‘In coordination with the Geological Survey of India, the Indian Bureau of Mineswill maintain a database in accordance with the latest version of the UNFCsystem. The database would comprise both physical and resource inventory andinclude a Tenement Registry with details of greenfield areas, brownfield areas andrelinquished areas, including areas given up by the GSI as not worth pursuing.The data would be maintained online, giving instant information to prospectiveinvestors on what is available for reconnaissance, prospecting and mining.’(vii)Chapter 7: Strategy of Mineral DevelopmentConservation and Mineral Developmento In paragraph 7.1.2, redraft the third sentence as follows:‘A thrust is to be given to exploitation of mineral resources in which the country iswell endowed so that the needs of domestic industry are fully met, keeping inmind present and future needs, while at the same time exploiting the externalmarkets for the minerals .’Mining Equipment and Machineryo Replace the existing text of paragraph 7.6 by the following:‘Use of equipment and machinery that improve the efficiency, productivity, andeconomics of mining operations and safety and health of the persons in the minesand surrounding areas shall be encouraged.’Linkageso Replace the first two sentences of paragraph 7.8 by the following:‘Mining contributes to the generation of wealth and creation of employmentindependently and should therefore be treated as an economic activity in its ownright and not merely as an ancillary activity of the manufacturing industry.Domestic processing industry receives supplies of mineral resources produced bythe mining industry at market prices prevailing from time to time. In order to beassured of uninterrupted supply of the mineral raw material from domestic186

sources, the user industry should develop long-term linkages with the mineralproducing units.’Infrastructural Facilities and Regional Developmento Insert a new sub-paragraph in paragraph 7.10 to read as follows:‘For the improvement of infrastructural facilities, particularly transport facilities,in mining areas, financial resources available with government should beleveraged to the maximum extent possible through recourse to public–privatepartnership arrangements, wherever possible.’Financial Support for Miningo In paragraph 7.11, the first sentence of the second sub-paragraph should bereplaced by the following:‘Induction of foreign technology and foreign participation in exploration andmining shall be encouraged.’o Delete the remaining part of the second sub-paragraph and the third and fourthsub-paragraphs altogether.Small Depositso Add the following text at the end of the paragraph 7.12:‘Efforts would also be made to grant mineral concessions to consortia of smallscaleminers and users who are otherwise qualified, for a cluster of small depositsso that the benefits of economies of scale are reaped.’ [1.36]STATUTORY ISSUESAll recommendations mentioned below are subject to the exceptions mentioned in Chapter 5and the section on ‘Allocation of Captive Mines to Steel Makers’ in Chapter 7.
