2.3 The Detailed Project Report would inter-alia include surveys and investigations,detailed highway design, condition and per<strong>for</strong>mance, requirements <strong>for</strong> capacityaugmentation based on traffic projections, design of pavement including overlays,design of bridges and cross drainage structures and grade separated structures, designof service roads, truck lay byes, bus stops, quantities of various items, detaileddrawings, detailed cost estimates, economic viability analyses, environmental andsocial feasibility, social and environmental action plans as appropriate and documentsrequired <strong>for</strong> tendering the project <strong>for</strong> international competitive bidding under ADBprocedures.2.4 The DPR consultant should ensure detailed project preparation incorporating aspectsof value engineering, quality audit and safety audit requirement in design andimplementation.3. Scope of ServicesThe broad scope of work is as under, and is followed by detailed terms of reference in the nextsection.3.1 List of roads <strong>for</strong> which the DPR are to be prepared is annexed as Annexure A. Thename and length of roads included in the list may change during course of preparationof DPR. Per Km cost shall be paid as per quoted by the bidder.3.2 Road safety audit shall be carried out <strong>for</strong> each road project to identity areas of majorconcern, including black spots, and measures to be taken <strong>for</strong> improving detailedengineering design with respect to road safety at least two times in the tenure ofpreparation of DPR viz. once during survey and preparation of drawing and secondlyduring finalization of drawings wherein safety parameter be introduced be<strong>for</strong>efinalization of drawing which must include a certificate from Road Safety Expert thatthe final proposed design in corporation are safety related parameter to safe trafficmovement.3.3 The rehabilitation & resettlement and widening proposals shall be within the existingright of way as <strong>for</strong> as possible. However those sections/ locations would be identifiedwhere the available right of way is inadequate or would be inadequate if the shortbypasses, service roads, alignment corrections, constructions of bridges and ROB's,improvement of intersections including provision of grade separators etc. wereincluded as per requirements. Detailed land acquisition plans covering all details beprepared <strong>for</strong> such location and submitted to MPRDC within 2 months from the dateof issue of work order <strong>for</strong> consultancy team.3.4 The option to collect fees from the road users <strong>for</strong> the roads improved should beexplored during the study i.e. the viability of the roads to be included as BOT projectbe also be study by proposing linkages to other roads.ADB-IV26
