Plan by 113.91 per cent from `13,924 crore in 2007-08 to `29,685 crore in2011-12, a significant portion being on account <strong>of</strong> implementation <strong>of</strong> the SixthCentral Pay <strong>Commission</strong>. For police expenditure, the Thirteenth Finance<strong>Commission</strong> had projected growth at an annual rate <strong>of</strong> 7.5 per cent per annumover the reassessed base year figure, given the need to provide adequately fornon-wage operational expenditure and taking into account the expected increasein the strength <strong>of</strong> the central police force. The Group felt that the increaseprovided was reasonable and assumed a growth rate <strong>of</strong> 7.5 per cent per annumon police expenditure after adding `1100 crore to the base figures <strong>of</strong> B.E. 2011-12 as the B.E. 2011-12 figures for expenditure on pay and allowances werestated to be under pitched.Grant to States and UTs: Expenditure on Grant to States and UTs increasedduring the Eleventh Plan by 85.39 per cent from `35769 crore in 2007-08 to`66311 crore in 2011-12. As per the MTFPS 2011-12, in compliance with therecommendations <strong>of</strong> the Thirteenth Finance <strong>Commission</strong>, non-plan grants haveincreased significantly from `45,947 crore in 2009-10 to `66,311 crore in B.E.2011-12. Under the following categories, grants have been recommended by theThirteenth Finance <strong>Commission</strong> and the same have been provided in BE 2011-12 and factored in the estimates for 2012-13 and 2013-14:Post-devolution Non-plan Revenue Deficit (NPRD), Performance Incentive,Elementary Education, Improving Outcomes, Environment related, RoadMaintenance, State-specific, Local Bodies, Disaster Relief and GSTImplementation (not included in BE 2011-12 but factored in for 2012-13 and2013-14). The total grants recommended during Thirteenth Finance<strong>Commission</strong> award period is `3,18,581 crore and is much higher than the grantsrecommended by the Twelfth Finance <strong>Commission</strong>.In 2010-11, the Central Government continued its commitment to compensatethe State/UT Governments for loss <strong>of</strong> revenue that might arise on account <strong>of</strong>phasing out <strong>of</strong> Central Sales Tax (CST).
