TOWARDS A NATIONAL INNOVATION STRATEGY FOR COMPETITIVENESSVOLUME 1E. Institutional frameworkObjective:Ensuring the governability of the system and creating an institutional framework to guide, coordinate andsynchronise pro-innovation public policies, permitting the formation of the National Innovation Strategy forCompetitiveness.Lines of action:E.1 Establishment by law of the National Innovation Council for Competitiveness, which is both multi-sectoral andautonomous, thus being independent from pressures on the government and the other players to obtain short-termresults.E.2 Creating capabilities –in the Council and the Government, within the framework of the roles of each, asexpressed in chapter 3– for evaluating and designing the pro-innovation policies and programs, as well as for generatingrelevant information for keeping the strategy up-to-date and being permanently accountable to the citizens.E.3 Strengthening the public institutional framework for innovation based on two main pillars, Corfo and Conicyt,clearly defining the roles based on the market flaws that they seek to correct and overcoming the coordination problemscurrently found.E.4 Creating a framework for managing innovation policies in the Government that protects the strategic alignmentof the various institutions that participate in the public innovation system and that concentrates and makes the politicalresponsibility transparent.E.5 Defining the institutional framework for innovation at all levels of the public system, ensuring thegovernability of the system, and optimizing the management coherent with the principles of the strategy. This impliesreviewing the role of the various components of the system, starting with the agencies, and the public funds andprograms, and including public technological institutes.18
