<strong>Interview</strong>: <strong>Jean</strong>-François <strong>Limantour</strong>, <strong>president</strong>,<strong>CEDITH</strong><strong>Jean</strong>-François <strong>Limantour</strong>, <strong>president</strong> of the Cercle Euroméditerranéendes Dirigeants Textile-Habillement (<strong>CEDITH</strong>), talksto just-style about how the North African/Tunisian textile andapparel export <strong>in</strong>dustry is far<strong>in</strong>g after the Arab Spr<strong>in</strong>g upris<strong>in</strong>gs oftwo years ago.Po<strong>in</strong>t<strong>in</strong>g to data from Eurostatand <strong>CEDITH</strong> - a group set upby senior executives fromtextile and cloth<strong>in</strong>g firms <strong>in</strong> theEurope-Mediterranean zone todefend the <strong>in</strong>terests of thesector and promote itsdevelopment - <strong>Limantour</strong>argues that the 'Arab Spr<strong>in</strong>g'has had little impact on theperformance of the textile andcloth<strong>in</strong>g <strong>in</strong>dustry <strong>in</strong> theMaghreb region.European imports from Tunisia<strong>in</strong> 2011 showed an <strong>in</strong>crease of3.6% on the previous year tojust over EUR 2.7bn(US$3.6bn) while those fromMorocco, where revolutionaryfervour was absent, were up6.1% to almost EUR2.4bn."There were expectations of astrong downturn <strong>in</strong> Tunisia andone which Morocco wouldbenefit from, but on theevidence of the 2011 data thisdid not materialise," <strong>Limantour</strong>says."In Tunisia, few textile andcloth<strong>in</strong>g firms closed, whileforeign <strong>in</strong>vestment cont<strong>in</strong>uedto <strong>in</strong>crease. Yes, there werestrikes but generally speak<strong>in</strong>g,it was bus<strong>in</strong>ess as usual <strong>in</strong> thesector and transport, customsand adm<strong>in</strong>istrative servicesIn September 2011, <strong>Limantour</strong> set up the Tunisian TextileIntelligence Group to foster co-operation between Franceand Tunisiacarried on as normal."Norhave there been any cases oflabour costs <strong>in</strong> Tunisia gett<strong>in</strong>gout of control -which came asa huge relief to Europeandistributors who source <strong>in</strong> thecountry."However, European importsfrom Tunisia last year totalledEUR2.4bn, down 11.5% andfell 7% from MoroccoEUR2.2bn.toBut <strong>Limantour</strong> is swift tounderl<strong>in</strong>e that this negativetrend is not fall-out from the'Arab Spr<strong>in</strong>g' but is <strong>in</strong>stead dueto the poor economic climate<strong>in</strong> Europe and a decl<strong>in</strong>e <strong>in</strong>consumer purchas<strong>in</strong>g powerand confidence, and ris<strong>in</strong>gunemployment."Total textile and cloth<strong>in</strong>gUnion dipped by 5.6% <strong>in</strong> 2012on the previous year toEUR89.6bn. Shipments fromCh<strong>in</strong>a were down 7.9%," henotes."The reduction <strong>in</strong> consumerpurchases is particularlymarked <strong>in</strong> southern Europe -notably <strong>in</strong> Spa<strong>in</strong>, Italy andFrance - the three countriesthat are the ma<strong>in</strong> markets forTunisian and Moroccanexporters."The immediate challengefac<strong>in</strong>g these exporters is to'tough it out' <strong>in</strong> the hope ofbetter days ahead <strong>in</strong> the formof economic recovery <strong>in</strong>Europe."


European importsData on European importsfrom Tunisia and Morocco <strong>in</strong>the first quarter of 2013highlights contrast<strong>in</strong>g fortunes.Tunisian-orig<strong>in</strong> goods weredown 7.9% <strong>in</strong> value on Q12012, but textiles and cloth<strong>in</strong>gfrom Morocco was up 10.9%."It's too soon to drawdef<strong>in</strong>itive conclusions, but thisfall <strong>in</strong> exports from Tunisia isdoubtless a consequence ofthe complex political situation<strong>in</strong> the country and the rise ofradical Salafism whosenegative image is certa<strong>in</strong>ly notlikely to reassure <strong>in</strong>ternationalbuyers."Beyond economic and politicalfactors, <strong>Limantour</strong> saysexporters <strong>in</strong> Tunisia andMorocco need to adapt to thedemands of western marketsand work on their globalcompetitiveness <strong>in</strong> order toplay the fast fashion card tothe full."They must <strong>in</strong>vest <strong>in</strong> improv<strong>in</strong>gtheir competency <strong>in</strong> market<strong>in</strong>gand management, <strong>in</strong>clud<strong>in</strong>gthe development of tra<strong>in</strong><strong>in</strong>gprovision, particularly formanagers, and strengthentheir performance <strong>in</strong> fastfashion."Turn<strong>in</strong>g to Algeria, <strong>Limantour</strong>described as "excellent" therecent partnership agreementbetween Algerian state hold<strong>in</strong>gcompany SGP-IM, and Turkishgroup Taypa to build a textilescloth<strong>in</strong>g<strong>in</strong>dustry cluster <strong>in</strong>imports <strong>in</strong>to the EuropeanCountry."Several Turkishcloth<strong>in</strong>g and textile firms areplann<strong>in</strong>g to l<strong>in</strong>k up with theirAlgerian counterparts with thesupport of Algeria'sgovernment."This k<strong>in</strong>d of partnershipshould favour the restructur<strong>in</strong>gand the development of thesector <strong>in</strong> Algeria, which iscurrently very weak - and isthe way forward for otherNorth African countries too."Ch<strong>in</strong>ese <strong>in</strong>vestmentQuizzed on the prospect ofCh<strong>in</strong>ese <strong>in</strong>vestors target<strong>in</strong>g theMaghreb's garment-mak<strong>in</strong>gsector, given ris<strong>in</strong>g labourcosts <strong>in</strong> Ch<strong>in</strong>a, <strong>Limantour</strong> said:"Currently, Ch<strong>in</strong>ese wages,<strong>in</strong>clud<strong>in</strong>g those <strong>in</strong> the [moreprosperous] coastal, regionssuch as Shanghai, are still<strong>in</strong>ferior to those <strong>in</strong> NorthAfrica."However, the Ch<strong>in</strong>ese couldwell <strong>in</strong>vest <strong>in</strong> countries such asTunisia and Morocco andAlgeria as a means of play<strong>in</strong>gthe fast fashion card to tapEuropean markets."Transit times for the deliveryof goods [to Europe] would bethree days compared to amonth from Ch<strong>in</strong>a whileanotherconsiderableadvantage would be thatCh<strong>in</strong>ese manufacturers wouldbe able to export garments toEuropean markets withouthav<strong>in</strong>g to pay customs dutieslevied, on average, at 12%."But apart from Egypt, there iscurrently little direct Ch<strong>in</strong>ese<strong>in</strong>vestment <strong>in</strong> North Africa.<strong>Limantour</strong> underl<strong>in</strong>es."Algeria is <strong>in</strong>vaded by Ch<strong>in</strong>eseorig<strong>in</strong>garments either shippeddirectly from Ch<strong>in</strong>a or via the'suitcase trade' or ascontraband. Tunisia andMorocco are be<strong>in</strong>g <strong>in</strong>creas<strong>in</strong>glyaffected, too, by what is oftenan illegal trade," he revealed.<strong>Limantour</strong> argues there issupport from the bus<strong>in</strong>esscommunity and the politicalauthorities <strong>in</strong> Tunisia, Moroccoand Algeria for <strong>in</strong>ward<strong>in</strong>vestment from Ch<strong>in</strong>a <strong>in</strong> thetextiles and cloth<strong>in</strong>g <strong>in</strong>dustry"Such a move would createjobs as well as strengthen theglobal competitiveness of thesector <strong>in</strong> the region. It wouldalso contribute to thedevelopment of its exports. Itwould be a w<strong>in</strong>-w<strong>in</strong> situation,not a threat but anopportunity."He believes that among thenumerous handicaps fac<strong>in</strong>gfirms <strong>in</strong> the sector, two can beresolved through closer andstronger co-operation withpartners not only <strong>in</strong> Europe,but <strong>in</strong> Turkey and Ch<strong>in</strong>a andelsewhere too."One is a weakness upstream<strong>in</strong> fabric and thread andaccessory production and theother <strong>in</strong>sufficient size tocompete on equal terms withthe big Asian groups.Source: www.just-style.com
