On the other h<strong>and</strong>, a relativelyhigh rate of older people live in residential <strong>and</strong> nursing homes. The rate of people receivinghome care remains fairly high compared with many other authorities, though it has reducedsince 1999.The Home Care Service is being gradually reshaped to provide higher levels of personal care,<strong>and</strong> to cover evenings <strong>and</strong> weekends. Plans are in h<strong>and</strong> to enhance the shopping <strong>and</strong> domesticservice <strong>and</strong> greater use of the independent sector form a part of the City’s developing servicesfor older people.A significant reduction in the supply of places in nursing homes in the last 2 years hascontributed to delays in discharging older people from hospital. The Council <strong>and</strong> NHS Lothianhave agreed a range of measures to relieve these pressures, including:• developing housing with extra care services;• using new technology to promote independent living;• speeding up assessments <strong>and</strong> discharge arrangements; <strong>and</strong>• ensuring that aids to daily living <strong>and</strong> equipment are more readily available.Learning Disability services are provided in collaboration with NHS partners, under a Partnershipin Practice Agreement (PiP). With the agreement of health partners, resources from the ChangeFund have been used to enhance services for people with learning difficulties, in particular to:• improve services for 80 people with complex needs;• replace the Burdiehouse hostel with supported accommodation; <strong>and</strong>• fund a new post of joint programme manager.The Engine Shed training project has helped 80% of its service users to move into paid work.96
