etained as a Prescribed Substance under OA303 <strong>of</strong> the revised list <strong>of</strong> PrescribedSubstance notified under the Atomic Energy Act, 1962. It was due to this reason thatit was necessary to retain Zircon as ‘Atomic <strong>Mineral</strong>’ under ‘part B‘ <strong>of</strong> the MMDRAct. It was agreed to delete the words ’As soon as Zircon is de-listed as a PrescribedSubstance it should be removed from Part B <strong>of</strong> the First Schedule <strong>of</strong> the MMDR Act,which is the list <strong>of</strong> atomic minerals. The atomic minerals list is based on theprescribed substances list and once it has been taken out <strong>of</strong> the Prescribed Substanceslist there is no basis for it to be treated as an atomic mineral’. He also observed thatAMD certification <strong>of</strong> export consignments <strong>of</strong> ilmenite could not be insisted upon as itwas not justified on economic considerations. At best, it could be continued as acharged service to be availed <strong>of</strong> on a voluntary basis. He also invited attention to therecommendation ‘AERB and AMD should guide IBM in respect <strong>of</strong> mine plans andmine closure plans <strong>of</strong> BSMs. The states should ensure that in the disposal <strong>of</strong> wastethe AERB/AMD guidelines are strictly followed.
