated that the contract will be funded under the WesternBalkan Investment Framework and EBRD Shareholders Special FundEligibility: There are no eligibility restrictionsConsultant Profile: Corporate Services are required. The consultant will be a firm ora group of firms with appropriate experience with preparation of detailed design forprojects of a similar nature and complexity in the railway sector, preferably financedby the International Financial Institutions (IFI). The design should be meeting CR TSIINS requirements (Technical Specification for Interoperability relating to thesubsystem infrastructure). The consultant is further expected to provide assistance inpreparation of the tender documents (Civil Works and Interlocking andCommunication Equipment) and be familiar with the IFI's procurement rules andprocedures.The consultant will provide skilled, trained and experienced professionals formanagement and execution of the assignment who have appropriate internationalexperience with providing designing services in the similar environment. Sinceknowledge of local legislation related to project execution will be necessary, thereforeinternational consulting firms are encouraged to associate with, or to subcontract,local companies or individuals with relevant skills and expertise.
