Generally different types ofavailable resources such as natural resources, capital, infrastructure and labour force andother kind of opportunities are considered tobe potentials. They might later on be utilizedto achieve objectives.A pre-condition is like an assumption – thatmeans it is an external factor that lies outsidethe control of a project but has to be attainedin order to reach the project’s objectives –only that it is a condition that must be fulfilledor met before project activities can start.During problem analysis as part of the initialsituation of an undesired situation that makesan intervention (project) necessary, thenegative aspects of the existing situation areanalysed. Key problems are identified and thecausal relationship between them.Drawing up a problem tree is the visual toolused within the LFA for clustering theproblems identified during the initial situationanalysis by establishing a hierarchy of causesand effects between them. The project strategy is displayed in the firstcolumn of the logframe matrix and displayswhat the project intends to achieve and howby clarifying the causal relationships betweenthe different levels of objectives.Resource schedules provide the basis for theplanned mobilisation of (external and local)resources. They facilitate results-basedbudgeting and the monitoring of costeffectiveness.Resource schedules also identifycost implications, such as the requirement forcounterpart funding.Sources of verification (SOVs) describe whereand in what form to find the necessaryinformation on the achievement of objectives(indicators).Stakeholder Analysis Stakeholder analysis encompasses theidentification and analysis of relevantstakeholders, their interests, problems, potentials, etc. It is important to start withReader57
