3.5 Each project is to be designed, constructed, operated, maintained, and monitored incompliance with the existing environmental laws and regulations of Government ofIndia and <strong>Madhya</strong> <strong>Pradesh</strong>, and ADB’s Environmental Assessment Guidelines(2003), as may be amended from time to time. Accordingly the consultant willprepare <strong>for</strong> every project the reports on environmental aspects including InitialEnvironmental Examination and environmental monitoring and management plans(EMMPs) as per ADB guidelines. The Consultant will also assist MPRDC indiscussions and presentations to Ministry of Environment and Forest, if necessary, <strong>for</strong>obtaining the necessary clearances.3.6 An initial poverty and social assessment (IPSA) will be conducted. Social risks andvulnerabilities as a result of the project will be identified during IPSA, especiallyrelated to Gender and increased transmission of HIV/AIDS and Human traffickingetc. An IPSA report along with appropriate mitigation plan to address social issues asdescribed above will be prepared.The screening and impact categorization checklists <strong>for</strong> involuntary resettlement(IR) and indigenous people (IP) shall be prepared together with other required projectselection procedures, <strong>for</strong> review and approval of project <strong>for</strong> implementation underADB PHASE-IV. Based on the screening of IR and IP impacts and categorization andappropriate resettlement framework, resettlement plans <strong>for</strong> each subproject,Indigenous People’s Development Framework (IPDF) indigenous people’sdevelopment plans (if required) or specific actions to address IP issues will beincorporated in sub-project Resettlement plans prepared in accordance with ADB’sPolicy on Involuntary Resettlement (1995), Handbook on Resettlement – A Guide toGood Practice, ADB’s Policy on Indigenous People (1998) and ADB’s Handbook onPoverty and Social Analysis <strong>for</strong> approval.3.7 In case of Railway Over bridges, approval of all designs and drawings includingGAD and detail engineering designs and drawings from the Railways will beprovided by the consultant. However, if Railways require proof checking of thedrawings prepared by the consultants, the same will be got done by MPRDC andpayment to the proof consultant shall be made by MPRDC directly.3.8 The cost estimates shall also incorporate the estimates <strong>for</strong> shifting of utilities, to theextent identifiable on ground within RoW based on discussion with the concernedlocal authorities. In this connection, the MPRDC shall provide the necessarysupporting letters and any official fees.3.9 The consultant should ensure detailed project preparation incorporates valueengineering, quality audit and safety requirements in design and the consultant willsubmit quality assurance plan be<strong>for</strong>e starting preparation/updation of Detailed ProjectReport.3.10 The entire scope of services would, inter-alia, include the items mentioned in theLetter of Invitation and the detailed TOR.3.11 All ‘good <strong>for</strong> construction’ drawings shall be prepared.ADB-IV27
