4.10.1.10 The consultant shall prepare the bill-of-quantities (BOQ) andtechnical specifications for all items of work on account of environmentalenhancement measures in such a way that these may be readily integratedto the construction contracts.4.10.1.11 The consultant shall establish a suitable monitoring network withregard to air, water and noise pollution. The consultant will also provideadditional inputs in the areas of performance indicators and monitoringmechanisms for environmental components during construction andoperational phase of the project..4.10.1.12 The consultant shall provide the cost of mitigation measures andensure that environmental related staffing, training and institutionalrequirements are budgeted in project cost.4.10.1.13 The consultant shall prepare the application forms and obtainforestry and environmental clearances from the respective authoritiesincluding the SPCBs and the MOEF on behalf of MPRDC. Theconsultants will make presentation, if required, in defending the project tothe MOEF Infrastructure Committee.4.10.1.14 The consultant shall identify and plan for plantation of the suitabletrees along the existing highway in accordance with IRC guidelines.4.10.1.15 The consultant shall assist in providing appropriate input inpreparation of relevant environment and social sections.4.10.2 Social and Poverty Impacts4.10.2.1 The social and poverty analysis impact studies shall be carried out inaccordance with Government of India policy and ADB Guidelines. Thesocial analysis study will, among other things, provide a socio-economicprofile of the project area and address in particular, indigenous people,communicable disease particularly HIV/AIDS, Human trafficking, povertyalleviation, gender, local population, industry, agriculture, levels ofpoverty and unemployment, health, education, child labour, landacquisition and resettlement.(i)(ii)The study will include all parameters required to be reviewed andevaluated in accordance with the selection criteria, evaluation andranking procedures at Supplement I.The consultant will carry out (a) the initial poverty and socialassessment; (b) assessment on social issues such as indigenouspeople; gender; HIV/AIDS; human trafficking; and laboursincluding child labour with respect to the projects in accordancewith Handbook on Poverty and Social Analysis..ADB-IV56
