Personnel Schedule (6 points)Criteria: Relationship between required person-months and proposed work program.Factors to consider: The Personnel Schedule will be assessed based on phasing ofactivities of the work program and allocation and timing of expert’s individual inputs.Total requirements close to estimated work requirements will be assessed as well as theappropriateness of time allocated to the task to be performed in terms of individualexpertise. F. Counterpart Personnel and Facilities (3 points)Criteria: Requirement for counterpart personnel, office space, transportation, equipmentand services.Factors to consider: Reasonableness and completeness of requirements andunderstanding of local conditions will be assessed.G. Proposal Presentation (3 points)Criteria: Clarity and ease of assessment of the entire proposal (including materialpresentation).Factors to consider If all items requested in the invitation letter are covered in a clearand easily understandable form and the proposal is assembled in a professional manner,maximum points will be given.III. PERSONNEL (700 Points)ExpertiseThe minimum academic qualification and experience requirement of Keypersonnel is attached herewith as Enclosure - III.Criteria: Separate assessment of each expert listed in the Request for Proposal. Eachexpert is to be evaluated against the tasks assigned in accordance with four main criteria:(i) General Qualification such as academic qualification (20%)(ii) Project related experience based on the number of relevant projects implemented andthe number of years of related experience: (60%)(iii) Overseas experience and/or country experience (10% for team leader, 15% for teammember) and(iv) For assessing full time permanent employment the personnel deployed who hasworked for the current employer (who has submitted the Proposal) on aregular/permanent full-time basis continuously for the last 12 months, additional:(a) 10% for team leadership (fixed)(b) 5% for experts (fixed)ADB-IV24
