‘A thrust is to be given to exploitation <strong>of</strong> mineral resources in which the country iswell endowed so that the needs <strong>of</strong> domestic industry are fully met, keeping in mindpresent and future needs, while at the same time exploiting the external markets forthe minerals.’Mining Equipment and Machinery• Replace the existing text <strong>of</strong> paragraph 7.6 by the following:‘Use <strong>of</strong> equipment and machinery that improve the efficiency, productivity, andeconomics <strong>of</strong> mining operations and safety and health <strong>of</strong> the persons in the mines andsurrounding areas shall be encouraged.’Linkages• Replace the first two sentences <strong>of</strong> paragraph 7.8 by the following:‘Mining contributes to the generation <strong>of</strong> wealth and creation <strong>of</strong> employmentindependently and should therefore be treated as an economic activity in its own rightand not merely as an ancillary activity <strong>of</strong> the manufacturing industry. Domesticprocessing industry receives supplies <strong>of</strong> mineral resources produced by the miningindustry at market prices prevailing from time to time. In order to be assured <strong>of</strong>uninterrupted supply <strong>of</strong> the mineral raw material from domestic sources, the userindustry should develop long-term linkages with the mineral producing units.’Infrastructural Facilities and Regional Development• Insert a new sub-paragraph in paragraph 7.10 to read as follows:‘For the improvement <strong>of</strong> infrastructural facilities, particularly transport facilities, inmining areas, financial resources available with government should be leveraged tothe maximum extent possible through recourse to public–private partnershiparrangements, wherever possible.’Financial Support for Mining• In paragraph 7.11, replace the first sentence <strong>of</strong> the second sub-paragraph by thefollowing:24
