Mandated by the PA Legislature in the PARacehorse Development and Gaming Act of2004 Regulated, administered and maintained bythe PGCB’s Office of Compulsive and ProblemGambling.


A voluntary program to assist problemgamblers to be excluded fromparticipating in legalized gamingactivities under the jurisdiction of thePGCB and from receiving any gamingprivileges that may be a temptation suchas check cashing privileges, player clubmembership, complimentary goods andservices, targeted mailings andpromotional materials related to gamingactivities.


<strong>Self</strong>-<strong>Exclusion</strong> is a tool to helpproblem gamblers distancethemselves from the temptationof gambling. This program isalso used as a gateway totreatment.


Is:• A forum for the problemgambler to acceptpersonal responsibilityfor the problem• A method to provide theproblem gambler withsome isolation from thetemptations of gambling• A deterrent todestructive behavior Is NOT:• A cure-all• A substitute fortreatment• A program for someonewho occasionally gamblesirresponsibly but is not achronic or pathologicalgambler


The person filing the request for <strong>Self</strong>-<strong>Exclusion</strong>may request to be excluded from gamingactivities for one of the following:• One Year• Five Years• Lifetime <strong>Self</strong>-exclusions for 1 or 5 years remain in effectuntil the self-excluded person requests removalfrom the list. A person may, upon the conclusionof the period of self-exclusion, request to beremoved from the list by submitting, in person, acompleted request for removal.


<strong>Self</strong>-excluded individuals identified on thegaming floor/property of a casino in PA.• Winnings are forfeited• Arrest made by PA State Police• Appear in front of District Justice• Fine• Future for PA violators- therapeutic justice


There have been 5,369voluntary requests fromindividuals for placement onthe PGCB <strong>Self</strong>-<strong>Exclusion</strong> List


*<strong>Self</strong>-exclusions do not expire. Individuals who haverequested 1 or 5 years, may, at the conclusion of theperiod selected, request to be removed from the selfexclusionlist.

• <strong>Self</strong>-excluded individuals who reported to havesought treatment: 24% or 1271 individuals.• <strong>Self</strong>-excluded individuals who reported to be <strong>Self</strong>excludedin other jurisdictions: 7.3% or 390individuals.• <strong>Self</strong>-excluded individuals who reported to havegambled in PA facilities prior to self-exclusion: 68%or 3659 individuals• Age range of self-excluded individuals: 21-89years*Percentage is based on voluntary answers given at time of intake*Age at intake


932 known violations of the terms of self-exclusion.


• As of June 1, 2013, there have been 1,018requests for removal.• 247 individuals who had removed themselvesfrom the <strong>Self</strong>-<strong>Exclusion</strong> List have sincevoluntarily placed themselves back on the list.That is 24% of all removals.• 264 days is the average number of daysbefore signing back up on the self-exclusionlist


Of the 1,018 Removals• 402 individuals admitted to gambling in otherjurisdictions while on the PA <strong>Self</strong>-<strong>Exclusion</strong> List.• 97 individuals admitted to gambling inPennsylvania while on the PA <strong>Self</strong>-<strong>Exclusion</strong> List.• 128 individuals admitted to seeking treatmentwhile on the PA <strong>Self</strong>-<strong>Exclusion</strong> List.• 50 individuals admitted to signing up for selfexclusionin other jurisdictions while on the PA<strong>Self</strong>-<strong>Exclusion</strong> List.

The Maryland Voluntary <strong>Exclusion</strong> <strong>Program</strong> is atool of personal responsibility. Applications are made in-person with a MLGCAstaff member. Individuals may elect a two-year or lifetime ban. Prohibited from entering any Maryland gamingfacility, accessing any gaming privileges (checkcashing, cash advance, players club membership,comps, or direct mailings) Violators are subject to arrest/citation forcriminal trespass and forfeiture of jackpotwinnings.
