TrafficPROJECT RANKING CRITERIA1. Each project will be ranked based on composition of traffic, connectivity with majorarterial and trunk routes, and traffic levels (existing traffic volume and projected trafficvolume).Environment and Engineering2. The projects will be ranked based on riding quality, presence of expansive soils in thefoundation, weak structures, and the percentage of sections overtopped due to flooding.Environmental sensitivity of the projects will be a primary factor to determine theselection, if any major impact has been identified.Social and Economic Requirements3. The projects will be ranked based on predominant land use pattern, proximity to the basicamenities such as primary health centers and educational institutions, and distribution ofpopulation in terms of social category. Each project will be screened to minimizeinvoluntary resettlement effects and ensure that resettlement plan and resettlementframework approved by the GOMP and accepted by ADB will be strictly implementedand meet the requirements of the ADB’s safeguard policy <strong>for</strong> involuntary resettlement.Prior review and approval is required <strong>for</strong> awards of civil works contracts <strong>for</strong> suchprojects.Poverty, Indigenous Peoples and Resettlement4. The projects will be ranked on the basis of level of poverty, population served,percentage of unemployment, and recommendations of the poverty impact assessmentand the benefit distribution analysis completed by the Asian Development Bank <strong>for</strong> theProject. Also, projects will be selected in accordance with the findings andrecommendations from the IPSA, the initial poverty and social assessments andindigenous people plans and resettlement plans prepared by the GOMP and approved bythe MPRDC to ensure that all adverse social impacts are mitigated. To minimizeunnecessary resettlement impacts, only those projects with significance category B or Cwill be selected. All projects evaluation reports should be submitted to the MPRDC <strong>for</strong>review and approval prior to finalization of selection process.Table SAF.1 shows the criteria and their weights.ADB-IV77
