List <strong>of</strong> participants is annexed.2. While welcoming the participants the Chairman observed that based on theconclusions in the draft chapters, the proposed recommendations had been embodiedin chapter 8 <strong>of</strong> the report as per the Terms <strong>of</strong> the Reference <strong>of</strong> the High LevelCommittee. He emphasised that in view <strong>of</strong> a Parliament assurance there was a timeconstraint and it would be necessary to finalise the recommendations during themeeting. Although due care had been taken to reflect the views <strong>of</strong> stakeholders aswell as members <strong>of</strong> the Committee in the body <strong>of</strong> the report, if any <strong>of</strong> the membersfelt that their views or any point had not been properly reflected or there were somefactual errors, they could send their suggestions within 3 days. The Members werethen invited to comment on draft recommendations <strong>of</strong> the Committee and presenttheir views/suggestions.3. Additional Chief Secretary, Government <strong>of</strong> Chhattisgarh, mentioned that on previousoccasions the state governments had made various submissions which had not beenreflected in the report. State governments should be given an opportunity to presenttheir views in writing to the Committee which might form part <strong>of</strong> the report.Secretary (Industry) Government <strong>of</strong> Jharkhand stated that some <strong>of</strong> the points made bythe states had not been reflected and it would be better to go point by point so as toensure that the points made by the states were incorporated in the report. Secretary(C&I), Government <strong>of</strong> Karnataka also expressed similar views. The Chairmanremarked that the intention was to discuss all the points and reach an agreement and224
