etained as a Prescribed Substance under OA303 of the revised list of PrescribedSubstance notified under the Atomic Energy Act, 1962. It was due to this reason thatit was necessary to retain Zircon as ‘Atomic Mineral’ under ‘part B‘ of the MMDRAct. It was agreed to delete the words ’As soon as Zircon is de-listed as a PrescribedSubstance it should be removed from Part B of the First Schedule of the MMDR Act,which is the list of atomic minerals. The atomic minerals list is based on theprescribed substances list and once it has been taken out of the Prescribed Substanceslist there is no basis for it to be treated as an atomic mineral’. He also observed thatAMD certification of export consignments of ilmenite could not be insisted upon as itwas not justified on economic considerations. At best, it could be continued as acharged service to be availed of on a voluntary basis. He also invited attention to therecommendation ‘AERB and AMD should guide IBM in respect of mine plans andmine closure plans of BSMs. The states should ensure that in the disposal of wastethe AERB/AMD guidelines are strictly followed.
