(iii)(iv)(v)The consultant will prepare a report on (a) initial poverty andsocial assessment; and (b) mitigation plan to address socialissues.The consultant will minimize the involuntary resettlement androads having insignificant resettlement impact (significancecategories B & C) or no negative impact will be selected. (ReferTo OM/F2 <strong>for</strong> definition of category B and C)The consultant will prepare checklist <strong>for</strong> (a) involuntaryresettlement; (b) indigenous peoples screening and impactcategorization <strong>for</strong> each sub-project.(vi) Based on the findings of IR and IP screening and impactcategorization; ( a) resettlement framework, (b) appropriateresettlement plans <strong>for</strong> each sub-project, (c) IPDF, (d) indigenouspeoples development plan or specific action to address IP issues(to be incorporated in RPs) will be have to be prepared. All thesewill be prepared. These will be prepared in accordance withADB’s Policy on involuntary Resettlement (1995), Handbook onResettlement – A Guideline to Good Practice, ADB’s Policy onIndigenous People (1998); India’s National Resettlement Policyon Resettlement and Rehabilitation <strong>for</strong> Project (NPRR 2003); andLand Acquisition Act (1984).(vii)In order to prepare the resettlement plan, the consultant wouldconduct:a) 25% base line socio-economic survey of affected personsand 100% census survey to assess the impacts on the people,properties, common property resources and loss oflivelihood. The socio-economic survey will establish thebenchmark <strong>for</strong> monitoring of R&R activities. Consultationwith affected persons and other stakeholders to identifymechanisms to improve project designs, minimizeresettlement impacts to meet the needs of differentstakeholders. A summary of stakeholders discussions, issueraised and how the project design was developed to meetstakeholders needs will be prepared.b) All non-titled occupants should be recorded at the initialstages so that identify cards can be issued to ensure there isno further influx of people into the project area. Therecorded date at the initial stage will serve as an eligibilitycut-off date <strong>for</strong> non-titled occupants. All consultations withaffected persons (to include list of participants) should befully documented and records made available to MPRDC.c) Assessment on the impact of the project on the poor andvulnerable groups and indigenous people (if any) along theproject road corridor.d) Based o the identified impacts, developing entitlementmatrix <strong>for</strong> the project affected people.
