Partner agencies a<str<strong>on</strong>g>re</str<strong>on</strong>g> <strong>the</strong> Department <strong>of</strong>Local Government - Bu<str<strong>on</strong>g>re</str<strong>on</strong>g>au <strong>of</strong> Fi<str<strong>on</strong>g>re</str<strong>on</strong>g> Protecti<strong>on</strong> (DILG-BFP), Department <strong>of</strong> Health (DOH),Department <strong>of</strong> Social Welfa<str<strong>on</strong>g>re</str<strong>on</strong>g> and Development (DSWD), Philippine Nati<strong>on</strong>al Police (PNP), ArmedForces <strong>of</strong> <strong>the</strong> Philippines (AFP), Philippine Red Cross (PRC), Metro Manila Development Authority(MMDA), Fi<str<strong>on</strong>g>re</str<strong>on</strong>g> Nati<strong>on</strong>al Training Institute (FNTI), Subic Bay Metropolitan Authority (SBMA), <strong>the</strong> CityGovernment <strong>of</strong> Ol<strong>on</strong>gapo, Davao City Rescue 911 and Amity Public Safety Academy (APSA).Am<strong>on</strong>g <strong>the</strong> activities that we<str<strong>on</strong>g>re</str<strong>on</strong>g> c<strong>on</strong>ducted in <strong>the</strong> country under Phases 1 and 2 <strong>of</strong> <strong>the</strong> Programinclude <strong>the</strong> following:• Phase 1 (2003-2005) – Introducti<strong>on</strong> <strong>of</strong> <strong>ICS</strong> to selected NDCC (now known as NDRRMC)Member Agencies; initial adaptati<strong>on</strong> initiatives to <strong>the</strong> Philippine Disaster ManagementSystem c<strong>on</strong>text and <strong>ICS</strong> course material adaptati<strong>on</strong>; Training <strong>of</strong> Trainers <strong>on</strong> <strong>ICS</strong> and PilotTesting <strong>of</strong> adapted course materials• Phase 2 (2009-July 2012) – <strong>ICS</strong> Incepti<strong>on</strong> Workshop; <strong>ICS</strong> Instructor Development through<strong>the</strong> c<strong>on</strong>duct <strong>of</strong> six (6) <strong>ICS</strong> Courses, namely: 5-day <strong>ICS</strong> Basic/Intermediate Course ( July 19-23, 2010), Integrated Planning Course (Oct. 11-21, 2010), Administrati<strong>on</strong> and FinanceSecti<strong>on</strong> Chief Course (Feb. 28-Mar. 1, 2011), Operati<strong>on</strong>s Secti<strong>on</strong> Chief Course (Mar. 3-4,2011), Logistics Secti<strong>on</strong> Chief Course (Mar. 4-7, 2011), and Incident Commander Course(Mar. 8-11, 2011).Thirty-two (32) participants from partner agencies have successfully completed <strong>the</strong> abovecourses and certified as <strong>ICS</strong> Nati<strong>on</strong>al Cad<str<strong>on</strong>g>re</str<strong>on</strong>g> <strong>of</strong> Instructors by <strong>the</strong> NDRRMC-OCD andUnited States Department <strong>of</strong> Agricultu<str<strong>on</strong>g>re</str<strong>on</strong>g> – Fo<str<strong>on</strong>g>re</str<strong>on</strong>g>st Service (USDA-FS). They a<str<strong>on</strong>g>re</str<strong>on</strong>g> nowc<strong>on</strong>stituted as <strong>the</strong> co<str<strong>on</strong>g>re</str<strong>on</strong>g> <strong>of</strong> <strong>the</strong> NDRRMC Incident Management Team (NIMT) who can bemobilized by <strong>the</strong> Nati<strong>on</strong>al Council, as necessary, to assist in <strong>on</strong>-scene disaster <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>seand management in affected a<str<strong>on</strong>g>re</str<strong>on</strong>g>as <strong>of</strong> <strong>the</strong> archipelago.On December 24 2009, <strong>the</strong> ASEAN Ag<str<strong>on</strong>g>re</str<strong>on</strong>g>ement <strong>on</strong> Disaster Management and Emergency Resp<strong>on</strong>se(AADMER) was ratified by <strong>the</strong> ten AMS and called <strong>on</strong> <strong>the</strong> Member States, am<strong>on</strong>g o<strong>the</strong>rs, to p<str<strong>on</strong>g>re</str<strong>on</strong>g>pa<str<strong>on</strong>g>re</str<strong>on</strong>g>standard operating procedu<str<strong>on</strong>g>re</str<strong>on</strong>g>s for <str<strong>on</strong>g>re</str<strong>on</strong>g>gi<strong>on</strong>al cooperati<strong>on</strong> and nati<strong>on</strong>al acti<strong>on</strong> such as <str<strong>on</strong>g>re</str<strong>on</strong>g>gi<strong>on</strong>al standbyarrangements and coordinati<strong>on</strong> <strong>of</strong> disaster <str<strong>on</strong>g>re</str<strong>on</strong>g>lief and emergency <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>se.Mo<str<strong>on</strong>g>re</str<strong>on</strong>g>over, RA 10121, s-2010, o<strong>the</strong>rwise known as An Act St<str<strong>on</strong>g>re</str<strong>on</strong>g>ng<strong>the</strong>ning <strong>the</strong> Philippine Disaster RiskReducti<strong>on</strong> and Management System, Providing for <strong>the</strong> Nati<strong>on</strong>al Disaster Risk Reducti<strong>on</strong> andManagement Framework and Instituti<strong>on</strong>alizing <strong>the</strong> Nati<strong>on</strong>al Disaster Risk Reducti<strong>on</strong> andManagement Plan, Appropriating Funds The<str<strong>on</strong>g>re</str<strong>on</strong>g>for and For O<strong>the</strong>r Purposes, has <str<strong>on</strong>g>re</str<strong>on</strong>g>posed <strong>on</strong> <strong>the</strong>Office <strong>of</strong> Civil Defense <strong>the</strong> primary missi<strong>on</strong> “to administer a comp<str<strong>on</strong>g>re</str<strong>on</strong>g>hensive nati<strong>on</strong>al civil defenseand disaster risk <str<strong>on</strong>g>re</str<strong>on</strong>g>ducti<strong>on</strong> and management program by providing leadership in <strong>the</strong> c<strong>on</strong>tinuousdevelopment <strong>of</strong> strategic and systematic approaches as well as measu<str<strong>on</strong>g>re</str<strong>on</strong>g>s to <str<strong>on</strong>g>re</str<strong>on</strong>g>duce <strong>the</strong>vulnerabilities and risks to hazards and manage <strong>the</strong> c<strong>on</strong>sequences <strong>of</strong> disasters”. Secti<strong>on</strong> 9 <strong>of</strong> <strong>the</strong>said law provides <strong>the</strong> functi<strong>on</strong>s / operati<strong>on</strong>al di<str<strong>on</strong>g>re</str<strong>on</strong>g>cti<strong>on</strong>s that OCD shall undertake to effectivelyimplement its missi<strong>on</strong>. One <strong>of</strong> <strong>the</strong>se functi<strong>on</strong>s is “to formulate standard operating procedu<str<strong>on</strong>g>re</str<strong>on</strong>g>s for <strong>the</strong>deployment <strong>of</strong> rapid assessment teams, informati<strong>on</strong> sharing am<strong>on</strong>g agencies and coordinati<strong>on</strong>(underscoring supplied) befo<str<strong>on</strong>g>re</str<strong>on</strong>g> and after disasters at all levels.Fur<strong>the</strong>r, Rule 7 (h), <str<strong>on</strong>g>Implementing</str<strong>on</strong>g> Rules and Regulati<strong>on</strong>s (IRR) <strong>of</strong> RA 10121, has exp<str<strong>on</strong>g>re</str<strong>on</strong>g>sslyprovided for <strong>the</strong> establishment <strong>of</strong> an Incident Command System (<strong>ICS</strong>) as part <strong>of</strong> <strong>the</strong> country’s <strong>on</strong>scenedisaster <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>se system to ensu<str<strong>on</strong>g>re</str<strong>on</strong>g> <strong>the</strong> effective c<strong>on</strong>sequence management <strong>of</strong> disasters o<str<strong>on</strong>g>re</str<strong>on</strong>g>mergencies.Hence, in line with <strong>the</strong> objectives <strong>of</strong> AADMER and RA 10121, <strong>the</strong> Government <strong>of</strong> <strong>the</strong> Philippinesthrough <strong>the</strong> NDRRMC, he<str<strong>on</strong>g>re</str<strong>on</strong>g>by adopts and integrates <strong>the</strong> Incident Command System (<strong>ICS</strong>) as an <strong>on</strong>sceneincident management mechanism within <strong>the</strong> Philippine Disaster Risk Reducti<strong>on</strong> andManagement System (PDRRMS). Towards this end, <str<strong>on</strong>g>re</str<strong>on</strong>g>gular c<strong>on</strong>duct <strong>of</strong> <strong>ICS</strong> training for disastermanagers and <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>ders at all DRRMC levels, n<strong>on</strong>-government organizati<strong>on</strong>s and private sectoragencies and organizati<strong>on</strong> <strong>of</strong> Incident Management Teams for disaster <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>se and management2


at <strong>the</strong> <strong>on</strong>-scene level should be pursued and integrated in <strong>the</strong> <strong>ICS</strong> development and capacitybuilding program <strong>of</strong> all DRRMCs and o<strong>the</strong>r agencies c<strong>on</strong>cerned .II.OBJECTIVESThis Memorandum Circular is aimed to provide guidance to all DRRMCs and o<strong>the</strong>r agenciesc<strong>on</strong>cerned from both government and private sectors <strong>on</strong> <strong>the</strong> instituti<strong>on</strong>alizati<strong>on</strong> and proper <strong>use</strong> <strong>of</strong>Incident Command System (<strong>ICS</strong>) as a tool to organize <strong>on</strong>-scene operati<strong>on</strong>s for a broad spectrum <strong>of</strong>disasters or emergencies from small to complex incidents, both natural and human-induced.III.SCOPE AND COVERAGEThis Memorandum Circular shall apply to all DRRMCs and o<strong>the</strong>r agencies c<strong>on</strong>cerned, whe<strong>the</strong>rgovernment or private, that a<str<strong>on</strong>g>re</str<strong>on</strong>g> <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>sible for all-hazards incident management in <strong>the</strong>ir <str<strong>on</strong>g>re</str<strong>on</strong>g>spectivea<str<strong>on</strong>g>re</str<strong>on</strong>g>as <strong>of</strong> jurisdicti<strong>on</strong>. It shall specifically cover <strong>on</strong>-scene management <strong>of</strong> emergency <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>seoperati<strong>on</strong>s from disaster impact to <strong>the</strong> immediate emergency <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>se phase <strong>of</strong> an incident, withpriority objectives <strong>of</strong> saving lives, ensuring safety <strong>of</strong> <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>ders and o<strong>the</strong>rs, protecting property andenvir<strong>on</strong>ment, and incident stabilizati<strong>on</strong>.IV.DEFINITION OF TERMSAgency Administrator/Executive or Resp<strong>on</strong>sible Official - <strong>the</strong> <strong>of</strong>ficial <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>sible foradministering policy for an agency or jurisdicti<strong>on</strong>, having full authority for making decisi<strong>on</strong>s, andproviding di<str<strong>on</strong>g>re</str<strong>on</strong>g>cti<strong>on</strong> to <strong>the</strong> management organizati<strong>on</strong> for an incident; he is normally <strong>the</strong> Chairpers<strong>on</strong><strong>of</strong> <strong>the</strong> DRRMC or Agency Head or <strong>the</strong>ir duly authorized <str<strong>on</strong>g>re</str<strong>on</strong>g>p<str<strong>on</strong>g>re</str<strong>on</strong>g>sentative.All-Hazards – any incident, natural or human-induced, that warrants acti<strong>on</strong> to protect life, property,envir<strong>on</strong>ment, public health, or safety and minimize disrupti<strong>on</strong>s <strong>of</strong> government, social or ec<strong>on</strong>omicactivities.A<str<strong>on</strong>g>re</str<strong>on</strong>g>a Command - an organizati<strong>on</strong> established to oversee <strong>the</strong> management <strong>of</strong> multiple incidents thata<str<strong>on</strong>g>re</str<strong>on</strong>g> each being handled by a separate Incident Command System organizati<strong>on</strong> or <strong>of</strong> a very large o<str<strong>on</strong>g>re</str<strong>on</strong>g>volving incident that has multiple Incident Management Teams engaged. An agencyadministrator/executive or o<strong>the</strong>r public <strong>of</strong>ficial with jurisdicti<strong>on</strong>al <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>sibility for <strong>the</strong> incident usuallymakes <strong>the</strong> decisi<strong>on</strong> to establish an A<str<strong>on</strong>g>re</str<strong>on</strong>g>a Command. It is activated <strong>on</strong>ly if necessary, depending <strong>on</strong><strong>the</strong> complexity <strong>of</strong> <strong>the</strong> incident and incident management span-<strong>of</strong>-c<strong>on</strong>trol c<strong>on</strong>siderati<strong>on</strong>s.Assistant - title for subordinates <strong>of</strong> principal Command Staff positi<strong>on</strong>s. The title indicates a level <strong>of</strong>technical capability, qualificati<strong>on</strong>s, and <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>sibility subordinate to <strong>the</strong> primary positi<strong>on</strong>s. Assistantsmay also be assigned to unit leaders.Base - <strong>the</strong> locati<strong>on</strong> at which primary Logistics functi<strong>on</strong>s for an incident a<str<strong>on</strong>g>re</str<strong>on</strong>g> coordinated andadministe<str<strong>on</strong>g>re</str<strong>on</strong>g>d. The<str<strong>on</strong>g>re</str<strong>on</strong>g> is <strong>on</strong>ly <strong>on</strong>e Base per incident. (Incident name or o<strong>the</strong>r designator will be addedto <strong>the</strong> term Base). The Incident Command Post may be co-located with <strong>the</strong> Base.Branch – <strong>the</strong> organizati<strong>on</strong>al level having functi<strong>on</strong>al or geographical <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>sibility for major aspects<strong>of</strong> incident operati<strong>on</strong>s. A branch is organizati<strong>on</strong>ally situated between <strong>the</strong> secti<strong>on</strong> and divisi<strong>on</strong> orgroup in <strong>the</strong> Operati<strong>on</strong>s Secti<strong>on</strong>, and between <strong>the</strong> secti<strong>on</strong> and units in <strong>the</strong> Logistics Secti<strong>on</strong>.Branches a<str<strong>on</strong>g>re</str<strong>on</strong>g> identified by <strong>the</strong> <strong>use</strong> <strong>of</strong> Roman numerals or by functi<strong>on</strong>al a<str<strong>on</strong>g>re</str<strong>on</strong>g>a.Camp - a geographical site within <strong>the</strong> general incident a<str<strong>on</strong>g>re</str<strong>on</strong>g>a (separate from <strong>the</strong> Incident Base) that isequipped and staffed to provide sleeping, food, water, and sanitary services to incident pers<strong>on</strong>nelChain <strong>of</strong> Command - series <strong>of</strong> command, c<strong>on</strong>trol, executive or management positi<strong>on</strong>s inhierarchical order <strong>of</strong> authority; an orderly line <strong>of</strong> authority within <strong>the</strong> ranks <strong>of</strong> <strong>the</strong> incidentmanagement organizati<strong>on</strong>Chief - The Incident Command System title for individuals <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>sible for management <strong>of</strong> functi<strong>on</strong>alSecti<strong>on</strong>s : Operati<strong>on</strong>s, Planning, Logistics, Finance/Administrati<strong>on</strong> and Intelligence/Investigati<strong>on</strong>s (ifestablished as a separate Secti<strong>on</strong>)3

They may have assistant orassistants, as neededComm<strong>on</strong> Terminology - normally <strong>use</strong>d words and phrases-avoids <strong>the</strong> <strong>use</strong> <strong>of</strong> diffe<str<strong>on</strong>g>re</str<strong>on</strong>g>ntwords/phrases for same c<strong>on</strong>cepts, c<strong>on</strong>sistencyCommunity - c<strong>on</strong>sists <strong>of</strong> people, property, services, livelihoods and envir<strong>on</strong>ment; a legallyc<strong>on</strong>stituted administrative local government unit <strong>of</strong> a country, e.g. municipality or district.Coordinati<strong>on</strong> - bringing toge<strong>the</strong>r <strong>of</strong> organizati<strong>on</strong>s and elements to ensu<str<strong>on</strong>g>re</str<strong>on</strong>g> effective counter disaster<str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>se. It is primarily c<strong>on</strong>cerned with <strong>the</strong> systematic acquisiti<strong>on</strong> and applicati<strong>on</strong> <strong>of</strong> <str<strong>on</strong>g>re</str<strong>on</strong>g>sources(organizati<strong>on</strong>, manpower and equipment) in accordance with <strong>the</strong> <str<strong>on</strong>g>re</str<strong>on</strong>g>qui<str<strong>on</strong>g>re</str<strong>on</strong>g>ments imposed by <strong>the</strong>th<str<strong>on</strong>g>re</str<strong>on</strong>g>at <strong>of</strong> impact <strong>of</strong> disaster.Delegati<strong>on</strong> <strong>of</strong> Authority – a statement or instructi<strong>on</strong> given to <strong>the</strong> Incident Commander by <strong>the</strong>Agency Executive or Resp<strong>on</strong>sible Official delegating authority and assisgning <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>sibility. TheDelegati<strong>on</strong> <strong>of</strong> Authority can include objectives, priorities, expectati<strong>on</strong>s, c<strong>on</strong>straints and o<strong>the</strong>rc<strong>on</strong>siderati<strong>on</strong>s or guidelines as needed.Deputy - a fully qualified individual who, in <strong>the</strong> absence <strong>of</strong> <strong>the</strong> superior, can be delegated <strong>the</strong>authority to manage a functi<strong>on</strong>al operati<strong>on</strong> or perform a specific task. In some cases a deputy canact as <str<strong>on</strong>g>re</str<strong>on</strong>g>lief for superior, and <strong>the</strong><str<strong>on</strong>g>re</str<strong>on</strong>g>fo<str<strong>on</strong>g>re</str<strong>on</strong>g> must be fully qualified in <strong>the</strong> positi<strong>on</strong>. Deputies generally canbe assigned to <strong>the</strong> Incident Commander, General Staff and Branch Di<str<strong>on</strong>g>re</str<strong>on</strong>g>ctors.Disaster - a serious disrupti<strong>on</strong> <strong>of</strong> <strong>the</strong> functi<strong>on</strong>ing <strong>of</strong> a community or a society involving widesp<str<strong>on</strong>g>re</str<strong>on</strong>g>adhuman, material, ec<strong>on</strong>omic or envir<strong>on</strong>mental losses and impacts, which exceeds <strong>the</strong> ability <strong>of</strong> <strong>the</strong>affected community or society to cope using its own <str<strong>on</strong>g>re</str<strong>on</strong>g>sources; an actual th<str<strong>on</strong>g>re</str<strong>on</strong>g>at to public health andsafety whe<str<strong>on</strong>g>re</str<strong>on</strong>g> <strong>the</strong> local government and <strong>the</strong> emergency services a<str<strong>on</strong>g>re</str<strong>on</strong>g> unable to meet <strong>the</strong> immediateneeds <strong>of</strong> <strong>the</strong> community; an event in which <strong>the</strong> local emergency management measu<str<strong>on</strong>g>re</str<strong>on</strong>g>s a<str<strong>on</strong>g>re</str<strong>on</strong>g>insufficient to cope with a hazard, whe<strong>the</strong>r due to a lack <strong>of</strong> time, capacity or <str<strong>on</strong>g>re</str<strong>on</strong>g>sources, <str<strong>on</strong>g>re</str<strong>on</strong>g>sulting inunacceptable levels <strong>of</strong> damage or number <strong>of</strong> casualties.Disaster Resp<strong>on</strong>se - <strong>the</strong> provisi<strong>on</strong> <strong>of</strong> emergency services and public assistance during orimmediately after a disaster in order to save lives, <str<strong>on</strong>g>re</str<strong>on</strong>g>duce health impacts, ensu<str<strong>on</strong>g>re</str<strong>on</strong>g> public safety andmeet <strong>the</strong> basic subsistence needs <strong>of</strong> <strong>the</strong> people affected. General Staff - a group <strong>of</strong> incident management pers<strong>on</strong>nel organized according to functi<strong>on</strong> and<str<strong>on</strong>g>re</str<strong>on</strong>g>porting to <strong>the</strong> Incident Commander. The General Staff normally c<strong>on</strong>sists <strong>of</strong> <strong>the</strong> Operati<strong>on</strong>s Secti<strong>on</strong>Chief, Planning Secti<strong>on</strong> Chief, Logistics Secti<strong>on</strong> Chief, and Finance/Administrative Secti<strong>on</strong> Chief. AnIntelligence/Investigati<strong>on</strong>s Chief may be established, if <str<strong>on</strong>g>re</str<strong>on</strong>g>qui<str<strong>on</strong>g>re</str<strong>on</strong>g>d, to meet incident managementneeds.Hazard - a dangerous phenomen<strong>on</strong>, substance, human activity or c<strong>on</strong>diti<strong>on</strong> that may ca<strong>use</strong> loss <strong>of</strong>life, injury or o<strong>the</strong>r health impacts, property damage, loss <strong>of</strong> livelihood or services, social andec<strong>on</strong>omic disrupti<strong>on</strong>, or envir<strong>on</strong>mental damage; any potential th<str<strong>on</strong>g>re</str<strong>on</strong>g>at to public safety and/or publichealth; any phenomen<strong>on</strong> which has <strong>the</strong> potential to ca<strong>use</strong> disrupti<strong>on</strong> or damage to people, <strong>the</strong>irproperty, <strong>the</strong>ir services or <strong>the</strong>ir envir<strong>on</strong>ment, i.e., <strong>the</strong>ir communities. The four classes <strong>of</strong> hazards a<str<strong>on</strong>g>re</str<strong>on</strong>g>natural, technological, biological and societal hazards.Incident - an occur<str<strong>on</strong>g>re</str<strong>on</strong>g>nce or event, natural or human-induced, that <str<strong>on</strong>g>re</str<strong>on</strong>g>qui<str<strong>on</strong>g>re</str<strong>on</strong>g>s an emergency <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>seto protect life or property. Incidents can, for example, include major disasters, emergencies, terroristattacks, terrorist th<str<strong>on</strong>g>re</str<strong>on</strong>g>ats, civil un<str<strong>on</strong>g>re</str<strong>on</strong>g>st, floods, hazardous materials spills, nuclear accidents, aircraftaccidents, earthquakes, tropical storms, tsunamis, war-<str<strong>on</strong>g>re</str<strong>on</strong>g>lated disasters, public health and medicalemergencies, and o<strong>the</strong>r occur<str<strong>on</strong>g>re</str<strong>on</strong>g>nces <str<strong>on</strong>g>re</str<strong>on</strong>g>quiring an emergency <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>se.Incident Acti<strong>on</strong> Plan (IAP) - an oral or written plan c<strong>on</strong>taining general objectives <str<strong>on</strong>g>re</str<strong>on</strong>g>flecting <strong>the</strong>overall strategy for managing an incident. It may include <strong>the</strong> identificati<strong>on</strong> <strong>of</strong> operati<strong>on</strong>al <str<strong>on</strong>g>re</str<strong>on</strong>g>sourcesand assignments. It may also include attachments that provide di<str<strong>on</strong>g>re</str<strong>on</strong>g>cti<strong>on</strong> and important informati<strong>on</strong>for management <strong>of</strong> <strong>the</strong> incident during <strong>on</strong>e or mo<str<strong>on</strong>g>re</str<strong>on</strong>g> operati<strong>on</strong>al periods.Incident Command - <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>sible for overall management <strong>of</strong> <strong>the</strong> incident and c<strong>on</strong>sists <strong>of</strong> <strong>the</strong>Incident Commander, ei<strong>the</strong>r single or unified command, and any assigned supporting staffIncident Commander (IC) - <strong>the</strong> individual <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>sible for all incident activities, including <strong>the</strong>development <strong>of</strong> strategies and tactics and <strong>the</strong> ordering and <strong>the</strong> <str<strong>on</strong>g>re</str<strong>on</strong>g>lease <strong>of</strong> <str<strong>on</strong>g>re</str<strong>on</strong>g>sources. The IC hasoverall authority and <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>sibility for c<strong>on</strong>ducting incident operati<strong>on</strong>s and is <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>sible for <strong>the</strong>management <strong>of</strong> all incident operati<strong>on</strong>s at <strong>the</strong> incident site.Incident Command Post (ICP) - <strong>the</strong> field locati<strong>on</strong> whe<str<strong>on</strong>g>re</str<strong>on</strong>g> <strong>the</strong> primary functi<strong>on</strong>s a<str<strong>on</strong>g>re</str<strong>on</strong>g>performed. The ICP may be co-located with <strong>the</strong> incident base or o<strong>the</strong>r incident facilitiesIncident Command System (<strong>ICS</strong>) - is a standardized, <strong>on</strong>-scene, all-hazard incident managementc<strong>on</strong>cept; allows its <strong>use</strong>rs to adopt an integrated organizati<strong>on</strong>al structu<str<strong>on</strong>g>re</str<strong>on</strong>g> to match <strong>the</strong> complexitiesand demands <strong>of</strong> single or multiple incidents without being hinde<str<strong>on</strong>g>re</str<strong>on</strong>g>d by jurisdicti<strong>on</strong>al boundaries. <strong>ICS</strong>is n<strong>on</strong>-permanent organizati<strong>on</strong> and is activated <strong>on</strong>ly in <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>se to disasters or emergencies.<strong>ICS</strong> Nati<strong>on</strong>al Cad<str<strong>on</strong>g>re</str<strong>on</strong>g> - group <strong>of</strong> individuals who successfully underwent <strong>the</strong> Nati<strong>on</strong>al Training <strong>of</strong>Trainers <strong>on</strong> Incident Command System, didactic and practicum, covering <strong>the</strong> six (6) <strong>ICS</strong> coursesc<strong>on</strong>ducted by <strong>the</strong> US Department <strong>of</strong> Agricultu<str<strong>on</strong>g>re</str<strong>on</strong>g> – Fo<str<strong>on</strong>g>re</str<strong>on</strong>g>st Service in <strong>the</strong> Philippines from March,2010 to July, 2011, under <strong>the</strong> ASEAN – US Cooperati<strong>on</strong> <strong>on</strong> Disaster Management, <strong>ICS</strong> CapabilityBuilding Program, Phase 2.Incident Management Team (IMT) - an Incident Commander and <strong>the</strong> appropriate Command andGeneral Staff pers<strong>on</strong>nel assigned to <strong>the</strong> incident. IMTs a<str<strong>on</strong>g>re</str<strong>on</strong>g> generally grouped in five types. Agencies work toge<strong>the</strong>r through <strong>the</strong> designated members <strong>of</strong> <strong>the</strong> UC, <strong>of</strong>ten<strong>the</strong> senior pers<strong>on</strong> from agencies and/or disciplines participating in <strong>the</strong> UC, to establish a comm<strong>on</strong>set <strong>of</strong> objectives and strategies and a single Incident Acti<strong>on</strong> Plan.Unity <strong>of</strong> Command - <strong>the</strong> c<strong>on</strong>cept by which each pers<strong>on</strong> within an organizati<strong>on</strong> <str<strong>on</strong>g>re</str<strong>on</strong>g>ports to <strong>on</strong>e and<strong>on</strong>ly <strong>on</strong>e designated pers<strong>on</strong>. The purpose <strong>of</strong> unity <strong>of</strong> command is to ensu<str<strong>on</strong>g>re</str<strong>on</strong>g> unity <strong>of</strong> effort under <strong>on</strong>e<str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>sible commander for every objective; principle <strong>of</strong> management stating that each individualinvolved in incident operati<strong>on</strong>s will be assigned to <strong>on</strong>ly <strong>on</strong>e supervisor.V. BASIC <strong>ICS</strong> CONCEPTS AND PRINCIPLESTo ensu<str<strong>on</strong>g>re</str<strong>on</strong>g> <strong>the</strong> standard <strong>use</strong> and applicati<strong>on</strong> <strong>of</strong> <strong>ICS</strong>, <strong>the</strong> following basic c<strong>on</strong>cepts and principles for<strong>on</strong>-scene disaster operati<strong>on</strong>s a<str<strong>on</strong>g>re</str<strong>on</strong>g> he<str<strong>on</strong>g>re</str<strong>on</strong>g>by adopted:1. FOURTEEN (14) MANAGEMENT CHARACTERIST<strong>ICS</strong> OF <strong>ICS</strong><strong>ICS</strong> is based <strong>on</strong> fourteen (14) proven management characteristics, each <strong>of</strong> which c<strong>on</strong>tributes to <strong>the</strong>st<str<strong>on</strong>g>re</str<strong>on</strong>g>ngth and efficiency <strong>of</strong> <strong>the</strong> overall system. These a<str<strong>on</strong>g>re</str<strong>on</strong>g> as follows:a. Comm<strong>on</strong> TerminologyThe <strong>use</strong> <strong>of</strong> comm<strong>on</strong> terminology in <strong>ICS</strong> will allow diverse incident management and supportorganizati<strong>on</strong>s to work toge<strong>the</strong>r across a wide variety <strong>of</strong> incident management functi<strong>on</strong>s and hazardscenarios. This comm<strong>on</strong> terminology applies to <strong>the</strong> following:1) Organizati<strong>on</strong>al Functi<strong>on</strong>Major functi<strong>on</strong>s and functi<strong>on</strong>al units with incident management <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>sibilities a<str<strong>on</strong>g>re</str<strong>on</strong>g> named anddefined. This is to help avoidc<strong>on</strong>fusi<strong>on</strong> and to enhance interoperability.3) Incident FacilitiesComm<strong>on</strong> terminology is <strong>use</strong>d to designate <strong>the</strong> facilities established in <strong>the</strong> vicinity <strong>of</strong> <strong>the</strong> incidenta<str<strong>on</strong>g>re</str<strong>on</strong>g>a that will be <strong>use</strong>d during <strong>the</strong> course <strong>of</strong> <strong>the</strong> incident.b. Modular Organizati<strong>on</strong>The <strong>ICS</strong> organizati<strong>on</strong>al structu<str<strong>on</strong>g>re</str<strong>on</strong>g> develops in a modular fashi<strong>on</strong> based <strong>on</strong> <strong>the</strong> size and complexity <strong>of</strong><strong>the</strong> incident, as well as <strong>the</strong> specifics <strong>of</strong> <strong>the</strong> hazard envir<strong>on</strong>ment c<str<strong>on</strong>g>re</str<strong>on</strong>g>ated by <strong>the</strong> incident.Resp<strong>on</strong>sibility for <strong>the</strong> establishment and expansi<strong>on</strong> <strong>of</strong> <strong>the</strong> <strong>ICS</strong> modular organizati<strong>on</strong> ultimately <str<strong>on</strong>g>re</str<strong>on</strong>g>stswith Incident Command, which bases <strong>the</strong> <strong>ICS</strong> organizati<strong>on</strong> <strong>on</strong> <strong>the</strong> <str<strong>on</strong>g>re</str<strong>on</strong>g>qui<str<strong>on</strong>g>re</str<strong>on</strong>g>ments <strong>of</strong> <strong>the</strong> situati<strong>on</strong>.c. Management by ObjectivesManagement by objectives is communicated throughout <strong>the</strong> enti<str<strong>on</strong>g>re</str<strong>on</strong>g> <strong>ICS</strong> organizati<strong>on</strong> and includes:a. Knowing agency policy and di<str<strong>on</strong>g>re</str<strong>on</strong>g>cti<strong>on</strong>.b. Establishing incident objectives.c. Developing strategies based <strong>on</strong> incident objectives.d. Establishing specific, measurable tactics or tasks for various incident managementfuncti<strong>on</strong>al activities, and di<str<strong>on</strong>g>re</str<strong>on</strong>g>cting efforts to accomplish <strong>the</strong>m, in support <strong>of</strong> definedstrategies.e. Documenting <str<strong>on</strong>g>re</str<strong>on</strong>g>sults to measu<str<strong>on</strong>g>re</str<strong>on</strong>g> performance and facilitate cor<str<strong>on</strong>g>re</str<strong>on</strong>g>ctive acti<strong>on</strong>s.d. Incident Acti<strong>on</strong> PlanCentralized, coordinated incident acti<strong>on</strong> planning should guide all <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>se activities. An IncidentActi<strong>on</strong> Plan (IAP) provides a c<strong>on</strong>cise, cohe<str<strong>on</strong>g>re</str<strong>on</strong>g>nt means <strong>of</strong> capturing andcommunicating <strong>the</strong> overall incident priorities, objectives, strategies, and tactics in <strong>the</strong> c<strong>on</strong>text <strong>of</strong> bothoperati<strong>on</strong>al and support activities.e. Span <strong>of</strong> C<strong>on</strong>trolManageable span <strong>of</strong> c<strong>on</strong>trol is key to effective and efficient incident management. Supervisors mustbe able to adequately supervise and c<strong>on</strong>trol <strong>the</strong>ir subordinates, as well as communicate with andmanage all <str<strong>on</strong>g>re</str<strong>on</strong>g>sources under <strong>the</strong>ir supervisi<strong>on</strong>.f. Incident Facilities and Locati<strong>on</strong>Various types <strong>of</strong> operati<strong>on</strong>al support facilities should be established in <strong>the</strong> vicinity <strong>of</strong> an incident,depending <strong>on</strong> its size and complexity, to accomplish a variety <strong>of</strong> purposes. The IC will di<str<strong>on</strong>g>re</str<strong>on</strong>g>ct <strong>the</strong>identificati<strong>on</strong> and locati<strong>on</strong> <strong>of</strong> facilities based <strong>on</strong> <strong>the</strong> <str<strong>on</strong>g>re</str<strong>on</strong>g>qui<str<strong>on</strong>g>re</str<strong>on</strong>g>ments <strong>of</strong> <strong>the</strong> situati<strong>on</strong>. <strong>ICS</strong> facilities shouldinclude Incident Command Posts, Bases, Camps, Staging A<str<strong>on</strong>g>re</str<strong>on</strong>g>as, mass casualty triage a<str<strong>on</strong>g>re</str<strong>on</strong>g>as, point<strong>of</strong>-distributi<strong>on</strong>sites, and o<strong>the</strong>rs as <str<strong>on</strong>g>re</str<strong>on</strong>g>qui<str<strong>on</strong>g>re</str<strong>on</strong>g>d.g. Resources to be identified include pers<strong>on</strong>nel,teams, equipment, supplies, and facilities available or potentially available for assignment orallocati<strong>on</strong>.h. Integrated Communicati<strong>on</strong>sIncident communicati<strong>on</strong>s should be developed through <strong>the</strong> <strong>use</strong> <strong>of</strong> a comm<strong>on</strong> Communicati<strong>on</strong>splan to ensu<str<strong>on</strong>g>re</str<strong>on</strong>g> interoperability and c<strong>on</strong>nectivity between and am<strong>on</strong>g operati<strong>on</strong>al and support units<strong>of</strong> <strong>the</strong> various agencies involved. P<str<strong>on</strong>g>re</str<strong>on</strong>g>pa<str<strong>on</strong>g>re</str<strong>on</strong>g>dness planning should <strong>the</strong><str<strong>on</strong>g>re</str<strong>on</strong>g>fo<str<strong>on</strong>g>re</str<strong>on</strong>g> endeavor to add<str<strong>on</strong>g>re</str<strong>on</strong>g>ss <strong>the</strong>equipment, systems, and protocols necessary to achieve integrated voice and data communicati<strong>on</strong>s.i. Establishment and Transfer <strong>of</strong> CommandThe command functi<strong>on</strong> must be clearly established from <strong>the</strong> beginning <strong>of</strong> incident operati<strong>on</strong>s. Theagency with primary jurisdicti<strong>on</strong>al authority over <strong>the</strong> incident designates <strong>the</strong> individual at <strong>the</strong> scene<str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>sible for establishing command. When command is transfer<str<strong>on</strong>g>re</str<strong>on</strong>g>d, <strong>the</strong> process must include abriefing that captu<str<strong>on</strong>g>re</str<strong>on</strong>g>s all essential informati<strong>on</strong> for c<strong>on</strong>tinuing safe and effective operati<strong>on</strong>s.7

Chain <strong>of</strong> Command and Unity <strong>of</strong> CommandAt all times during disaster operati<strong>on</strong>s, chain <strong>of</strong> command and unity <strong>of</strong> command shall be observed.This is to ensu<str<strong>on</strong>g>re</str<strong>on</strong>g> clarity in <str<strong>on</strong>g>re</str<strong>on</strong>g>porting <str<strong>on</strong>g>re</str<strong>on</strong>g>lati<strong>on</strong>ships and eliminate <strong>the</strong> c<strong>on</strong>fusi<strong>on</strong> ca<strong>use</strong>d by multiple,c<strong>on</strong>flicting di<str<strong>on</strong>g>re</str<strong>on</strong>g>ctivesk. Unified CommandIn incidents involving multiple jurisdicti<strong>on</strong>s, a single jurisdicti<strong>on</strong> with multiagency involvement, ormultiple jurisdicti<strong>on</strong>s with multiagency involvement, a Unified Command approach should beapplied to allow agencies with diffe<str<strong>on</strong>g>re</str<strong>on</strong>g>nt legal, geographic, and functi<strong>on</strong>al authorities and<str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>sibilities work toge<strong>the</strong>r effectively without affecting individual agency authority, <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>sibility,or accountability.l. AccountabilityEffective accountability <strong>of</strong> <str<strong>on</strong>g>re</str<strong>on</strong>g>sources at all jurisdicti<strong>on</strong>al levels and within individual functi<strong>on</strong>al a<str<strong>on</strong>g>re</str<strong>on</strong>g>asduring incident operati<strong>on</strong>s is essential. To this end, Check-In/Check-Out, Incident Acti<strong>on</strong> Planning,Unity <strong>of</strong> Command, Pers<strong>on</strong>al Resp<strong>on</strong>sibility, Span <strong>of</strong> C<strong>on</strong>trol, and Resource Tracking must beadhe<str<strong>on</strong>g>re</str<strong>on</strong>g>d to within <strong>the</strong> <strong>ICS</strong>.m. Dispatch/DeploymentResources should <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>d <strong>on</strong>ly when <str<strong>on</strong>g>re</str<strong>on</strong>g>quested or when dispatched by an appropriate authoritythrough established <str<strong>on</strong>g>re</str<strong>on</strong>g>source management systems. Resources not <str<strong>on</strong>g>re</str<strong>on</strong>g>quested must <str<strong>on</strong>g>re</str<strong>on</strong>g>frain fromsp<strong>on</strong>taneous deployment to avoid overburdening <strong>the</strong> <str<strong>on</strong>g>re</str<strong>on</strong>g>cipient and compounding accountabilitychallenges.n. Informati<strong>on</strong> and Intelligence ManagementThe incident management organizati<strong>on</strong> must establish a process for ga<strong>the</strong>ring, analyzing,assessing, sharing, and managing incident-<str<strong>on</strong>g>re</str<strong>on</strong>g>lated informati<strong>on</strong> and intelligence.2. INCIDENT COMMAND AND GENERAL STAFFThe Incident Command, which comprises <strong>the</strong> Command and General Staff, shall be <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>sible foroverall management <strong>of</strong> <strong>the</strong> incident. The Command and General Staff a<str<strong>on</strong>g>re</str<strong>on</strong>g> typically located at <strong>the</strong>Incident Command Post (ICP).a. Incident CommandThe command functi<strong>on</strong> may be c<strong>on</strong>ducted in <strong>on</strong>e <strong>of</strong> two general ways:1) Single Incident CommandSingle incident command maybe applied when an incident occurs within a single jurisdicti<strong>on</strong> and<strong>the</strong><str<strong>on</strong>g>re</str<strong>on</strong>g> is no jurisdicti<strong>on</strong>al or functi<strong>on</strong>al agency overlap. Overall incident management <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>sibility<str<strong>on</strong>g>re</str<strong>on</strong>g>sts <strong>on</strong> <strong>the</strong> appropriate jurisdicti<strong>on</strong>al authority. In some cases whe<str<strong>on</strong>g>re</str<strong>on</strong>g> incident management crossesjurisdicti<strong>on</strong>al and/or functi<strong>on</strong>al agency boundaries, a single IC may be designated if ag<str<strong>on</strong>g>re</str<strong>on</strong>g>ed up<strong>on</strong>. .2) Unified Command (UC)UC for incident management may be applied when a disaster or emergency affects several a<str<strong>on</strong>g>re</str<strong>on</strong>g>as orjurisdicti<strong>on</strong>s or <str<strong>on</strong>g>re</str<strong>on</strong>g>qui<str<strong>on</strong>g>re</str<strong>on</strong>g>s multiagency engagement. Unified Command, as an incident managementopti<strong>on</strong>, provides <strong>the</strong> necessary guidelines to enable agencies with diffe<str<strong>on</strong>g>re</str<strong>on</strong>g>nt legal, geographic, andfuncti<strong>on</strong>al <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>sibilities to coordinate, plan, and interact effectively. As a team effort, UC allows allagencies with jurisdicti<strong>on</strong>al authority or functi<strong>on</strong>al <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>sibility for <strong>the</strong> incident to jointly providemanagement di<str<strong>on</strong>g>re</str<strong>on</strong>g>cti<strong>on</strong> through a comm<strong>on</strong> set <strong>of</strong> incident objectives and strategies and a single IAP.Each participating agency maintains its authority, <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>sibility, and accountability.b. Command StaffIn an incident command organizati<strong>on</strong>, <strong>the</strong> Command Staff typically includes a Public Informati<strong>on</strong>Officer, a Safety Officer, and a Liais<strong>on</strong> Officer, who <str<strong>on</strong>g>re</str<strong>on</strong>g>port di<str<strong>on</strong>g>re</str<strong>on</strong>g>ctly to <strong>the</strong> IC/UC and may haveassistants as necessary. Additi<strong>on</strong>al positi<strong>on</strong>s may be <str<strong>on</strong>g>re</str<strong>on</strong>g>qui<str<strong>on</strong>g>re</str<strong>on</strong>g>d, depending <strong>on</strong> <strong>the</strong> natu<str<strong>on</strong>g>re</str<strong>on</strong>g>, scope,complexity, and locati<strong>on</strong>(s) <strong>of</strong> <strong>the</strong> incident(s), or according to specific <str<strong>on</strong>g>re</str<strong>on</strong>g>qui<str<strong>on</strong>g>re</str<strong>on</strong>g>ments established by<strong>the</strong> IC/UC.1) Public Informati<strong>on</strong> Officer8


The Public Informati<strong>on</strong> Officer is <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>sible for interfacing with <strong>the</strong> public and media and/or witho<strong>the</strong>r agencies with incident-<str<strong>on</strong>g>re</str<strong>on</strong>g>lated informati<strong>on</strong> <str<strong>on</strong>g>re</str<strong>on</strong>g>qui<str<strong>on</strong>g>re</str<strong>on</strong>g>ments. Whe<strong>the</strong>r <strong>the</strong> command structu<str<strong>on</strong>g>re</str<strong>on</strong>g> issingle or unified, <strong>on</strong>ly <strong>on</strong>e Public Informati<strong>on</strong> Officer should be designated per incident. Assistantsmay be assigned from o<strong>the</strong>r involved agencies, departments, or organizati<strong>on</strong>s. The IC/UC mustapprove <strong>the</strong> <str<strong>on</strong>g>re</str<strong>on</strong>g>lease <strong>of</strong> all incident-<str<strong>on</strong>g>re</str<strong>on</strong>g>lated informati<strong>on</strong>. In large-scale incidents or whe<str<strong>on</strong>g>re</str<strong>on</strong>g> multiplecommand posts a<str<strong>on</strong>g>re</str<strong>on</strong>g> established, <strong>the</strong> Public Informati<strong>on</strong> Officer should participate in or lead <strong>the</strong> JointInformati<strong>on</strong> or Media Center in order to ensu<str<strong>on</strong>g>re</str<strong>on</strong>g> c<strong>on</strong>sistency in <strong>the</strong> provisi<strong>on</strong> <strong>of</strong> informati<strong>on</strong> to <strong>the</strong>public.2) Safety OfficerThe Safety Officer m<strong>on</strong>itors incident operati<strong>on</strong>s and advises <strong>the</strong> IC/UC <strong>on</strong> all matters <str<strong>on</strong>g>re</str<strong>on</strong>g>lating tooperati<strong>on</strong>al safety, including <strong>the</strong> health and safety <strong>of</strong> emergency <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>der pers<strong>on</strong>nel. The ultimate<str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>sibility for <strong>the</strong> safe c<strong>on</strong>duct <strong>of</strong> incident management operati<strong>on</strong>s <str<strong>on</strong>g>re</str<strong>on</strong>g>sts with <strong>the</strong> IC/UC andsupervisors at all levels <strong>of</strong> incident management. The Safety Officer is, in turn, <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>sible to <strong>the</strong>IC/UC for <strong>the</strong> systems and procedu<str<strong>on</strong>g>re</str<strong>on</strong>g>s necessary to ensu<str<strong>on</strong>g>re</str<strong>on</strong>g> <strong>on</strong>going assessment <strong>of</strong> hazardo<strong>use</strong>nvir<strong>on</strong>ments, including <strong>the</strong> incident Safety Plan, coordinati<strong>on</strong> <strong>of</strong> multiagency safety efforts, andimplementati<strong>on</strong> <strong>of</strong> measu<str<strong>on</strong>g>re</str<strong>on</strong>g>s to promote emergency <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>der safety as well as <strong>the</strong> general safety<strong>of</strong> incident operati<strong>on</strong>s. The Safety Officer has immediate authority to stop and/or p<str<strong>on</strong>g>re</str<strong>on</strong>g>vent unsafe actsduring incident operati<strong>on</strong>s. It is important to note that <strong>the</strong> agencies, organizati<strong>on</strong>s, or jurisdicti<strong>on</strong>sthat c<strong>on</strong>tribute to joint safety management efforts do not lose <strong>the</strong>ir individual identities or<str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>sibility for <strong>the</strong>ir own programs, policies, and pers<strong>on</strong>nel. Ra<strong>the</strong>r, each c<strong>on</strong>tributes to <strong>the</strong> overalleffort to protect all <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>der pers<strong>on</strong>nel involved in incident operati<strong>on</strong>s.3) Liais<strong>on</strong> OfficerThe Liais<strong>on</strong> Officer is Incident Command’s point <strong>of</strong> c<strong>on</strong>tact for DRRMC/o<strong>the</strong>r government agency<str<strong>on</strong>g>re</str<strong>on</strong>g>p<str<strong>on</strong>g>re</str<strong>on</strong>g>sentatives, NGOs, and <strong>the</strong> private sector.to provide input <strong>on</strong> <strong>the</strong>ir agency’s policies, <str<strong>on</strong>g>re</str<strong>on</strong>g>sourceavailability, and o<strong>the</strong>r incident-<str<strong>on</strong>g>re</str<strong>on</strong>g>lated matters. Under ei<strong>the</strong>r a single-IC or a UC structu<str<strong>on</strong>g>re</str<strong>on</strong>g>,<str<strong>on</strong>g>re</str<strong>on</strong>g>p<str<strong>on</strong>g>re</str<strong>on</strong>g>sentatives from assisting or cooperating agencies and organizati<strong>on</strong>s coordinate through <strong>the</strong>Liais<strong>on</strong> Officer.4) Additi<strong>on</strong>al Command StaffAdditi<strong>on</strong>al Command Staff positi<strong>on</strong>s may also be necessary, depending <strong>on</strong> <strong>the</strong> natu<str<strong>on</strong>g>re</str<strong>on</strong>g> andlocati<strong>on</strong>(s) <strong>of</strong> <strong>the</strong> incident or specific <str<strong>on</strong>g>re</str<strong>on</strong>g>qui<str<strong>on</strong>g>re</str<strong>on</strong>g>ments established by Incident Command.3. GENERAL STAFFThe General Staff is <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>sible for <strong>the</strong> functi<strong>on</strong>al aspects <strong>of</strong> <strong>the</strong> incident command structu<str<strong>on</strong>g>re</str<strong>on</strong>g>. TheGeneral Staff typically c<strong>on</strong>sists <strong>of</strong> <strong>the</strong> Operati<strong>on</strong>s, Planning, Logistics, and Finance/Administrati<strong>on</strong>Secti<strong>on</strong> Chiefs. The Secti<strong>on</strong> Chiefs may have <strong>on</strong>e or mo<str<strong>on</strong>g>re</str<strong>on</strong>g> deputies assigned, with <strong>the</strong> assignment<strong>of</strong> deputies from o<strong>the</strong>r agencies encouraged in <strong>the</strong> case <strong>of</strong> multijurisdicti<strong>on</strong>al incidents.a. Operati<strong>on</strong>s Secti<strong>on</strong>This Secti<strong>on</strong> is <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>sible for all tactical activities foc<strong>use</strong>d <strong>on</strong> <str<strong>on</strong>g>re</str<strong>on</strong>g>ducing <strong>the</strong> immediate hazard,saving lives and property, establishing situati<strong>on</strong>al c<strong>on</strong>trol, and <str<strong>on</strong>g>re</str<strong>on</strong>g>storing normal operati<strong>on</strong>s.Lifesaving and <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>der safety will always be <strong>the</strong> highest priorities and <strong>the</strong> first objectives in <strong>the</strong>IAP. The Operati<strong>on</strong>s Secti<strong>on</strong> Chief is <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>sible to Incident Command for <strong>the</strong> di<str<strong>on</strong>g>re</str<strong>on</strong>g>ct management<strong>of</strong> all incident-<str<strong>on</strong>g>re</str<strong>on</strong>g>lated tactical activities. The Operati<strong>on</strong>s Secti<strong>on</strong> Chief will establish tactics for <strong>the</strong>assigned operati<strong>on</strong>al period. An Operati<strong>on</strong>s Secti<strong>on</strong> Chief should be designated for each operati<strong>on</strong>alperiod, and <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>sibilities include di<str<strong>on</strong>g>re</str<strong>on</strong>g>ct involvement in development <strong>of</strong> <strong>the</strong> IAP.The Operati<strong>on</strong>s Secti<strong>on</strong> is composed <strong>of</strong> <strong>the</strong> following:1) BranchesBranches may be functi<strong>on</strong>al, geographic, or both, depending <strong>on</strong> <strong>the</strong> circumstances <strong>of</strong> <strong>the</strong> incident. Ingeneral, Branches a<str<strong>on</strong>g>re</str<strong>on</strong>g> established when <strong>the</strong> number <strong>of</strong> Divisi<strong>on</strong>s or Groups exceeds <strong>the</strong><str<strong>on</strong>g>re</str<strong>on</strong>g>commended span <strong>of</strong> c<strong>on</strong>trol. Branches a<str<strong>on</strong>g>re</str<strong>on</strong>g> identified by <strong>the</strong> <strong>use</strong> <strong>of</strong> Roman numerals or byfuncti<strong>on</strong>al a<str<strong>on</strong>g>re</str<strong>on</strong>g>a.2) Divisi<strong>on</strong>s and GroupsDivisi<strong>on</strong>s and/or Groups a<str<strong>on</strong>g>re</str<strong>on</strong>g> established when <strong>the</strong> number <strong>of</strong> <str<strong>on</strong>g>re</str<strong>on</strong>g>sources exceeds <strong>the</strong> manageablespan <strong>of</strong> c<strong>on</strong>trol <strong>of</strong> Incident Command and <strong>the</strong> Operati<strong>on</strong>s Secti<strong>on</strong> Chief. Groups a<str<strong>on</strong>g>re</str<strong>on</strong>g> established to divide<strong>the</strong> incident into functi<strong>on</strong>al a<str<strong>on</strong>g>re</str<strong>on</strong>g>as <strong>of</strong> operati<strong>on</strong>. For certain types <strong>of</strong> incidents, for example, IncidentCommand may assign evacuati<strong>on</strong> or mass-ca<str<strong>on</strong>g>re</str<strong>on</strong>g> <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>sibilities to a functi<strong>on</strong>al Group in <strong>the</strong>Operati<strong>on</strong>s Secti<strong>on</strong>. Additi<strong>on</strong>al levels <strong>of</strong> supervisi<strong>on</strong> may also exist below <strong>the</strong> Divisi<strong>on</strong> or Grouplevel.3) ResourcesResources may be organized and managed in th<str<strong>on</strong>g>re</str<strong>on</strong>g>e diffe<str<strong>on</strong>g>re</str<strong>on</strong>g>nt ways, depending <strong>on</strong> <strong>the</strong> <str<strong>on</strong>g>re</str<strong>on</strong>g>qui<str<strong>on</strong>g>re</str<strong>on</strong>g>ments<strong>of</strong> <strong>the</strong> incident.• Single Resources: Individual pers<strong>on</strong>nel or equipment and any associated operators.• Task Forces: Any combinati<strong>on</strong> <strong>of</strong> <str<strong>on</strong>g>re</str<strong>on</strong>g>sources assembled in support <strong>of</strong> a specific missi<strong>on</strong> oroperati<strong>on</strong>al need. Planning Secti<strong>on</strong>The Planning Secti<strong>on</strong> collects, evaluates, and disseminates incident situati<strong>on</strong> informati<strong>on</strong> andintelligence to <strong>the</strong> IC/UC and incident management pers<strong>on</strong>nel. This Secti<strong>on</strong> p<str<strong>on</strong>g>re</str<strong>on</strong>g>pa<str<strong>on</strong>g>re</str<strong>on</strong>g>s status <str<strong>on</strong>g>re</str<strong>on</strong>g>ports,displays situati<strong>on</strong> informati<strong>on</strong>, maintains <strong>the</strong> status <strong>of</strong> <str<strong>on</strong>g>re</str<strong>on</strong>g>sources assigned to <strong>the</strong> incident, andp<str<strong>on</strong>g>re</str<strong>on</strong>g>pa<str<strong>on</strong>g>re</str<strong>on</strong>g>s and documents <strong>the</strong> IAP, based <strong>on</strong> Operati<strong>on</strong>s Secti<strong>on</strong> input and guidance from <strong>the</strong> IC/UC.As shown in <strong>the</strong> <strong>ICS</strong> organizati<strong>on</strong> below, <strong>the</strong> Planning Secti<strong>on</strong> is comprised <strong>of</strong> four primary Units, aswell as a number <strong>of</strong> technical specialists to assist in evaluating <strong>the</strong> situati<strong>on</strong>, developing planningopti<strong>on</strong>s, and fo<str<strong>on</strong>g>re</str<strong>on</strong>g>casting <str<strong>on</strong>g>re</str<strong>on</strong>g>qui<str<strong>on</strong>g>re</str<strong>on</strong>g>ments for additi<strong>on</strong>al <str<strong>on</strong>g>re</str<strong>on</strong>g>sources. Within <strong>the</strong> Planning Secti<strong>on</strong>, <strong>the</strong>following primary Units fulfill functi<strong>on</strong>al <str<strong>on</strong>g>re</str<strong>on</strong>g>qui<str<strong>on</strong>g>re</str<strong>on</strong>g>ments:• Resources Unit: Resp<strong>on</strong>sible for <str<strong>on</strong>g>re</str<strong>on</strong>g>cording <strong>the</strong> status <strong>of</strong> <str<strong>on</strong>g>re</str<strong>on</strong>g>sources committed to <strong>the</strong> incident.This Unit also evaluates <str<strong>on</strong>g>re</str<strong>on</strong>g>sources committed cur<str<strong>on</strong>g>re</str<strong>on</strong>g>ntly to <strong>the</strong> incident, <strong>the</strong> effects additi<strong>on</strong>al<str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>ding <str<strong>on</strong>g>re</str<strong>on</strong>g>sources will have <strong>on</strong> <strong>the</strong> incident, and anticipated <str<strong>on</strong>g>re</str<strong>on</strong>g>source needs.• Situati<strong>on</strong> Unit: Resp<strong>on</strong>sible for <strong>the</strong> collecti<strong>on</strong>, organizati<strong>on</strong>, and analysis <strong>of</strong> incident statusinformati<strong>on</strong>, and for analysis <strong>of</strong> <strong>the</strong> situati<strong>on</strong> as it prog<str<strong>on</strong>g>re</str<strong>on</strong>g>sses.• Demobilizati<strong>on</strong> Unit: Resp<strong>on</strong>sible for ensuring orderly, safe, and efficient demobilizati<strong>on</strong> <strong>of</strong>incident <str<strong>on</strong>g>re</str<strong>on</strong>g>sources.• Documentati<strong>on</strong> Unit: Resp<strong>on</strong>sible for collecting, <str<strong>on</strong>g>re</str<strong>on</strong>g>cording, and safeguarding all documents<str<strong>on</strong>g>re</str<strong>on</strong>g>levant to <strong>the</strong> incident.• Technical Specialist(s): Pers<strong>on</strong>nel with special skills that can be <strong>use</strong>d anywhe<str<strong>on</strong>g>re</str<strong>on</strong>g> within <strong>the</strong> <strong>ICS</strong>organizati<strong>on</strong>.4. The Incident Command System Organizati<strong>on</strong>The <strong>ICS</strong> organizati<strong>on</strong>, as an <strong>on</strong>-scene level command and management structu<str<strong>on</strong>g>re</str<strong>on</strong>g>, should belocated at <strong>the</strong> ICP, which is generally located at or in <strong>the</strong> immediate vicinity <strong>of</strong> <strong>the</strong> incident site. It isnot a permanent structu<str<strong>on</strong>g>re</str<strong>on</strong>g> nor will <str<strong>on</strong>g>re</str<strong>on</strong>g>place existing DRRMCs / o<strong>the</strong>r similar organizati<strong>on</strong>s in publicand private agencies or entities. It is designed to enable effective and efficient incidentmanagement by integrating a combinati<strong>on</strong> <strong>of</strong> facilities, equipment, pers<strong>on</strong>nel, procedu<str<strong>on</strong>g>re</str<strong>on</strong>g>s, andcommunicati<strong>on</strong>s operating within a comm<strong>on</strong> organizati<strong>on</strong>al structu<str<strong>on</strong>g>re</str<strong>on</strong>g>.A typical <strong>ICS</strong> organizati<strong>on</strong> and DRRMC-EOC and <strong>ICS</strong> Organizati<strong>on</strong> interoperability a<str<strong>on</strong>g>re</str<strong>on</strong>g> depicted inAnnexes “A” and “B”, <str<strong>on</strong>g>re</str<strong>on</strong>g>spectively, which form an integral part <strong>of</strong> this Circular.VI.POLICY STATEMENTS10


1. In line with <strong>the</strong> policy <strong>of</strong> <strong>the</strong> state to develop, promote and implement a comp<str<strong>on</strong>g>re</str<strong>on</strong>g>hensive Nati<strong>on</strong>alDisaster Risk Reducti<strong>on</strong> and Management Plan (NDRRMP) that aims to st<str<strong>on</strong>g>re</str<strong>on</strong>g>ng<strong>the</strong>n <strong>the</strong> capacity<strong>of</strong> <strong>the</strong> nati<strong>on</strong>al government and <strong>the</strong> local government units (LGUs), toge<strong>the</strong>r with partnerstakeholders, to build <strong>the</strong> disaster <str<strong>on</strong>g>re</str<strong>on</strong>g>silience <strong>of</strong> communities, and to instituti<strong>on</strong>alizearrangements and measu<str<strong>on</strong>g>re</str<strong>on</strong>g>s for <str<strong>on</strong>g>re</str<strong>on</strong>g>ducing disaster risks, including projected climate risks, andenhancing disaster p<str<strong>on</strong>g>re</str<strong>on</strong>g>pa<str<strong>on</strong>g>re</str<strong>on</strong>g>dness and <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>se capabilities at all levels, an all-hazards IncidentCommand System is he<str<strong>on</strong>g>re</str<strong>on</strong>g>by established and instituti<strong>on</strong>alized in <strong>the</strong> PDRRMS as an <strong>on</strong>-scenedisaster <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>se and management mechanism at all levels <strong>of</strong> DRRMCs, including public andprivate sector agencies.2. As part <strong>of</strong> this <strong>ICS</strong> instituti<strong>on</strong>alizati<strong>on</strong> process, all c<strong>on</strong>cerned shall endeavor to carry outcapacity building programs for <strong>the</strong>ir <strong>ICS</strong> organizati<strong>on</strong> through <strong>the</strong> c<strong>on</strong>duct <strong>of</strong> <strong>ICS</strong> training,organizati<strong>on</strong> <strong>of</strong> an All-Hazard Incident Management Teams (IMTs), development <strong>of</strong> stand-byarrangements and protocols for IMT notificati<strong>on</strong>, activati<strong>on</strong>, deployment and deactivati<strong>on</strong> ando<strong>the</strong>r <str<strong>on</strong>g>re</str<strong>on</strong>g>lated activities. The Nati<strong>on</strong>al <strong>ICS</strong> Cad<str<strong>on</strong>g>re</str<strong>on</strong>g> defined under this Memorandum Circular shalltake <strong>the</strong> lead in undertaking <strong>the</strong> <strong>ICS</strong> capacity building and development program under <strong>the</strong>leadership <strong>of</strong> <strong>the</strong> Office <strong>of</strong> Civil Defense.3. All incidents a<str<strong>on</strong>g>re</str<strong>on</strong>g> expected to be managed locally through <strong>the</strong>ir Local DRRMCs by using <strong>the</strong>irown emergency <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>se teams/pers<strong>on</strong>nel, such as Search and Rescue, Rapid Damage andNeeds Assessment and Incident Management Teams, as well as material <str<strong>on</strong>g>re</str<strong>on</strong>g>sources based <strong>on</strong><strong>the</strong> following criteria:3.1 The Barangay Development Committee (BDC), if a barangay is affected;3.2 The city/municipal DRRMC, if two (2) or mo<str<strong>on</strong>g>re</str<strong>on</strong>g> barangays a<str<strong>on</strong>g>re</str<strong>on</strong>g> affected;3.3 The provincial DRRMC, if two (2) or mo<str<strong>on</strong>g>re</str<strong>on</strong>g> cities/municipalities a<str<strong>on</strong>g>re</str<strong>on</strong>g> affected;3.4 The <str<strong>on</strong>g>re</str<strong>on</strong>g>gi<strong>on</strong>al DRRMC, if two (2) or mo<str<strong>on</strong>g>re</str<strong>on</strong>g> provinces a<str<strong>on</strong>g>re</str<strong>on</strong>g> affected;3.5 The NDRRMC, if two (2) or mo<str<strong>on</strong>g>re</str<strong>on</strong>g> <str<strong>on</strong>g>re</str<strong>on</strong>g>gi<strong>on</strong>s a<str<strong>on</strong>g>re</str<strong>on</strong>g> affected4. The NDRRMC and intermediary Local DRRMCs shall always act as support to LGUs whichhave <strong>the</strong> primary <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>sibility as first disaster <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>ders to any incident occurring within <strong>the</strong>irjurisdicti<strong>on</strong>s. For this purpose, <strong>the</strong> Nati<strong>on</strong>al Council and intermediary local DRRMCs shallc<strong>on</strong>tinue to provide support functi<strong>on</strong>s to <strong>the</strong> affected LGUs to ensu<str<strong>on</strong>g>re</str<strong>on</strong>g> that tactical objectives at<strong>the</strong> field level a<str<strong>on</strong>g>re</str<strong>on</strong>g> achieved, and immediate emergency <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>se operati<strong>on</strong> is coordinated toassist in <strong>the</strong> transiti<strong>on</strong> from <strong>on</strong>-scene emergency operati<strong>on</strong>s to early <str<strong>on</strong>g>re</str<strong>on</strong>g>covery and <str<strong>on</strong>g>re</str<strong>on</strong>g>habilitati<strong>on</strong>operati<strong>on</strong>s to be undertaken by <strong>the</strong> <str<strong>on</strong>g>re</str<strong>on</strong>g>gular member agencies / humanitarian assistance clusters<strong>of</strong> DRRMCs in affected a<str<strong>on</strong>g>re</str<strong>on</strong>g>as.5. An NDRRMC Incident Management Team (NIMT) is c<strong>on</strong>stituted to be composed <strong>of</strong> members <strong>of</strong><strong>the</strong> Nati<strong>on</strong>al <strong>ICS</strong> Cad<str<strong>on</strong>g>re</str<strong>on</strong>g> as defined under this Circular. As such, <strong>the</strong> NIMT is expected to serveas <strong>on</strong>e <strong>of</strong> <strong>the</strong> emergency <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>se teams <strong>of</strong> <strong>the</strong> Nati<strong>on</strong>al Council to carry out <strong>on</strong>-scene incidentmanagement functi<strong>on</strong>s based <strong>on</strong> <strong>the</strong> above criteria or whenever <strong>the</strong> situati<strong>on</strong> warrants.VII.IMPLEMENTING MECHANISMSThe DRRMCs at all levels shall serve as <strong>the</strong> mechanisms to ensu<str<strong>on</strong>g>re</str<strong>on</strong>g> <strong>the</strong> effective implementati<strong>on</strong> <strong>of</strong>this Memorandum Circular. Partner agencies in <strong>the</strong> <strong>ICS</strong> Capability Building Program, namely, DILG-BFP and PNP, DOH, DSWD, MMDA, FNTI, PRC, SBMA Fi<str<strong>on</strong>g>re</str<strong>on</strong>g> Department, City Government <strong>of</strong>Ol<strong>on</strong>gapo, Davao Rescue 911 and Amity Public Safety Academy a<str<strong>on</strong>g>re</str<strong>on</strong>g> enjoined to work closely withOCD, as <strong>the</strong> Lead Agency, to attain <strong>the</strong> desi<str<strong>on</strong>g>re</str<strong>on</strong>g>d <str<strong>on</strong>g>re</str<strong>on</strong>g>sults <strong>the</strong><str<strong>on</strong>g>re</str<strong>on</strong>g><strong>of</strong>.VIII.SEPARABILITY CLAUSEShould any <strong>of</strong> <strong>the</strong> provisi<strong>on</strong>s he<str<strong>on</strong>g>re</str<strong>on</strong>g>in be decla<str<strong>on</strong>g>re</str<strong>on</strong>g>d invalid or unc<strong>on</strong>stituti<strong>on</strong>al by <strong>the</strong> appropriateauthority or courts <strong>of</strong> law, <strong>the</strong> same shall not affect <strong>the</strong> o<strong>the</strong>r provisi<strong>on</strong>s’ validity, unless o<strong>the</strong>rwise sospecified.11

DRRMC Emergency Operati<strong>on</strong>s Center (EOC) – <strong>ICS</strong> Organizati<strong>on</strong>InteroperabilityThe above chart describes <strong>the</strong> <str<strong>on</strong>g>re</str<strong>on</strong>g>lati<strong>on</strong>ship between and am<strong>on</strong>g <strong>the</strong> DRRMC Chairpers<strong>on</strong> asResp<strong>on</strong>sible Official (RO), DRRMC Emergency Operati<strong>on</strong>s Center and <strong>the</strong> <strong>ICS</strong> organizati<strong>on</strong> at <strong>the</strong>scene level.The DRRMC through its Chairpers<strong>on</strong> and likewise <strong>the</strong> Resp<strong>on</strong>sible Official, provides <strong>the</strong> IncidentCommander his policy di<str<strong>on</strong>g>re</str<strong>on</strong>g>cti<strong>on</strong>s and strategic objectives, <strong>the</strong> missi<strong>on</strong> and authority to achieve <strong>the</strong>overall priorities <strong>of</strong> <strong>the</strong> <strong>on</strong>-scene disaster <str<strong>on</strong>g>re</str<strong>on</strong>g>sp<strong>on</strong>se operati<strong>on</strong>s, namely, life safety, incidentstabilizati<strong>on</strong> and property/envir<strong>on</strong>mental c<strong>on</strong>servati<strong>on</strong> and protecti<strong>on</strong>.The DRRMC OpCen, which is generally located away from <strong>the</strong> disaster site, supports <strong>the</strong> IncidentCommander by making executive / policy decisi<strong>on</strong>s, coordinating interagency <str<strong>on</strong>g>re</str<strong>on</strong>g>lati<strong>on</strong>s, mobilizingand tracking <str<strong>on</strong>g>re</str<strong>on</strong>g>sources, collecting, analyzing and disseminating informati<strong>on</strong> and c<strong>on</strong>tinuouslyproviding alert advisories/bulletins and m<strong>on</strong>itoring <strong>of</strong> <strong>the</strong> obtaining situati<strong>on</strong>. The EOC does notcommand <strong>the</strong> <strong>on</strong>-scene level <strong>of</strong> <strong>the</strong> incident.On <strong>the</strong> o<strong>the</strong>r hand, <strong>the</strong> Incident Commander manages <strong>the</strong> incident at <strong>the</strong> scene with <strong>the</strong> support <strong>of</strong><strong>the</strong> <str<strong>on</strong>g>re</str<strong>on</strong>g>levant Command and General Staff depending <strong>on</strong> <strong>the</strong> complexity <strong>of</strong> <strong>the</strong> situati<strong>on</strong>. The IC alsokeeps <strong>the</strong> Resp<strong>on</strong>sible Official / DRRMC Chairpers<strong>on</strong> and <strong>the</strong> EOC <strong>of</strong> all important matterspertaining to <strong>the</strong> incident.14
